August 15, 1985
The City Council met in Special Session on the
above date at 5:30 PM with Mayor Carl Doering
presiding. The following Council Members and
Officials were present: Eb C. Girvin, Bill
Connor, Joan King, Jim Colbert, City Secretary
Pat Caballero, Finance and Administration
Director/Acting City Manager Frank Reed,
Director of Public Works Allyn Moore, Community
Development and Planning Director Ed Barry and
Planning Director Renee Hanson. Council Member
William C. Shell was absent.
1. ELECTRIC FEES Motion by Connor and Second by Girvin to adopt
the underground electrical policy presented by
Director of Public Works Allyn Moore. Voting
went as follows: Yes: Connor, King and Girvin;
Abstain: Colbert. Motion carried.
2. BUDGET ORDINANCE, 1ST READING
Motion by Girvin and second by Colbert to adopt
the first reading of the 1985 - 1986 Fiscal Year
Budget with the following note by Colbert: That
his second is made solely to keep the budget
process on schedule so as to not fail to adopt
an official budget by the 27th of August 1985.
Voting went as follows: No: Connor and King;
Yes: Girvin and Colbert with Mayor Doering
voting yes to break tie. Motion carried.
3. MISC. No action taken on this matter.
4. ADJOURN Motion by Connor and second by Colbert to
adjourn. Motion carried by unanimous vote.
