September 8, 1975
The City Council met on the above date with Mayor Joe E. Crawford
presiding. The following councilmen and officials were present: William
Shell, John Doerfler, Harry Gold, J. D. Wininger, Dee Scott, City
Manager Leo Wood, City Secretary W. L. Walden, City Attorney Joe
McMaster and City Inspector Tom Sams. Others present were: Rodney
Montgomery, Buddy Adams, Tommy Thompson and Bill Smith.
Monthly Minutes Motion by Gold and seconded by Scott to approve the minutes of
and Reports Council meetings held on August 11 and August 22, 1975. Motion carried

Motion by Wininger and seconded by Gold to approve General Fund
bills in the amount of $5,408.35 and Utility Fund bills in the amount of
$165,079.08. Motion carried by unanimous vote.
Urban Renewal- Motion by Shell and seconded by Wininger to approve a Resolution
Rezoning rezoning Lots 1 and 2 in Block I of the South Son Gabriel Urban Renewal
Addition from RL Residential to "P" Public. Motion carried by unanimous

Lone Star Gas Motion by Scott and seconded by Wininger to approve an Ordinance
Rate Increase on the second and final reading that fixes and determines the general service
Ordinance rate to be charged for sales of natural gas by Lone Star Gas Company.

Revisions reading an Ordinance adopting and updating the Standard Building Code. Motion

Ordinance reading an Ordinance adopting and updating the Standard Plumbing Code. Motion

Landscape Motion by Wininger and seconded by Doerfler to approve on first and final
Irrigation reading an Ordinance regulating the installation of landscape irrigation systems.

Building and Motion by Doerfler and seconded by Scott to approve a Resolution rescinding
Electrical current building and electrical inspection fees and establishing new fee rates.

Community Motion by Gold and seconded by Doerfler to approve a Resolution recognizing
Development . enactment of Federal and State Laws regulating Community Development Block
Block Grant Grants, and establishing certain rules and procedures. Motion carried by unanimous

701 Planning Motion by Shell and seconded by Wininger to approve a Resolution authorizing
Resolution the filing of an application for matching funds under the 701 Planning and Manage-

Quail Meadow Motion by Wininger and seconded by Shell to approve on second and final

III -Annexation
Public Hearing- Motion by Shell and seconded by Gold to approve a Resolution calling for
Annexation a Public Hearing to be held at 6:30 p.m. o'clock on the 13th day of October, 1975
City Land in the Georgetown City Council Chambers. The public hearing is on contemplated
annexation of land bordered by College Street, MKT Railroad and the San Gabriel
River. Motion carried by unanimous vote. (See Ordinance Book 03 - Page 018)
Meter and Motion by Shell and seconded by Scott to approve on first reading an
Seal ordinance prohibiting damaging, destroying, tampering or adjusting utility meters
Ordinance or seals. Motion carried by unanimous vote.
Austin Avenue Motion by Wininger and seconded by Shell to approve on first and final
No Parking reading an Ordinance prohibiting all parking of vehicles on Austin Avenue between
Ordinance the intersections of Twelfth Street and Eighteenth Street and between the inter-
sections of Sixth Street and Morrow Street. Motion carried by unanimous vote.

Historical Mayor Crawford appointed a committee of himself, Harry Gold and John
Commission Doerfler to study and recommend persons to be appointed to the Historical Commission.

Motion by Gold and seconded by Shell to authorize Mayor Crawford
to sign all documents with the United States Army Corps of Engineers per-
taining to the 50 year lease at $1,300.00 per year, on 13.228 acres of land
for the water plant and a 3 year license to install the 16" raw water line on
a 30' X 3132.85' easement. Also a 50 year lease to install a raw water intake
structure and 16" raw water line. Motion carried by unanimous vote.
Motion by Wininger and seconded by Gold to authorize City Manager
Leo Wood to advertise for bids on a 1976 - 1/2 ton pickup. Motion carried
by unanimous vote. Bids to be opened at the next regular council meeting.
Bid Advertisement- Motion by Wininger and seconded by Gold to authorize City Manager
Garbage Truck Leo Woad to advertise for bids on a 1976 - 25,500 GVW Truck. Motion
carried by a unanimous vote. Bids to be opened at the next regular council
meeting.
Bid Advertisement Motion by Wininger and seconded by Gold to authorize City Manager
Fire Truck Leo Wood to advertise for bids on a 1976 - 23,000 GVW Fire Truck. Motion
carried by unanimous vote. Bids to be opened at the next regular council
meeting.

Booster Fire Truck Leo Wood to advertise for bids on Booster Fire Truck Equipment. Motion carried

85% Electrical Motion by Wininger seconded by Gold to approve an electrical fuel
Fuel Adjustment adjustment charge of 85% on the September billing. Motion carried by

Partial Payment- The City Council authorized City Manager Leo Wood to make a partial

Engineers done on the Sewer Treatment Plant.
