HomeMy WebLinkAboutMIN 05.21.1984 CC-SMay 21, 1984 The City Council met in Special Session on the above date at 8:00 P.M. with Mayor Carl Doering presiding. The following Council Members and Officials were present: Eb C. Girvin, Bill Connor, William C. Shell, Joan King, Jim Colbert, City Manager Leo Wood, City Secretary Pat Caballero, Public Works Director W. L. Walden, Planning Director Renee Hanson, Tax/Finance Director Barbara Raney, and Building Official Frank Wineinger. Award Audit The Council considered the following proposals for the 1983-84 Proposals for fiscal year audit: FY 1983-84 PROPOSALS Virgin Carlson Ernest & Shitney David Erickson & Co. Gibson Johnson & Co Alexander Grant Hood Woolf & Co. Lanier, Locke & Ritter Peat, Marwick & Mitchel Harold V. Simpson 9,000.00 18,250.00 + 8,000.00 10,000.00 - 12,000.00 9,800.00 + 40.00 Hr. 10,500.00 12,000.00 8,500.00 Motion by Girvin and seconded by Connor to accept the bid of Virgil Carlson. The voting went as follows: YES: Girvin, King Connor and Shell. NO: Colbert. Motion carried. Ordinance - Timber The Council considered an ordinance to change the name of Timber Street Name Street to Martin Luther King, Jr. Street. Motion by Girvin Change, 1st and seconded by Connor to approve the first reading of the reading ordinance. Motion carried by unanimous vote. Williamson The Council considered a request from Williamson County to County Lease lease from the City four (4) acres of land located near the Agreement Back Park Road. Motion by Connor and seconded by Colbert to approve the request and pass a resolution to this effect when it can be prepared. Motion carried by unanimous vote. Ordinance - The Council hear an ordinance fixing and determining the general Lone Star Rate service rate to be charged for sales of natural gas to residential Increse - 2nd and commercial consumers in the City of Georgetown. Motion by reading Connor and seconded by Colbert to approve the 2nd and final reading of the Ordinance. The voting went as follow: YES: Girvin, King, Colbert and Connor. NO: Shell. Motion carried. (Ord Book #5, Pages 268-270). Appoint City Mayor Doring appointed Dr. Douglas Benold as Health Authority for Health Officer the City of Georgetown. Appoint City Mayor Doering appointed J. Parker McCollough as City Judge. Judge Appoint Cablevision Mayor Doering appointed Billy Ray Stubblefield to be a Committee Member member of the Cablevision Committee. Request - Community The Council considered a request from the Round Rock Cat Center - Round Rock Club to hold their annual cat show in the Community Center Cat Club - Nancy Motion by Connor and seconded by Girvin to approve the request. Michelus Motion carried by unanimous vote. Ordinance - Motion by Girvin and seconded by Connor to approve the second and Rezoning 401 final reading of the ordinance rezoning 401 Leander Road from RS to Leander Rd. RS to C2A. Motion carried by unanimous vote. (Ord Book #5, Pages 271-272). C2A, 2nd reading 169 Ordinance - Amend Motion by Connor and seconded by Shell to approve on Subdivision Ord.- second and final reading an ordinance amending the Notification -Con- Subdivision Ordinance -Notification -Concept Plan or cept Plan or Preliminary Plat. Motion carried by uanimous vote. Preliminary Plat, (Ord. Book iA. Page 273). 2nd reading Ordinance - Amend Motion by Connor and seconded by Colbert to approve on Drainage Policy - second and final reading an ordinance amending Drainage Signs in Detention Policy -Signs in Detention Areas. Motion carried by Areas, 2nd reading unanimous vote. (Ord. Book #5., Page 274). Water Treatment At this time Mayor Doering announced that he had devised a Plant way to develop two six million gallon water treatment plants. Doering detailed the program and answered the council's and public's questions about the program. Motion by Connor and seconded by King to approve the proposal and instructed the staff to go forward with the necessary leg work. Motion carried by unanimous vote. Misc. The Council heard from Gwen Morrison of Keep Georgetown Best about proposed legislation regarding Industrial activity. Morrison urged each Councilman to write their representatives regarding this legislation. Adjourn Motion by Connor and seconded by Shell to adjourn. Motion carried by unanimous vote. Carl Doering, Mayo ATTEST: Pat Caballero, City Secretary Parade Permit The City Council considered arequest from the Georgetown & Exemption - High School for a parade permit and an exemption from the Georgetown High insurance requirements. Motion by Shell and seconded by School Homecom- Girvin to approve the request. Motion carried by uanimous ing vote. Sewer Discharge Motion by Shell and seconded by King to allow City Manager Permit Leo Wood to proceed with the sewer discharge permit with the money coming from next years Capital Projects Budget. Motion carried by unanimous vote. Q Appoint Committee No action was taken on this matter. Q Update City Charger Report on Water After a report from City Manager Leo Wood, the Council unanimously authorized City Manager Leo Wood to complete the testing report as outlined in his recent study. Also the Council indicated that Bill Buyton be in charge of the implementation plan. Wood informed the Council that they would be updated on a weekly basis of the results of the monitoring program whereby if water table dropped that appropriate action coulc be taken. The Council authorized to pay the cost of the study which would be between $9,000.00 and $11,000.00 for the completed project to protect the water supply of the citizens of Georgetown.
