September 23, 1968
The City Council met in called session on the above date,
Mayor Jay C. Sloan presiding. The following councilmen and officials
were present: William It. Eanes, Iiubert If. Brock, Doyle Lyda, A. F.
Davis, City Manager Charles D. Eyeington, Assistant City Manager
Claud Eads and City Attorney Joe McMaster. Also present were: Drew
Ballard, Mrs. lierbert Baker and Wallace Chappell, Chairman of Citizens
Advisory Committee.

V Report Findings re: North Fork Reservoir
The Corps of Engineers has designated 6 Public Access Areas around the
Reservoir, 2 or which will be developed in the initial phase.
We Hecommend:
That the Georgetown City Council begin negotiating NOW for
2 areas, with on -the -site investigation, selecting those best
suited for (a) a Park, and (b) a Wilderness Camping Area.

That the Georgetown City Council be on the lookout for a compe-
tent, experienced, reliable concessionaire. If one can be found
with capital or credit, that is desirable. If one can be found
who does not have these, but has the other qualifications,
then we recommend that a group of local men charter a corporation
to secure the financial resources needed. hate of development
and extent of development areug ided by public use and dollar
flow.
For control of the public areas under Georgetown jurisdiction,
we further recommend immediate pursuance of Ilome Rule provision,
permitting annexationby public action, and investigation through
our legislator of a special bill permitting our exception to the
I mile per year present requirement. Annexed territory should
include not only the Park areas, but enough land on either
side of roads leading to these areas to prevent unsightly and
undesirable construction. The Corps controls construction
within the Parks. Public units must zone for private land
controls.
(A) Park. (Select Park for sheltered cove, to protect dock from storms.)
The Corps will provide, in the initial phase:
Access !toad
Launching Ramp
Well and lines
Latrines
A few picnic areas
Concessionaire may develop in phases, such as:
1st: Dock, gas & oil, supplies stand
Boat storage, land and water
"KOA" type facility (Kampers of America)
2nd: Drive-in Grill and Grocery
3rd: More picnic areas, public campsites, and a large
group shelter
4th Motel and restaurant

We doubt the wisdom of a public beach, which is expensive to police
and maintain. But a small designated "Swim at Your Own Risk" area
might be arranged.
(B) Wilderness Camping Area, for established groups. with competent
leaders, (such as Scouts, Day Camping Groups, etc.) available
for small fee.
Request Corps to provide: Access road, la+inching ramp, well,
latrines and showers, fencing and gate with a lock. Alteration
of natural site ehould be absolutely minimum.
Georgetown provides: gates remain locked: "Posted " signs up;
some police patrol; rules for use (no cutting of trees, etc.;
leave it as you found it); firewood to be picked up at city
maintenance building in town; etc.
Texas Crushed Mayor stated that he would like to have Claudie Mayo, City
Stone - Elec. Electrical Superintendent at the next council meeting, to discuss
serving the Texas Crushed Stone with city power.
Airport Mayor suggested that City Manager byeington get bids on coating
Runways -Bids the runways at -the Georgetown Municipal Airport.
I.O.O.F. Motion by Lyda and seconded by Brock that bids be let on sale of
Building I.O.O.F. Lodge building with reservation to'accept or reject any and
Bid -Sale all bids. Bids are to be submitted not later than November 4, 1968 at
5:OOP.M. Votes as follows: Ayes: Eanes, Brock, Lyda and Davis. Noes:
None.
Resolution Motion by Eanes and seconded by Davis that resolution authorizing
Urban Renewal Indemnity Agreement be adopted. Votes as follows: Ayes: Eanes,
Indemnity Brock, Lyda and Davis. Noes: None.

GEORGETOWN, TEXAS, AUTHORIZING THE EXECUTION OF AN
INDt11NITY AGREEMENT BETWEEN THE CITY OF GEORGETOWN,
TEXAS AND THE GEORGETOWN URBAN RENEWAL A(;NCY OF
GE:ORGETOW`4, TEXAS WITH RESPECT TO SOUTH SAN GABRIEL
URBAN RENDVAL AREA PROJECT NO. TEX 8-102.

WHEREAS, the City of Georgetown, Texas and the Urban Renewal
Agency of the City of Georgetown, T xas'did enter into a Cooperation
Agreement on the 8th day of April, 796,9, in connection with the re-
vised Urban Renewal Plan for the South San Gabriel Urban Renewal
Project TEC R-102, Georgetown, Texas, and;
WHEREAS, the City of Georgetown, Texas agreed in said Cooperation
Agreement to do certain work including demolition of structures and
sight clearance, sight grading, street grading to sub -grade, install
traffic signs and street lights, install water facilities, electric
system and sewer facilities, all within the Urban Renewal Area, and;
WHEREAS, it is desired that the City of Georgetown, Texas execute
an agreement holding the Urban,lienewal Agency of the City of Georgetown,
Texas harmless with respect to any claims for personal injury and/or
death or property damage arising from the operations of the City of
Georgetown, Texas in carrying out its obligations under said Cooper-
ation agreement.
NOW, THE1th'FORtE, the said City of Georgetown; Texas, in consid-
eration of the premises, does hereby agree to indemnify and save
harmless the Urban Renewal Agency of the City of Georgetown, Texas,
against any and all liability, loss, damages, cost and expenses which
the said Urban Renewal Agency of the City of Georgetown, Texas may
hereafter suffer, incur, be put to, pay or lay out to the undersigned
or to any other person, firm corporation or governmental agency by
reason of, or having as their origin, claims for personal injuries
or property damage or claims of any kind or nature whatever arising
out of injuries or property damages or either of them sustained as
a result of the operations of said City of Georgetown, Texas, in carry-
ing out its obligations under said Cooperation Agreement as above
described.
IN WITNESS, the City of Georgetown, Texas has caused this instru-

ment to be executed by its duly authorized officers this 23rd
day of fieptember, 1968, in the City of Georgetown, Texas.

New Fire City Manager C. D. Eyeington informed the council that the
Truck specification for the new 750 GPM pumper and booster fire truck
had been approved by the State Board of Insurance. Ile also reminded
the council that the State Board of Insurance's last inspection of
the Georgetown Fire Department was held June 1967 and another
inspection would be forth coming.At the July 1966 inspection a new
750 GPM triple combination pumper was recommended to replace the old
1922 Seagrave pumper by the next inspection in two or three years or
the City Council would receive a 20 penalty in the key note. As it
would take one year for delivery of a new truck, the Manager recom-
mended advertizing for bids, and have a truck on order by the time
the next inspection occured. Mayor Sloan told the Manager to hold
the specification for the time being. No further action was taken.
Water City Manager reported that the State ffealth Department had
Treatment responded to his request for a consultive inspection of the
Improvement Georgetown water system, in line with needed improvement in our
water system. Mr. Harmon, Director of the Texas State Department
of health, informed the Manager that a field representative would
be available for Georgetown study after October 7th. This study will
provide needed information on the status of our system and help in
planning for future expansion.
Sales Tax Mayor discussed the disposition of Sales tax funds and the pos-
sibility of building library and swimming pools with revenue from
sales tax.
There being no further business, on motion by Brock and seconded
by Eanes, meeting adjourned.
