The City Council met in regular session, Mayor Jay C. Sloan presid-
ing. The following Councilmen and officials were present: William R.
Eanes, A. W. Hoyt, Jr., Hubert H. Brock, Edward Lee Evans, Doyle Lyda,
City Manager Charles D. Eyeington, City Secretary Claud Eads, City Attor-
ney Joe B. McMaster and City Electrical Superintendent Claudie Mayo.
Also present were: John Cardwell with Wm. County Sun Publishing Co.,
Bruce Motheral, Harry Gold, James A. Rehler, J. T. Bryant manager of
Lone Star Gas Co. in Georgetown and J. B. Smith manager of Lone Star
Gas Company in Taylor, Texas.
Minutes of regular meeting held Nov. 7, 1966 and called meeting held
November 21, 1966 were approved as presented.
Motion by Brock and seconded by Eanes that general fund bills in
amount of $1,380.15 and Utility fund bills in amount of $21,297.69 be
approved. Motion carried by unanimous vote.
Mr. J. T. Bryant with Lone Star Gas Company and J. B. Smith of
Lone Star Gas - Taylor presented a proposal as follows concerning adjust-
ment in rate charges:

Lone Star AN ORDINANCE FIXING AND DETERMINING THE GENERAL SERVICE
Gas Co. RATE TO BE CHARGED FOR SALES OF NATURAL GAS TO RLSIDEN-
Rates TIAL AND COMMERCIAL CONSUMERS WITHIN THE CITY LIMITS OF
GEORGETOWN, WILLIAMSON COUNTY, TEXAS, AND PROVIDING FOR THE
MANNER IN WHICH SUCH RATE MAY BE CHANGED, ADJUSTED AND
AMENDED.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GBORGETOWN:
SECTION 1. Effective with the first gas bills rendered on or after
the day of , 19 , the general service rate for
sales of natural gas rendered to residential and commercial consumers within
the city limits of Georgetown by Lone Star Gas Company, a Texas corporation,
its successors and assigns, is hereby fixed and determined as follows:
First 1,000 cu. ft. or fraction thereof $1.67 gross; $1.50 net
All over 1,000 cu. ft. 0 x .8433 gross per MCF; x .759 net per MCF
No gas bill will be rendered to any residential or commercial consumer
served under the above rate not consuming any gas during any monthly billing
period.
ADJUSTMENTS
The amount of each net monthly bill computed at the above stated rates
shall be subject to the following adjustments: Plus 1/2 of lei of the amount
computed at the above stated rates for each whole point by which the average
of the 12 mohst recent monthly values for the "All Item Consumer Price" In-
dex compiled by the United States Department of Labor on a 1957-1959 base,
or adjusted thereto, exceeds 112; plus or minus the amount of any increase
or decrease, respectively, in the present authorized intra -company city
gate charge as fixed by the Railroad Commission of the State of Texas or
other regulatory body having jurisdiction for gas delivered to Lone Star
Gas Company's distribution system for sale to residential and commercial
consumers in the City of Georgetown; plus an amount equivalent to the pro-
portionate part of any new tax, or increased rate of tax, or governmental
imposition or charge (except state, county, city and specicial district
ad valorem taxes and any taxes on net income) levied or assessed against
the Company or on its gas business, as the result of any new or amended law,
ordinance or contract, after January 1, 1966. Each gross monthly bill shall
be adjusted proportionately. Company at its option may forego the appli-
cation of any adjustment if such adjustment would result in an increase in
the monthly bill; however, failure of Company to apply any adjustment shall
not constitute a waiver of Company's right, from time to time or at any
time, to make any adjustment in whole or in part, in any subsequent current
monthly bill that may be applicable to such bill under the provisions of the
foregoing adjustments.
Net rate shall apply to all bills paid within ten days from monthly
billing date.
In addition to the aforesaid rates, Company shall have the right to
collect such reasonable charges as are necessary to conduct its business
and to carry out its reasonable rules and regulations in effect.
The above rate is applicable to each residential and commercial consumer
per month or for any part of a month for which gas is used at the same lo-
cation.
SECTION 2. The rate set forth in Section 1 may be changed and amended
by either the City or Company furnishing gas in the manner provided by law.
Service hereunder is subject to the orders of regulatory bodies having jur-
isdiction, and to the Company's Rules and Regulations currently on file in
the Company's office.

No action was taken on proposal from Lone Star Gas Company.
Transmix Bruce Motheral requested that Council lease Transmix Company b acres of
Motheral land south of the old Sewer Plant as sight to locate transmix plant.
Above proposal was discussed at length by the council but no action
was taken.
Airport City Manager Charles D. Eyeington stated that Jim Boutwell had proposed
Boutwell to lease small administration building from City as an office an bachelor
quarters. Request was denied.
Court- Lighting of the Courthouse dome was discussed at length by the council.
house Claudio Mayo was instructed to contact Engineers and secure plans for
Lighting lighting the dome and report back to council at a later date.
Christmas Mr. Mayo discussed at length to the council reasons for Christmas
Lights lights not functioning properly and stated that failure was mainly due
to use of wrong type of light sockets.

This AGREEMENT, made this the 12th day of December, 1966 by and
between the State of Texas, hereinafter called the "State", Party of the
First Part; and the City of Georgetown, Williamson County, Texas, act-
ing by and through its duly authorized officers under an

W I T N E S S E T H
WHEREAS, the City has authorized the installation of highway
safety lighting system by passed on the day
of , 1966, at the locations shown on EXHIBIT 1, attach-
ed hereto and made a part hereof, in the City:
AGREE'RENT
NOW, therefore, in consideration of the premises and of the mutual
covenants and agreements of the parties hereto to be by them respective-
ly kept and performed, as hereinafter set forth, it is agreed as follows:
1. The State will furnish the necessary funds for the actual con-
struction, prepare plans and specifications, install said highway
safety lighting system, supervise construction, and upon completion of
construction, will furnish the power and operate and maintain said
highway safety lighting system.
2. The City hereby consents to the construction of the highway
safety lighting system shown on EXHIBIT 1 by the approval of the loca-
tion and manner of construction as shown on plans and described in
specifications attached hereto, marked EXHIBIT 2, and made a part hereof.
3. The City will exercise no control whatsoever over the operation,
maintenance, use, or existence of the highway safety lighting system
without written authority from the State Highway Engineer.
4. The State shall have the authority to make such changes in the
design and operation of the highway safety lighting system as it may
deem necessary and advisable to promote the safe, convenient, and order-
ly movement of traffic. •
S. The City will be responsible for the police enforcement.
6. The City agrees to deliver, or cause to be delivered, the
necessary electrical energy to the power station or stations, which will
be constructed free of cost to the State, at points designated by the
State, including the construction of any necessary power lines and
incidental equipment, such as photo -electric switches, necessary to connect
the safety lighting system to the power stations.
7. In the event thecterms of this Agreement are in conflict with
the provisions of any other existing Agreements and or Contracts be-

tween the City and the State, this Agreement shall take precedence over the
other Agreements and/or Contracts.

A RESOLUTION APPROVING THE AGREEMENT DATED DECEMBER, 12, 1966,
BETWEEN THE STATE OF TEXAS AND THE CITY OF GEORGETOWN FOR THE
INSTALLATION, CONSTRUCTION, EXISTENCE, USE, OPERATION AND,
MAINTENANCE OF A HIGHWAY SAFETY LIGHTING SYSTEM AT INTERSECTIONS
OF I.H. 35 WITH U.S. 81 (North), R.M. 2338, S.H. 29, R.M.2243, and
7.S. U.S. 81 (South) IN THE CITY OF GEORGETOWN: AND PROVIDING FOR THE EXE-
CUTION OF SAID AGREEMENT.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GEORGETOWN:
SECTION 1. That the certain agreement dated December 12th, 1966, be-
tween the State of Texas and the City of Georgetown for the installation,
construction, existence, use, operation and maintenance of certain highway
safety lighting system located at the intersections of IH. 35 with U.S. 81
(North), R.M. 2338, S.H. 29, R.M. 2243 and U.S. 81 (South) in the City of
Georgetown be, and the same is, hereby approved; and that
is hereby authorized to execute said agreement on behalf of the City of
Georgetown and to transmit the same to the State of Texas for appropriate
action.

You will take notice that the City Council of the City of Georgetown,
Texas, has designated the 16th day of January, 1967, as the date and 7:18 p.m.
as the time it will hold hearing in the District Courtroom, Williamson County
Courthouse, Georgetown, Texas, on the Urban Renewal Plan for the South
San Gabriel Urban Renewal Project, Tex. 11x102. All persons having any inter-
est in this hearing are invited to attend and be heard at that time.

Dear Sirs:
The writer of this letter has today signed an agreement or contract with
the Urban Renewal Agency of the City of Georgetown, Texas which said contract
is dated November 15, 1966.
Pursuant to section 18 of article 12691-3 of the Vernon's Annotated Civil
Statutes of Texas, being that potion of the law pertaining to Urban Renewal
Agencies, the writer wished to disclose the fact that he owns certain real
property, which is located within the area included in the Urban Renewal
Project. This property is part of Lot 7 and 8 in Block 47 of the City
of Georgetown, Texas Williamson County, and the same property described in
a deed from C. S. Griffith, et ux to W. I. Stump, dated May 8, 1931, Recorded
in Vol. 411, Page 262, Deed Records of Williamson County, Texas. The property
is improved by two warehouses. This property has been owned by me for more
the the preceeding two years.
According to the above statute this disclosure shall be entered upon the
minutes of the City Council and I shall not at any time participate in any
action by the Urban Renewal Agency affecting such property.

I.O.O.F. Status of I.O.O.F. Lodge and cembtery was discussed and Mayor Sloan
stated that a rough estimate of $14,500.00 was submitted to build I.O.O.F.
lodge hall. The census of opinion of Council and Mayor was that cost of
Lodge building should not exceed $10,000.00.
Mayor stated that he would arrange for a meeting with lodge officials
and attempt to come to a workable agreement with the lodge and cemetery
officials.
Shell Council agreed to proceed with condemnation suit against the J. M.
(Lift Shell estate to build sewer line add lift station to serve Country Club
Sta.) Addition of Parker addition on Shell P3.a"y near North San Gabriel River.
