Tile City Council met on the above date Mayor R. S. Elliott presiding.
The followin(r Councilmen and officials were prevent: 1121bert Brock, Jay C.
Sloan, A. W. 11oyt, Jr., Edward Lee Evans, Doyle Lyda, Charleg•D. Eyein(rton,
City Manager, Claud Dads, City Secretary, Joe B. McMaster, City Attorney,
Prank Masur, Jr., Chief of Police.
Also present were tile followirnt: IV. R. Stump, John Cardwell, J. 111.
Buchanan, Mrs. Anna Aiken, Mrs. Jay C. Sloan, Drew Ballard, Mrs. Oatman
Green, Mrs. Drank Hall, Mrs. An„us Sprinl,er, Mrs. Leroy Weir, Charles
Lutz, flames Rehler, Davis Taylor and Don Scarbrough.
Minutes of regular meeting on November 8th and called meetings held
on November 3rd, 15th and 29th, 1965 were approved as presented.
!.lotion by Sloan and second by Brock that Managers report be accepted
and General Fund bills in the amount of $1,743.53 be paid. Motion carried
by unanimous vote.

Motion by Sloan and second by Hoyt that water, lights and sewer
be furnished to the Georgetown Literacy Center for a period of three months
without cost. Motion carried by unanimous vote.
Firs. Anna liken representing the Friends of the Georgetown Library
explained in detail to the council the plans for operating the library
and suggested the city participate in financing the project. Motion by
Brock and second by Iioyt that city furnish the library with water, sewer
and lights for a period of 6 months. Motion carried by unanimous vote.

CITY OF GEORGETOWN
An amendment to the ordinance of file City of Geor--etown, Texas,
amending the 7.oning Ordinance which went into effect on September 21, 1961,
amending the Zoning District clap and malting this amendment. a part of the map
of the original ordinance; to change the hereinafter described real estate
in said City from "H-1", One Family Dwelling District, to "B-1", Local Retail
District, as hereinafter set forth.
Be it ordained by the City Council. of, the City of Georgetown,. TLxas:
11gl.DtEAS, an application has been made to the City Council. for the
purpose of changing the Zoning Ordinance on the following described real
estate:
All that certain tract, lot or parcel of land, lying and being situated
in the City of Georgetown in Williamson County., Texas, and being described
as follows, to -wit:
PEING a part of Lots 1 arid 2 in Block "l:" of file Dalrymple Addition
to said Town of Georgetown and described by metes and bound,; as follows:
BEGINNING at a point where the East line of Forest Street. and the
South line of University Avenue intersect, being the commonly accepted NIV
corner of Lot 1 of said Block "E" of Dalrymple Addition:
THENCE East with the South line of University Avenue 61 feet, the upper
NE corner hereof, being also the MV corner of a lot of land conveyed by
Mrs. Rosa Peterson to Paul E. Munson, by deed dated June 6, 1931, recorded
in Vol. 257, Pate 617, Deed Records of Williamson County, Texas;
THINCE South 120 feet, parallel with the East line of Forest Street,
to corner, being SIV corner of said Paul E. Munson Lot in the !North line
of a tract conveyed to Noel Daniel;
THENCE West with said Noel Daniel North line, a distance of 61 feet to
the East line of Forest Street;
THENCE Norih with the E,,st line of Forest street, 1`'0 feet to the Place
of lieginnintr.
ANT) W!fUREAS, the City Council has submitted the proposed chanffe in
the Zoning Ordinance to the City Planning Commission for its recommendation
and report; and,
10WREAS, the City Planning Comrrisaion has approved the changing of
said Zoning Ordinance on the above described property from 91-1", One Family
Dwelling District, to "B-1", Local Retail District, which said meeting was
held on November 23, 1965; and,
WIt1;1tEIAS, the City Council before adopting this amendment to the
Zoning Ordinance grave notice of such hearing by pitblishing the same three
times in the Williamson County Sun, a weekly newspaper in the City of Georg( -
town, Texas, which said notice stated the time and place.of such hearing
and which time was not earlier than fifteen (15) days from the first day of

of such publication; and,
IQ 1113"x'.15, the City Planning Commission approved the change aforesaid
in the Zoning; Ordinance; and no protest was entered against the proposed
change; and,
Whereas, written notices were given to all of the owners of lots with-
in two hundred (200) feetof the above described property, as required by law;
NOW, TIIIMEFOIIE, be it resolved by the City Council of the City of
Georgetown that the 'Zoning Ordinance, and the Zoning Map of the City of
Georgetown be amended so that the ;property above described shall be and the
same is hereby removed from "R-1", One Family Dwelling District, to "13-1", Lo-
cal Retail District.
The enactment of this ordinance being; necessary to the immediate pres-
ervation of public business and to provide for the usual daily operation
of the municipal department, it is declared to be an emergency measurc,
which shall have and take effect following; its present reading and adoption.

Mayor stated that there would be s special election on Febr►►ary 5th,
1966 in reference to Urban renewal law of Texas.
Motion by Sloan and second by Evans that ordinance he passed.

Curtis B. Adrian with the First Southwest Company discussed his Company's
proposed contract with the City to handle the City of Georgetown's proposed
warrant that they are expecting to issue. fir. Adrian stated that his company
would handle the warrants and issuing of bonds at a price of P3,500.00 and an
interest,rate to be determined at the time the warrants are issued.
No Action was taken.

Mayor suggested that City Manager Eyeintrton and Ili gh School Supt.
Fred Bell meet with T. K. Wood, District Engineer Texas State IIi,rhWay Dept.
to discuss the possibility of reducing the Speed limit on Williams drive, near
Junior high School.
Mayor Elliott read a letter of resignation effective Jan. k, 1986, from
Darrell Bradford City Corporation court jrldge which was accepted with regret.
Mayor Elliott appointed It. F. B. Morse as Corporation Judge effec-
tive Jan 1, 1966.
Motion by Evans and second by Leda that the residential rates on
4;arbnae be increased from 51.00 to $1.50 on regident.ial service and apart -
went garbaVe rates be increased from 500. to 41.00. 11otion carried by unan-
lmoils vote.
Ted Koester with Rauscher Pierce & Co., Inc. discussed at length the
cost of handling City Warrants. Mr. Koester stated that there would be
a charge of 4 to 41,b on warrants issued and after warrants were converter)
into bonds if the bonds were purchased by Rauscher Pierce there would be no
charge for handling account, however if Rauscher Pierce did not purchase boricls
there would a charge of $ 4,350.00 per 100,000.00 for additional bonds

Motion by Sloan and second by Brock that Bryant c Currin,,►t.on Engineers
be employed to handle the engineering on the construction of Electric loop
to serve Southwestern and the adjoining, areas at 610 of total cost of project.
Motion carried by unanimous vote.
There being no further business on motion by Evans and second by
Lyda meeting adjourned.
