April 9, 1985
The City Council met in regular session on the above date
at 7:00 P.M. with Mayor Carl Doering presiding. The
following Council Members and Officials were present:
Eb C. Girvin, Bill Connor, William C. Shell, Joan King,
Jim Colbert, City Manager Leo Wood, City Secretary Pat
Caballero, Public Works Director W. L. Walden, Planning
Director Renee Hanson and Airport Manager Ron Parker.
Minutes Motion by King and seconded by Connor to approve the March 18,
March 26 and March 30, 1985, minutes as submitted. Motion
carried by unanimous vote.
Bills over $2,000.00 Motion by Shell and seconded by Girvin to approve the
bills voer $2,000.00 as submitted by City Manger Leo
Wood. Motion carried by unanimous vote.

City Secretary then administered the Oath of Office to Mayor

Procolamation - Motion by Shell and seconded by Connor to support a
City Wide Cleanup proclamation declaring the Week of April 22 thru 26 as

Discuss Procedure for Marvin McKinnon indicated that he had received a proposal
selection of Engineer/ to obtain engineering services for the downtown project

District 8-A Motion by Girvin and seconded by King to apporve the
Planning Study District 8A Planning Study as presented by Planning
Director Renee Hanson. Motion carried by unanimous vote.
Ordinance - Rezoning Motion by Colbert and seconded by Shell to deny the
1910 Austin Ave. from first reading of an ordinance rezoning 1910 Austin
C-1 to C2A, 1st read. Avenue, a portion of Outlot 4, Division "A", City of
Georgetown from C-1, Local Commercial District to
C2A, Commercial First Height District. Motion carried
by unanimous vote.
Variance - Building Motion by Connor and seconded by King to allow an
Line and Public Utility existing residence to remain encroached 7.5 feet into
Easement 4317 the ten foot building setback line and public utility
Verde Vista Dr. easement at 4317 Verde Vista Drive (Lot 1, Blcok "C",
Serenada West, Section 2). Motion carried by unanimous
vote.
Variance - Motion by King and seconded by Colbert to deny a variance
Building Permit - that would allow applicant to obtain necessary building
Faith Lutheran Church permits prior to the final approval of site and detention
plans by City Engineers. Motion carried by unanimous vote.
Utility Agreement Motion by Connor and seconded by Shell to approve the River
Capital Recovery Fees Ridge Utility Agreement a 5 year pay -back period limitation
River Ridge with a pay -back using standard reimbursement procedures.
Motion carried by unanimous vote.
Georgetown Multi-
Motion by King and seconded by Connor to approve Georgetown
Use Development -
Multi -Use Development Concept Plan for land use types and

street layout only (actual density to be determined upon
review of plats and site plans) with the following
conditions: 1) low water crossing and widening of County
Club Road to be evaluated upon submittal of engineering
design.
2) A secondary collector street should be extended to exit
the property west.
3) A traffic impact study should be sumitted before platting
property.
4) All conditions as set forth in Agreement Regarding Water
and Wastewater Facilities and Services being met.
Motion carried by unanimous vote.

Site Plan on River- View Mall Preliminary Plat and Site Plan with the following
view Mall II and conditions: 1) Plat meeting all ordinance requirements.

Motion by Connor and seconded by Shell to approve Quail

Meadow Unit VI Preliminary Plat with the following
conditions and variances: 1) Plat meeting all ordinance
requiremencs.
2)
Drainage requirements being met.
3)
Utilities being adequate.
4)
REmedial drainage improvements for existing problems
in surrounding areas shall be completed prior to
issuance of building permits in this subdivision.
5)
All drainage easements required for #4 above to be
recorded prior to this plat.
6)
Kathy Lane and its connections with Apache Trail and
Parker Lane shall be included in this subdivison.
7)
No building permits shall be issued until the new
City Water Treatment Plant is opertional.
8)
Off-site improvements to sanitary sewer facilities
are required to serve this project.
9)
Variances are granted for Block "A", Lots 6 and 7 to
exceed the maximum length to width ratio; Block "A"
Lots 8-10 variance for right angle lots.
10)
Deferral of variance for stormwater detention requirements
to staff in conjunction with construction plan review.

required along south side of property.
5)
Access points to Booty's Road and Williams Drive shall
be determined with site plan review based upon safety
concerns.
6)
Revised Preliminary shall be submitted.
7)
Letter of Credit agreement regarding the development of
a future street.

carried by unanimous vote. Note: Discussion was

held regarding that it was the council's intent to
have adjacent property owner, Harold Parker, dedicate
a 30 foot R.O.W. when he developes any of his adjacent
land.

North Country Air Motion by Connor and secnnded by Colbert to approve North
Estates County Air Estates Preliminary Plat with the following
conditions and variances:
1) Plat meeting all ordinance requirements.
2) Drainage requirements being met.
3) Utilities being adequate.
4) Applicable regulations for protection of Edwards
Aquifer shall be met.
5) A revised preliminary/final plat shall be submitted.
Motion carried by unanimous vote.

1) Plat meeting all ordinance requirements.

6) A revised preliminary/final plat shall be submitted.

Discuss Proposal for Motion by King and seconded by Connor to employ Freese
Updating Utility Plans and Nichols to update the City of Georgetwons' water
distribution and wastewater collection plans for a maximum
of $11,000.00 with funds coming from Capital Recovery Fees.
Motion carried by unanimous vote.
Planning Report Hansen reported that a M.U.D. district is proposed for the
Westinghouse Road area and a Water Service District Area
is proposed along Berry's Creek and that she has entered a
protest to the Public Utility Commission on each district.

Resolution - Supporting Motion by Girvin and seconded by Shell to approve a

2nd reading a second and final reading of an ordinance amendin
the annual budge of the City of Georgetown for the fiscal
year September 1, 1984 through August 31, 1985. Motion

Ordinance - Creation of Motion by Shell and seconded by Connor to approve the
New Positions, 1st first reading of an ordinance establishing administrative
reading departments of the City of Georgetown Pursuant to Section
5.03 - ADMINISTRATIVE DEPARTMENTS - for the Home Rule
Charter of the City of Georgetown adopted February 9, 1970,
with the term Departments changed to Divisions. Motion
carried by unanimous vote.
Consider Contract with Motion by King and seconded by Connor to negotiate
Dan Martin a new contract with Dan Martin to develop Goals and
Objectives. Motion carried by unanimous vote.
Executive Session -
Motion by Connor and seconded by Girvin to reimburse the
six (6) people who recently interviewed for the City's
new Job Positions. Motion carried by unanimous vote.
Motion by Colbert and seoncded by Shell to pay Martin
only the stated sum of Martin's current contract with
the City. Note by Mayor: That Martin should not be
eligible for any additional sums incurred by him.
Voting went as follows: YES: Shell, Girvin, Colbert.
NO: King and Connor. Motion carried.
Mayor Doering announced that the Council would meet
in executive session under Art. 6252-17, Sec. 2 (g)
After the executive session the meeting was again
open to the public.
Misc. No action was taken on this matter.
Adjourn Motion by King and seconded by Connor to adjourn.
