September 5, 1967
The City Council met in called session on the above date,
Mayor Jay C. Sloan presiding. The following Councilmen and
officials were present: William R. ]vanes, Hubert If. Brock, Ilarry
Gold, Doyle Lyda, Edward Lee Evans, City Manager Charles D. Eyeington,
Assistant. City Manager Claud bads, City Attorney Joe 13. McMaster. Al-
so present were: Sam Brady, Chairman of Zoning Committee and It. S.
Elliott, Chairman of Swimming Pool Committee.

As you have probably read in the newspaper, I have purchased a
minority stock interest in the Belford Lumber Company here in Georgetown.
We have discovered that a minor part of its assets consist of three
rent houses located at the corner of 9th and Mont;omery Streets.
Since this portion of the asset9-, is in the Urban Renewal area, I
thougl►t that the council best be informed of this interest.
If and when consideration of this parcel of land comes before
the Urban Renewal Agency, I will disqualify myself from any of the
discussions.
If you need any additional information concerning this, please
let me know.

Letter The following letter was received from Mr. James ltehler.

Sir:
In compliance with present regulations affecting Commissioners
of the Urban Renewal Agency of the City of Georgetown, you are
advised that I have recently purchased a minority stock interest in
Belford Lumber Company, a Texas corporation. Said company owns as a
minor part of its assets three small rental houses located upon a small
tract in the not -Vast part of Block Six (6), Rucker and Ilodges Addi-
tion, within the Urban Renewal area.
In order that you may have the full story, you are advised that

in association with other Georgetown business people, I beban in .January,
1967, an attempt to acquire the Belford real estate upon which the com-
pany yard and headquarters' buildinRa are located. On February 14, a
written proposal to purchase was made but no action resulted.
On or about June 10th, our group was invited to make an offer to
purchase all of the stock of the company. Naturally, we asked for a list
of assets and liabilities and at that time, about June 18th, we first
learned that any Urban Renewal Area property was involved.. At its
meeting ori June 20th, the Belford directors elected to accept our
proposal and the group is now consunimating the purchase of all of the
stock of the company.
Please be assured that in any Urban Renewal Agency action con-
cerning the above mentioned rental property, I will disqualify myself
and withdraw from the meeting. if you or any member of the Council
desire additional information, please ask.
You are requested to read this letter to the Council and file
same with the minutes of your next meeting.

Zoning Sam Brady, Chairman of the Zoning &Planning Commission, recommended
Commission that the City Council adort the Zoning Ordinance proposed by Mr. Chas.
Trost under the Comprehensive City Plan. Ile stated that the committee
had met twice with Mr. Trost studying the new ordinance and it was
their recoimnendation to change. Ile also explained the procedure
necessary in making the charl[e which included the public hearing.
:Motion by Evans and seconded by lanes that Council authorize
payment of purchase voucher for Administration Controls Report - Com-
prehensive flan in amount of 0'750.00. Motion carried by unanimous

Dear Mayor:
.lir. lyeington conveyed your request for an inteiriul.report to the
City Council of the swimming pool committee.
We have had 3 meetings and feel able, at this time, to answer some
of the questions asked in your letter of appointment. Since this is
art interim repbrt, further study could possibly change these answers.
(1) Number of.pools,
One
(2) The size of recotmnended pool or pools,
Junior Olympic
80 ft X 162-- ft.
(3) The location of pool or pools,
At the present time there are 2 suggested IoCatiOns
(a) City property
Approximately 10 acres in size at second street and
Park (toad, ,just youth and above the old city gravel pit.
(b) City Park -Austin Avenue and 16th Street
(4) An approximation of the costs involved,
This question we certainly have no answer but our best judgement
at the time approximates 1:100,000.
(5) Suggested means of financing; or funding; of the recommended
ponl or pools,
Use of any available grant money -local share from bond issue,
specifically for recreational and cultural facilities.
(6) An analysis of the need and/or feasibility of pool or
pools for our town and our citizens.
(a) City of Georgetown does not have adequate swimming
facilities
(b) Sumner Recreation Program serving the entire trade
territory severely handicapped by lack of swimming
facilities
(c) Neighboring cities serve their citizens with
swimuling; facilities - mainly, Taylor -2 pools, hound
itock-1, Bertram -1, Mustin -innumerable.
Wednesday, September 6, 1967, this conunittee will meet with lir.
Gene 1'. Hobart of the urban Renewal Planning Department on the feasi-
bility of the Park's grant vs. the H1?D grant and seek the answers to
many other questions concerning this project.

Motion by Evans and seconded by lanes that Lone Star Gas Co. be
authorized to move storage -tanks that are located near M.K.T. Tracks
located on Old hound hock crossing; but it is only to apply to tanks
at this location andno others. Also adopting: above resolution.
Votes as follows: Ayes: Lanes.,.Gold, Lyda, Brock and Evans.

City Manager Eyeincrton reported that he had talked to A. If. Bowen,
Lodge
J. D. Wininrer, and Kelly McClain regarding the negotiation between•
tleCity and the I.O.O.F. Lodge. He informed each of the Wren that the
City was still intere�..ted in working; out something but that the Mayor
was waiting for the lodge committee to fonmilate a proposal.
Mayor Sloan recommended that; before another meeting with the Lodge
that thewait on a report from Uene Hobart who was asked to look at

the Davis liuilding.Wednesday,, September 7th.
Airport
Airport suit was discussed.. Mayor suggested that lir. Eyeington
Suit
get a copy of E.A.A. liability policy that covers Fly -In. Mayor
Sloan reported that the city and L.L.A. had been filed on for darn:rges
sustained to an airplane during; 1966'Fly-in. Attorney McMaster had
all the information and was to report back on progress of the suit.

or occupants of any lot or lots within the City to keep the sante free
from weeds, rubbish, brush and any and all other objectionable, unsightly
or unsanitary matter. if the owner fails or refuses to do so the City
may cause it to be done and provision is made for assessing a lien
against such property for the expenses incurred.
Since the condition of your property as indicated on the attached
inspection sheet constitutes a nuisance and creates a fire hazard con-
demned by law, we urge you to keep the described premises free from
the unsanitary matter in the interest of health and safety.
This property will be reinspected on or before August 21, 1967,
and we respectfully request it to be cleaned by then.

The City Council met in regular session on the above date, !Mayor
Jay C. Sloan presiding. The following councilmen and officials were
present: William it. Lanes, harry Gold, Hubert Brock, Doyle Lyda,
Edward Lee Lvans, City Manager Charles 1). Lyeington, Assistant City
Manager Claud Lads; Chief of Police Frank J. Massur, Jr., Fire Chief
Jesse Lozano and City Attorney Joe B. McMaster. also present were:
Don Scarbrough, Drew Ballard, Mrs. W. Ji. Baker, John Floyd with Shell
Oil Company of llouston, Elmo Reed, Jane Montgomery, Gus Steenken,

'Minutes of Council Meeting held august 14 were approved as pre—
sented.

amount of p26,761.70 and General !Fund bills in amount of 0,236.66
be approved and paid. \;otion carried by unanimous vote.
ltiesleyan Mr. Stokes with Wesleyan home asked the council for a lower rate
Home for electricity. Mr. Scarbrough also requeste4i-that the council consider
a lower rate for electricity for 11`esleyan home. ;Mayor stated that council
would c6nsider their rroposal in reference to lower rate.

Glue ,Mayor instructed City Attorney McMaster to draw ordinance with the
Sniffing following to be included in Sniffing Ordinance.
1. Make Sniffing illegal
2. Make penalty on black marketing of glue
3. No Children to buy without consent of parents
4. Penalty on sniffin;;
5. All glue must be signed for
G. Identify what glue is.
7. Duplicate record made.
Mr. heed, Airs. Montgomery and Mr. Steenken discussed at length with
the Council the problem of glue sniffing and suggested that Council provide
for the above mentioned items to be included in Sniffing Ordinance.
Lease Air. John Floyd representing Shell Oil Company proposed to lease airport
Airport land which consists of about 475 acres. Motion by Lvans and seconded
Shell Oil by Brock that lease of land be let for bids. Votes as follows: Ayes:
lanes, Gold, Brock, Lyda and Evans. Noes: None.
