HomeMy WebLinkAboutMIN 09.13.1983 CC-R118 September 13, 1983 The City Council met in regular session on the above date at 7:00 PM with Mayor John C. Doerfler presiding. The following Councilmen and Officials were present: Eb C. Girvin, Carl Doering, Marvin Lackey, Bill Connor, City Manager Leo Wood, City Secretary Jim Colbert, Public Works Director W. L. Walden, Tax/Finance Director Barbara Raney and Planner Renee Hanson. Councilman William C. Shell was absent. Minutes Motion by Doering and seconded by Connor to approve the minutes of City Council meetings held August 9, 1983, August 16, 1983, August 22, 1983 and August 29, 1983. Motion carried by unainimous vote. Bills Motion by Connor and seconded by Girvin to approve payment of all bills over $2,000.00. Motion carried by unanimous vote. Blue Hole Park The City Council instructed the City Manager to report at the next regular meeting on recommendations for closing the road through Blue Hole Park. i. Use of Swimming Motion by Doering and seconded by Lackey to allow the School Pool by GISD District to use the swimming pool on Williams Drive for scuba diving lessons provided proper insurance is provided and approved by the City Attorney. Motion carried by unanimous vote. Airport - FAA Motion by Connor and seconded by Lackey to submit a bid of Flight Control $15.00 square foot to the FAA for a Flight Control Center subject Center to approval of $1.4 million bond issue and an opinion by the City Attorney that the City is not committed by submitting the bid and can withdraw at a later date. Motion carried by unanimous vote. Building Line Motion by Lackey and seconded by Connor of approve a building Y.ariance - Lot 1 line variance on Lot l,Block L, Reata Trails I. Motion carried Blk. L, Reata by unanimous vote. Trails I Building Line Motion by Lackey and seconded by Connor to approve building line Variance - Lot 6 variances for lots 6 and 8, Block H, Quail Valley II. Motion and Lot 8, Blk. H,carried by unanimous vote. Quail Valley II Building Line Motion by Doering and seconded by Lackey to table a request for Variance - 701 a building line variance at 701 Holly. Motion carried by Holly unanimous vote. Ordinance - Motion by Lackey and seconded by Connor to approve on first Abandonment of reading, an ordinance abandoning a 20' alley between Block 20' alley be- 15 and 16 of the Southside Addition. Motion carried by tween Blk 15 & 16,unanimous vote. Southside Add. 1st reading Ordinance - Motion by Lacky and seconded by Connor to approve on first Rezonong OL 4, reading an ordinance rezoning Outlot 4, Division A from Division A from RM to C2A provided the Housing Authority requests are fulfilled. Preliminar Plat Motion by Connor and seconded by Lackey to approve a prelimin- Ordinance - Motion by Connor and seconded by Doering to approve on second Communtiy Center and final reading an ordinance fixing rates, rules and regula 2nd reading tions of the Community Center. Motion carried by unanimous vote. (Ord. Book 415, Pages 36-37). Airport Paving Motion by Connor and seconded by Doring to authorize the Mayor Contract to execute the contract for the Airport Paving Contract. Motion carried by unanimous vote. Appointments: Mayor Doerfler appointed the following members to the Sesquicentennial Sesquicentennial Committee: Susie Ramos, Eugenia Harrell, Committee Jeannine Fairburn, Laura Weir -Clarke, Morton King, Harry Moore, Neill Wilkerson, Birdi Shanklin, Kirt Trieble, Tom Guyton, Jo Ann Morse, "Skip" Morse, Laurie Locke, Pam Fling, Charles Forbes, Randy Stump and Sandy Illig. Appt. - Central Bus. Mayor Doerfler appointed Bill Stubblefield to the Central District Committee Business District Committee. Main Street Proj. No action was taken on this matter. Executive At this time, Mayor Doerfler announced that the City Council Session would meet in executive session as provided by Artice 6252-17, V.T. C. S. Following the executive session, the meeting was again opened to the public. Adjourn There being no further business, on a motion by Connor seconded by Doering, the meeting adjourned. C ., e JO C. Voting went as follows: AYES: Girvin, Connor and Lackey. ABSTAIN: Doering. ABSENT: Shell. Motion carried. Highway Sign Motion by Connor and seconded by Lackey to request the Highway Department to add Williams Drive to the IH 35 signs. Motion carried by unanimous vote.
