The City Council and Planning and 'honing Board met in joint
Session on the above date for the purpose of considerin- and
reviewing; new Zoaain,r ordinance. '1'1ae following Councilmen. and
Zoning Board members were present: l:ayor. Jay C. Sloan, 1,'illiam
It. Lanes, Hubert H. Brock hdward Lee Lvaras, Doyle Lyda, Zoning;
Board members: Elmo heed, A. P. Prude, Sam Brady. :also present
were: City Manager Charles D. Eye.inp-ton, Assistant City Manager
Claud Lads, City Attorney Joe 1% M&''aster, Williari S. Lott,
William It. Stump and L. C. True.
Zoning" Mayor Sloan discussed the present Zoning procedure and the
Ordinance Zonint.ordinance being; considered at this hearing. No objection
was voiced against the new ordinance. All present seemed to be
in favor or new ordinance.
Library The following By-laws for the Georgetown Library were

Article I. Name and Object
Tile name of this organization is Georgetown Area Public
Library Board. The object is to act as trustees for, and ad-
►;iinister the affairs or, the Library Board in conjunction with
the City of Georgetown and according to t1►e policies for g overn-
in g; the Library. A copy of the policies are attached to these
By-laws.
Article II. Membership
Section 1. Number of Members
The active Library Board shall consist of eight voting members,
including; the Mayor or his representative, and the President of
Friends of tt►e Library or his representative. Ex -officio members

Library include the City .Attorney, Librarian, and Southwestern Cody

Section 2. Selection.of Board
The Mayor appoints with approval of the City Council,.six board
members. The President of Friends of the Library and 11.1ayor of
Georgetown are automatically members. The Mayor, on recormnendation
of the Board may appoint ex -officio members, called honorary members.
Section 3. Tenn of Office
Trustees serve for a two year term beginning January 1. liporr
completion of a term of office a member may not be reappointed to
the Board until a period of one year has elapsed.
Section 4. Tenure
The six appointed members shall be divided into three groups.
Places of two members shall be vacated at the expiration of the
first ,year, and the same applies for two -ember3 each successive
year. Thus, one-third of the appointed members each are replaced
each year.
Section 3. Duties of Officers
The Chai rrnan presides at all weetin-s and perforins all other duties
pertaining to the office. The Vice -Chairman, in the absence of the
Chairman, performs all dirties of that office and shall succeed in
office of Chairman in case of vacancy. The Secretary -Treasurer
keeps record of proceedings of all meetinms and has custody of all
records and papers of the Board. lie shall notify each member of the
next meetin,r, lie shall receive all money designated for the Library.
lie keeps accurate records of all money, receipts and disbursements,
pays bills accuriulated upon approval of the board, and is subject
to audit whenever requested by the Board or City Council.
Article IV. Committees
Special committees for the study and investigation of special
problems may be appointed by the Chairman, such cormnittees to serve
until completion of the work for which they are appointed.
Article V. Meetings
Section 1. Meetin- Time
The re;,ular monthly meeting shall be held on the first Wednesday of
each month at lO o'clock in the Library.
Section 2. Special 1;eetinhs
Special meetings ►nay be called by the Chairman whenever necessary
for transaction of business stated in call.
Section 3. Quorum
Four appointed members constitutes a quorum.
Article VI. llud,ret
The Librarian and Trustees shall work carefully within the
framework of the budget plans with best service for the library
in mind. Tire bud -et is to be submitted to the City Council for
approval.

These By -Laws may be amended at any regular monthly meetin;, of
the Board with a quorum present, provided t.}re amendment wits stated
at the previous re,rular meeting. A unanimous vote of members present
is required for amendment passatie.

Notion by lanes and seconded by Lyda that the above Ly -laws
as presented in letter be approved. `.lotion carried by unanimous vote.
Health Health unit requested a �5-I0.00.increase.by the City for their
[;nit budget. Motion by Evans and seconded by manes that contributions by
t.l►e City remain as 1967 contributions. 'Motion carried by unanimous
vote.
Sewer City 'Manager Eveing;ton presented the following .report on
Survey Sewer Survey:

On September Ath, 1100 residential sewer connection survey cards
were mailed to all utility customers.
As of this date we have received 1206 or Gti-`,'/,3`;0 of the total
mailed, leaving 596 still to be received.
The following; corrections have been made to the customer billing.

Traffic One-way traffic on College Street east of Georgetown
College St. High School was discussed. Mayor sut Bested that City !Manager
Lyein,rton contact Chief of Police ".lasur in connection with con-
trolling; traffic on College Street.
