May 28, 1985
The City Council met in Regular Session on the above
date at 7:30 P.M. with Mayor Carl Doering presiding.
The following Council Members ana Officials were present:
Eb C. Girvin, Bill Connor, William C. Shell Joan'.King,
Jim Colbert, City Secretary Pat Caballero, City Manager
Leo Wood, Finance and Administration Director Frank
Reed, Public Works Director W. L. Walden, Community
Development and Planning Director Ed Barry, Planning
Director Renee Hanson, Tax/Finance Director Barbara
Raney, Accountin Officer Diann Syme, Building Official
Frank Wineinger and Airport Manager Ron Parker.
Minutes Motion by Colbert and seconded by Connor to approve the
minutes of the April 27, April 30, May 14 and May 17,
1985 Counicl Meetings Minutes. Motion carried by
unanimous vote.
Bills over $2,000.00 Motion by Shell and seconded by Connor to approve the
bills over $2,000.00. Motion carried by unanimous vote.
Request Community Motion by Girvin and seconded by Connor to approve the use
Center - Senior of the Community Center by the Senior Class for a graduation
Q Class breakfast and waive the usual fees and deposits. Moton
Q carried by unanimous vote.
Redport from Charter At this time the Council heard a report from Renee Hanson
Review Committee a member of the City Charter Review Committee, concerning
its deliberations.
Approve Policy State- Motion by King and seoncded by Shell to table this agenda
ment Un Georgetown item until the next regular council meeting. Motion
Airport carried by unanimous voe.
Report from Airport A) SHORT TERM PLANS
Board Airport Manager presented a budget proposal incorporating
the airports proposed plans for 1985-86. This proposal
was distributed to the council for budgetary consideration.
B) LEASE EXPIRATIONS
The Council indicated that Ron Parker seek competitive
bids for lease fo the two buildings located at the George-
town Airport and return with the proposals for further
council action.
C) RENTAL FEES
No action was taken on this matter.
Discuss Alcohol at Motion by King and seconded by Colbert to not change
Community Center - the current policy for use of the Georgetown Community
Charles Landry Center. Motion carried by unanimous vote.
Discuss Proposed Motion by Shell and seconded by King to authorize David
Police Building Voelter to prepare plans for remodeling the old water
Site - David treatment for a police station. Motion carried by
Voelter unanimous vote.
Reata Trails, Motion by King and seconded by Girvin to direct the
Unite One, planning staff to start the process for annexation of
Annexation Petition Reata Trails Unit One so that annexation can be completed
by December 31, 1985, and that the same procedure be
initiated for the possible annexation of Seranada Estates
by December 31, 1985. Motion carried by unanimous vote.
Ordinance - No action was taken on this matter.

Air Country Estates, Motion by Connor and seconded by Colbert to approve Air
Section Two, Country Estates Section Two revised Preliminary/Final
Revised Preliminary/ Plat with the following conditions:
Fianl Plat 1) Plat meeting all ordinance requirements.
2) Drainage requirements being met.
3) Utilities being adequate.
4) Street alignment dedication, if required by County
Commissioners, shall be shown on plat.
5) A Water Pollution Abatement Plan is required by
Texas Department of Water Resources.
Motion carried by unanimous vote.
Ordinance - Amending Motion by Connor and seconded by Colbert to approve the
Fess for Annexation second and final reading of an ordiannce amending fees for
2nd reading annexation. Hotion carried by unanimous vote.

Planning Report Planning Director Renee Hanson reported that she is
still negotiating with the MKT Railroad about the price
of a pipe line license. She also reported that the
Sam Wyse Though -Fare Plan and Parks Plan is currently
at the printers and will be available soon.

Center Use Procedures
Ordinance - Parade No action taken on this matter.
Permit Procedures
Engineering Cost Motion by Connor and seconded by Colbert to approve
Estimates for Water Gilbreath, McDill & Associates Inc. as engineers to
and Sewer Projects do the work on Rock Street and County Club sewer mains.
Motion carried by unanimous vote.
Consider Lone Star Motion by Connor and seconded by Colbert to decline Lone
Gas Proposal
Star Gas' proposal for collection of gas bills by the
City Utility Office and instructed Finance and Administration
Director Frank Reed to aid Lone Star Gas in securing a
suitable location to collect payments in Georgetown. Motion
carried by unanimous vote.
Status Report on
City Manager Leo Wood reported to the council that a final
Water Treatment
report on water treatment plants is expected by June 1, 1985

Salary Policy
Motion by Colbert and seconded by Connor to approve an Annual
Salary increase policy that states that with council approval,
an annual cost of living increase shall be given to each full
time employee. The increase shall be based on inflation and
the cost of living index. A minimum of $100.00 increase per
month shall be given. In addition, salary adjustments may be
made for employees whose present salary is out of line in
comparison to other employees doin similar work, or whose
duties and responsibilities have changes. The City Manager
shall be responsible for substantiating the above increased
and adjustments. This policy shall be reviewed annually
by the City Council and is subject to change. Motion carried
by unanimous vote.
Appoint Liaison Mayor Doering appointed Council Members Colbert and Shell to
Committee - Round an Ad Hoc Round Rock/Georgetown Liaison Committee.
Rock
Appointed City Health Mayor Doering appointed Dr. Douglas Benold to City Health
Officer Officer.

Misc. Mayor Doering recommended the entire City Council to be
on the Budget Committee. It was noted that a change in
policy would be necessary for this and this would be
considered at the next regular meeting.
Mayor Doering announced that the McMaster & Bain Law
Firm intends to resign as CityAttorney on July 1, 1985.
The Council indicated that advertisements for a new
firm be published and proposals be brought to the
Council for consideration at the June 25 Council
meeting.
The Council indicated that the press be notified of
the summer mosquito spraying schedule and of the lease
of park land from the Corps of Engineers.
Adjourn Motion by Connor and seconded by Shell to adjourn.
Motion carried by unanimous vote.
