May 10, 1976
The City Council met in regular session on the above date with Mayor John
Doerfler presiding. The following councilmen and officials were present: William
Shell, J. D. Wininger, D. W. Scott, Harry Gold, Carl Doering, City Manager
Leo Wood, City Secretary W. L. Walden, City Attorney Joe McMaster and
City Inspector Tom Sams. Others present were: Buddy Adams, Donna Jay, Rodney
Montgomery, Kent Leedecker, Hubert Brock, James Draeger, Linda Graves,
Carl Kinslow and Roy Kade.
Monthly Minutes Motion by Gold and seconded by Shell to approve the minutes of council
and Reports meetings held on April 5, April 12, April 22 and April 27, 1976. Motion carried
by unanimous vote.
Motion by Gold and seconded by Wininger to approve General Fund bills
in the amount of $14,081.77 and Utility Fund bills in the amount of $120,358.28.
Motion carried by unanimous vote.
Harold Parker- Harold Parker appeared before the council asking that he not have to pay
Utility Penalty a utility penalty in the amount of $53.96. This penalty was assessed on the March
bill which was postmarked on the p.m. of March 11, 1976 and received by the
city on March 12, 1976. The Council agreed that no exception to any one person
could be allowed and that the penalty would have to be paid.
Linda Graves Linda Graves reported that the Ecology Volunteers had completed the sign
at the entrance of San Gabriel Park. The council expressed its appreciation
for the contribution to the city.
Rezoning- Motion by Scott and seconded by Shell to approve on first reading an
1006 Ash Ordinance rezoning a portion of Lots 2 & 3, Block 26 of the Glasscock Addition
from RS to RM -3. Motion carried by unanimous vote. (See Ordinance Book 03 -

Rezoning Lots Motion by Shell and seconded by Wininger to approve on second and
1 &2-111027 & final reading an Ordinance rezoning lots 1 & 2 of Block 27 and Lots 3 & 4
Lots 384-Blk.#24 of Block 24 in the City of Georgetown, from RS to C2A. Motion carried
by unanimous vote. (See Ordinance Book #3 - Page #58)
Preliminary Plats A report was given to the council from the Planning and Zoning
and Variances Commission on three Preliminary Plats approved, a resubdivision in Oak
Crest disapproved and a variance granted Draeger Motor Company to allow
the building line to be set at 4 feet instead of 7 feet on Lots 1, 2, 3 & 6
of Block 28 in the City of Georgetown.
General Telephone- Motion by Wininger and seconded by Gold to approve on second and
Rate Increase final reading an Ordinance regulating and prescribing the rates of the General
Telephone Company of the Southwest. Motion carried by unanimous vote.

Amusement The City Attorney advised the Council that the Amusement Ordinance
Ordinance was not completed and asked that this ordinance to tabled until the next
regular council meeting.
Urban Renewal- Motion by Wininger and seconded by Doering to approve a Resolution
Sale of Lots authorizing thesale of Parcel A-3 in the Urban Renewal Project. Motion
carried by unanimous vote. (See Ordinance Book 03 - Page 062)
Motion by Gold and seconded by Scott to approve a Resolution auth-
orizing the sale of Lot 14 - Block E for residential rehabilitation in the
Urban Renewal Project. Motion carried by unanimous vote. (See Ordinance
Book 03 - Page 063)
Urban Renewal- Motion by Wininger and seconded by Shell to approve a Resolution
Park Site accepting a deed from the Urban Renewal Agency for a park site located
in Block 14 of the Rucker & Hodges Addition. Motion carried by unanimous
vote. (See Ordinance Book #3 - Page 064-65)
Ordinance -Brush, Motion by Wininger and seconded by Gold to approve on first and final
Weeds & Drainage reading an Ordinance providing for the control of brush, weeds, drainage and
unsanitary conditions. Motion carried by unanimous vote. (See Ordinance
Book #3 - Page 066-67)
Resolution -Inter- Motion by Doering and seconded by Shell to approve a Resolution
governmental authorizing filling of an application for an Intergovernmental Personnel Act
Personnel Grant Grant. Motion carried by unanimous vote. (See Ordinance Book #3 -
Page #68)
Community Devel- Motion by Gold and seconded by Doering to authorize City Manager
opment Bid Leo Wood to advertise for bids on the construction of a Neighborhood
Authorization Center and an addition to Stonehaven Center. Construction to be paid for
with Community Development Funds. Motion carried by unanimous vote.
Appointments- Mayor Doerfler, with the consent of the council, appointed Pete
Tax Equalization Boufford, Leroy Berkman and Riley Robbins to the Tax Equalization Board
Board for a term of one year beginning June 1, 1976.
Appointment- Mayor Doerfler, with the consent of the council, appointed Timothy
City Judge Maresh to serve as G ty J udge for a term of two years begi nni ng J une 1,
1976.
Appointment- Mayor Doerfler, with the consent of the Council, appointed Nat
Citizens Advisory Lopez to the Citizens Advisory Commission to fill the unexpired term of
Commission Mrs. Sam Brady.

Delinquent Tax Mayor Doerfler appointed a committee composed of Doering, Gold, Wood,
Collection David Erickson and Joe McMaster to study the contract submitted for the coll-
ection of delinquent taxes by McCreary & Huey and report back at the next
regular council meeting.
Sub -Fire Station Motion by Gold and seconded by Scott approving a Resolution ofirming
Contract and confirming the contract for the construction of the Fire Station in Northwest
Confirmation Georgetown dated the 2nd of April, 1976. (See Ordinance Book 03 - Page 069)
Application- Motion by Wininger and seconded by Gold to approve an application by
Taxi Permit Roy Kade to operate a taxi in the City of Georgetown. Rates for the taxi
service to be filed with application. Motion carried by unanimous vote.
Purchase of The purchase of the IOOF Building was discussed at the council meeting.
IOOF Building Mayor Doerfler appointed himself and councilman Wininger to discuss terms
with the IOOF Lodge and report back to the Council.
Purchase - BRA Motion by- Doering and seconded by Shell to approve a Resolution exercising
Bonds - 1972 the City of Georgetown's option and right to purchase, in one installment, the
City of Georgetown Waste Disposal Contract Revenue Bonds, Series 1972, from
the Brazos River Authority. Motion carried by unanimous vote. (See Ordinance

Street Paving- Motion by Gold and seconded by Wininger to authorize City Manager
Bid Authorization Leo Wood to advertise for bids on street paving to be paid for from Revenue
Sharing Funds. Motion carried by unanimous vote.
Carnival Site- Gene Martinka requested that the Chamber of Commerce be allowed to
Chamber of use an area in the San Gabriel Park east of the trailer hookups to hold a
Commerce carnival on June 16 thru June 26, 1976. Motion by Wininger and seconded by
Gold to approve the request subject to approval of Liability Insurance. Motion
carried by unanimous vote.
Electrical Fuel Motion by Gold and seconded by Wininger to approve an electrical fuel
Adjustment adjustment charge of 90% on theA,pril billing. 83% is for the standard fuel
adjustment and 7% is to be used for the recovery of back fuel adjustment
charged the City by LCRA. Motion carried by unanimous vote.
Change of Motion by Shell and seconded by Wininger to change the date of the
Council Meeting regular council meeting from the second Monday of each month to the second
Date Tuesday of each month at 7:00 p.m. o'clock. Motion carried by unanimous
vote.
There bein no further business on a motion by Gold and seconded by Wininger
the meeting adjourned.
