January 20, 1969
The City Council met in called session on,the above date,
Mayor Jay C. Sloan presiding. The following'councilmen and officials
were present: William It. (Janes, ITarry Gold, r-h►bert Brock, Doyle Lyda,
A. F. Davis, and Assiatnnt City Vanager Claud Lads. Others present were:
Mrs. Barton, airs. Kennie Wilcox, Jr., Shirley Dedear, C. V. Smith,
Landscape Architect from Austin; harry Brown with Y,illianson County
Sun and Miss Irene Henderson i ith Austin Americana
Landscaping Mr. SWith and Mrs. Barton, Mrs. AV+lcox and Mrs. Dedear discussed
San Gabriel the landscanin the area south of C..,&:unity building with the Council
Park for flower garden and, planting trees etc. in this area.
!.lotion by lanes seconded by Gold that council accept plan as pre—
sented to council by Darden Club members and lir. Smith and contribute
$300.00 to Garden Club for cost on expense for landscaping area. ltoti.Oil

Library Hoard Mayor Sloan appointer) Mrs. Charles Aiken as secretary of Georgetown
Appointment Area Public Library and firs. Carl Poerinly as a board member of

On October 24, 1968, our field renresentnt.ive, Mr. 1'ay llent-
ley, visited.your sevvag;e treatment facilities after contacting,; Mr.
C. 11. Lveington, City Manager and Mr. J. D. Tinning, Waterworks
Superintendent. During; this visit, sacnples of the waste being dis=
char,ed were collected.
We feel .sure that you would like to he apt)rised that the
analyses of the samples collected show the wnstowater Nein( discharg-
ed to be of a lower quality than that specified in the city's waste
di:schartie permit #IU -149. For your convenience, we have duplicated
below the permit water quality requirements not heina met and the
corresponding water quality conditions.

In art effort to assist yosr in obtaining the best quality
effluent from your treatment facilities, we recommend that more
laboratory control be instigated. Also a study of your sewage collec-
tion system might help eliminate excessive infiltration.
P,y copy of this letter we are requesting our field repre-
sentative -to recheck the city's wastewater discharge within 60 days
to ascertain any changes which may have occurred since the last
visit.

J. E. Tinning, Water and Sewer Superintendent; is aware of the
conditions mentioned in letter and is proceeding; to correct the waste
water discharge.
Petition
The Mayor read a petition presented by some 107 signers
.lir Polution
directed to the Georgetown, City Council which called to the attention
(Gin)
of the Council an air polution problem existing in Georgetown related
to a •cott.on gin within the City Limits. The petition is made a part
of the files of the City Secretary. The b:ayor reported that after
receiving the petition ire had consulted with the City At.tn.rnev and the
Texas Municipal League attorney about the city's jurisdiction on
such matters and he was advised that the City had ro ordinances
governin-; this situation. It was -pointed out that the Mate had an
air pollution board set up to handle such matters. Mntion was mane
seconded and unanimously voted that the "iayor be authorized to write
the people who had delivered the petition to the `,:ayor advisin(-; them
of the lack of control by the City and to also discuss the problem with
the owners of tlse gin. The letter was to also sug,rest tr?rst the owners
of the gain and the petioners try .to wort: out a solution to the
problem. The letter is to be -made a part of the City Secretary's file
also.
