HomeMy WebLinkAboutMIN 02.09.1970 CC-R130 R February 9, 1970 The City Council met in regular session on the above date with Mayor Jay C. Sloan presiding. The following Councilmen and officials were present, Wm.H. Eanes, Harry Gold, Hubert Brock, Doyle Lyda, A. F. Davis, City Manager Leo Wood, Asst. City Manager Claud Eads, and City Attorney Joe B. McMaster. Others present were Wallace Evans, Edward Lee Evans, Wm. Stump, Mrs. Herbert Baker, and Bill Buchanan. Minutes of Council meetings held January 12th and January 19th., 1970 were approved as presented.. Monthly Motion by Brock and seconded by Eanes that General fund bills in the Bills amount of $2,137.70 and Utility bills in the amount of $21,423.15 be approved and paid. Motion carried by unanimous vote. . Homo William R. Stump Chairman of the Home Rule Charter Commission and Rule Edward Lee Evans member of Home Rule Commission discussed the Home Rule Charter Charter at length. Mr. Stump stated that he and the members of the Charter Commission had worked many hours compiling the Charter and suggested that the Council submit the Charter to the voters for their consideration on April 4th., 1970. Mayor Sloan suggested that a letter be included in the booklet which would be mailed to each voter explaining the purpose of the Charter. Motion by Eanes and seconded by Davis that the proposed Charter be accepted. T he.motion carried by unanimous vote. Drug Mr. Jeff Campbell, Chairman of the Citizens Advisory Committee, Abuse explained plans to the Council of the methods that would be used in pre - Seminar senting their program on a Drug Abuse Seminar to be held in mid March of 1970. The Council was unanimous in agreeing with Mr. Campbell's views and advised his group to go ahead according to their schedule. Lone Star On a motion by Brock and seconded by Gold the Lone Star Gas Ordin- Gas ance rate increase( -of 18.07 as set forth in ordinance and subject to approval of the City Attorney was passed and read on its first reading. It is to be read twice more on two separate meeting of the Council bef6re going into effect. Ordinance was read by caption. Votes as follows. AYE'S: Brock, Eanes, Gold, Lyda, and Davis. NOES: None; (Ordinance Book No.2 (PageMayo� Sloan excused himself due to illness and Hubert Brock, Mayor Pro -Tem presided for the remainoe of the meeting. General Sam Brady and Wallace Evans submitted quotations on General Lia - Liability bility and Workman Compensation to the Council. After a general dis- Insurance cussion the Council agreed to table the matter and take it up at a later date. Georgetown Ernest Lincoln, Executive director of Georgetown Housing Authority, Housing presented resolutions for both a Cooperative Agreement and application Authority for a preliminary loan for low rent public housing to the City Council. (Resolutions - Ordinance Book #2 - Page 190) Motion by Lyda and seconded by Gold that the tow above resolutions be approved. Votes as follows: Ayes: Eanes, Gold, Lyda, Davis. Noes: Alone Election Motion by Davis and seconded by Gold that an order of election at AQril 4th, the City Fire Station be held April 4th., 1970 to elect two Councilmen, one Mayor, and to vote on adoption of a Home Rule Charter. Motion carried by unanimous vote. W. H. Mullins The Council cagreed to have the W. If. Mullins Inc. Engineering firm to start preparing plans for a new water tower and grant application and plans for a new sewer line for the East and South parts of our City. Speed Motion by Davis and seconded by Eanes authorizing the passing of Zone Ordinance by the Texas Highway Dept. to regulate speed zones as reflected Ordinance on their bluerint drawing of Hwy. #29. Ordinance Book ##2 - Page 175) 1 3.1 Cloud Motion by Davis and seconded by Gold that Estimate No.4 for Estimate #4 Cloud and Associates for work on the Georgetown Public Library in the amount of $14,963.40 be approved and paid. Motion carried by unanimous vote. All Motion by Davis and seconded by Gold that an all electric home rate Electric for the City of Georgetown.be approved. Motion carried by unanimous Home Rate vote. .
