February 18, 1986
The City Council met in Special Session on the
above date at 7:00 PM with Mayor Carl Doering
presiding. The following Council Members and
Officials were present: Eb C. Girvin, William C.
Shell, Joan King, Jim Colbert, City Secretary
Pat Caballero, City Manager Frank Reed; Director
of Public Works Allyn Moore, Community
Development and Planning Director Ed Barry
Police Chief Hugh Anderson III and Transition
Consultant Renee Hanson. Others present were:
Bill Beare, appraiser, Jack Gregoire, Brad
Stutzman, Sherry Guyton, John Casburn, Jean
Riley, Margaret Shilling, Don Grigsby, Jim
Danos, Nancy Raper, Robert "Skip" Morse, Marvin
McKinnon, Pat Giddings, Eugene Hanell, Ester M.
Weir, Laura Wier Clarke, and Randy and Donna
Stump. Council Member Bill Connor was absent.
Mayor Carl Doering announced that he would not
take part in any of the discussion of this
matter due to a conflict of interest.
Mayor Pro -tem Girvin announced that while
heading the council meeting he would only vote
to break a tie.
PUBLIC HEARING - SIDEWALK ASSESSMENTS
The city council held a public hearing
concerning the proposed assessments charged to
the property owners adjacent to the downtown
sidewalk project.

SPECIAL COUNCIL MEETING
Mayor Pro -tem Girvin declared the special
council meeting shall begin.
1. OFFICIALLY APPROVE SIDEWALK ASSESSMENTS
No action taken on this matter.
2. MISC. No action taken on this matter.
ADJOURN Motion by King and second by Shell to adjourn.
Motion carried by unanimous vote.
