HomeMy WebLinkAboutMIN 10.04.1984 CC-S19'7 October 4, 1984 The City Council met in Special Session on the above date at 7:00 P.M. with Mayor Carl Doering presiding. The following Council Members and Officials were present: Eb C. Girvin, Bill Connor, William C. Shell, Joan King, Jim Colbert, City Manager Leo Wood, City Secretary Pat Caballero, Public Works Director W. L. Walden, Planning Director Renee Hanson, Tax/Finance Director Barbara Raney, Building Official Frank Wineinger, Police Chief Travis Thomas, and Fire Marshall Les Bunte. Resolution - Approve Motion by Connor and seconded by Colbert to pass a 1984 City Tax Roll resolution approving the 1984 City Tax Roll. Motion carried by unanimous vote. ( Ord. Book #5, Page 389). Discuss Capital Building Official Frank Wineinger appeared before the Council Recover Fee requesting the establishment of policy regarding the connection of dwellings to the City Sewer System and the Captial Recovery Fee. It was related by Wineinger that certain dwellings existed before city sewer was made available to their lots. Some of these home owners are now able to connect to the city sewer system and are required to pay a capital recovery ree and sewer connect fee. Motion by Girvin and seconded by Connor to allow those dwellings buildt inside the City limits before the Capital Recovery Fee Ordinance became effective to connect to the City Sewer System and pay only the sewer connect fee. Motion carried by unanimous vote. Waive Capital Recovery Fee - No action taken on this matter. 2204 Williams Dr. - 509 West 21st Street Preliminary Plat - Council Member Connor announced that he would abstain from Resource Industrial voting and not engage in the discussion on this matter. The Park (Revised) Council considered a request for approval of Resource Industrial Park Revised Preliminary Plat. Motion by Colbert and seconded by King to approve the request with the following conditions: a) Plat meeting all ordinance requirements. b) Drainage requirements being met. c) Utilities bing adequate. d) A meeting with the Highway Department and our engineer and planning department to reach an agreement on alignment of the loop road. Voting went as follows: AYES: Colbert, King and Girvin. NO: Shell. Abstain: Connor. Motion carried. Variance - Compton The Council considered a request from Compton Estate for a Building - 10th and variance to allow the walls of the Compton buildings located Austin Ave. along the west side of Main Street and also those walls along the north line of 10th Street to extend over the lot lines. Motion by Connor and seconded by Girvin to approve the request. Motion carried by unanimous vote. Bills over $2,000 No action was taken on this matter. Sesquicentennial Jean Hicks with the State Sesquicentennial 1986 Commission Commission presented the Council with an official Sesquicentennial Community Flag. Brazos River Authority The Council considered three (3) resolutions relative to Resolutions the Brazos River Authority Regional Water System. Motion by Connor and seconded by King to approve all three resolutions with the intenet to leave open to the City of Georgetown as (� many options as possible. Miton carried by uanimous vote. (Ord. Book #5, Pages 383-388). Q Q Award Architectural This matter will be considered at the October 9, 1984 Proposals - Fire Regular Council meeting. Station and Police Station Resolution - Approve Motion by Connor and seconded by Colbert to pass a 1984 City Tax Roll resolution approving the 1984 City Tax Roll. Motion carried by unanimous vote. Motion carried by unanimous vote. 1 ; W Annexation Petition - Motion by Connor and seconded by Colbert to accept the San Gabriel Heights/ Annexation request petitions and authorize the staff to River Ridge proceed with the necessary steps to have the areas annexed by December 21, 1984. Motion carried by unanimous vote. Variance - River View The Council considered a request for a variance to the Mall building permit process. Motion by Connor and seconded by Shell to approve the request with the following con- citions being placed on the conditional permit: a) Site and drainage plans for entire tract approved by staff and city engineers. b) Riverside Drive improvements completed to City standards. c) Easements covering drainage granted to City. d) Drainage ordinance requirements complied with. Motion carried by unanimous vote. San Gabriel - IH 35 No action was taken on this matter. Joint Venture Agreement Misc. Mayor Doering announced that he had not signed the contracts for the engineering associated with the two water treatment plants because he wanted council approval. The Council indicated that he should sign these documents. Adjourn Motion by Connor and seconded by Colbert to adjourn. Motion carried by unanimous vote.
