August 22, 1983
The City Council met in regular session on the above date at
7:00 PM with Mayor. John C. Doerfler presiding. The following
Councilmen and Officials were present: Eb C. Girvin, Carl
Doering, Bill Connor, Marvin Lackey, William C. Shell, City
Manager Leo Wood, City Secretary Jim Colbert, Public Works
Director W. L. Walden, Tax/Finance Director Barbara Raney
and City Planner Renee Hanson.
Ordinance - Rezoning Motion by Doering and seconded by Shell to postpone action
Smith Branch Park, on this and a Preliminary Plat - Smith Branch Park pending
14.28 acres out of further study. Motion carried by unanimous vote.
William Addison Sur- Mayor Doerfler appointed the following committee to study

Variance - Parking Motion by Girvin and seconded by Connor to approve a

Variance - Building Motion by Doering and seconded by Connor to approve a
Line - Lot 6, Block B,variance of four feet and six inches on the front building
River Bend II setback line and to charge the variance fee. Motion carried
by unanimous vote.
Award Bids - Motion by Connor and seconded by Shell to award the
Poles annual bid on poles for the electric department to Conroe
Creosoting Co. Voting went as follows: AYES: Connor,
Shell, Girvin and Lackey. NOES: Doering. Motion carried.
Award Bid - Motion by Connor and seconded by Lackey to award the
Electrical Supplies annual bid on electrical supplies to Temple, Inc.,
Techline, Priester-hell and Nicholson, Inc., WESCO,
and SWEUS. Motion carried by unanimous vote.
Award Bids - Motion by Connor and seconded by Lackey to award the
Water & Wastewater annual bid on Water and Wastewater supplies to Trans -Tex
Supplies Supply Co., American Utility Supply Co., Big State Utility
Supply Co., The Rohan Co., and U. S. Pipe and Foundry.
Motion carried by unanimous vote.
Award Bids - Motion by Girvin and seconded by Connor to award the
Transformers annual bid on transformers to RTE Corp. Motion carried
by unanimous vote.
Award Bids - Motion by Doering and seconded by Connor to award the
Gas & Oil annual bid on gas and oil to Lackey and Clark Oil Co.
Voting went as follows: AYES: Doering, Connor,,Girvin
and Shell. ABSTAIN: Lackey.
Award Bids - Motion by Lackey and seconded by Shell to award the
Concrete annual bid on concrete to Bryco, Inc. Motion carried by
unanimous vote.
Award Bids - Motion by Connor and seconded by Doering to award the
Road Base annual bid on Flexible Base and Concrete sand to Texas
Crushed Stone and on Aggregate to Southwest Materials.
Motion carried by unanimous vote.

Arard Bids - Motion by Lackey and seconded by Connor to award the
Chlorine annual bid on Chlorine gas to Wilson Oxygen and Supply Co.
Motion carried by unanimous vote.
Ordinance - Motion by Doering and seconded by Connor to approve on
Community Center first reading an ordinance establishing rates, hours

in San Gabriel Park. Motion carried by unanimous vote.
Ordinance - Motion by Shell and seconded by Connor to approve on

Ordinance - Motion by Shell and seconded by Doering to approve on
Amend Utility Rate second and final reading an ordinance amending an
Ordinance, 2nd reading ordinance prescribing and fixing rates and charges
for sales and service of electric, water, wastewater
and garbage disposal systems of the City. Motion
carried by unanimous vote. (Ord Book 414, Pages 12-14).
Ordinance - Motion by Girvin and seconded by Connor to approve on
Amend Fuel Flowage second and final reading an ordinance providing for
Ordinance, 2nd reading fuel flowage fees at the Airport. Motion carried by
unanimous vote. ( Ord. Book #5, Page 15).
Ordinance - Motion by Lackey and seconded by Doering to approve on
Homestaed Tax second and final reading an ordinance providing that the
Exemption, 2nd greater of $5,000.00 or one percent of the market value
reading of resident homesteads be exempted from ad valorem taxes.
Motion carried by unanimous vote. ( Ord. Book #5, Pages
16 and 17 ).
Ordinance - Motion by Connor and seconded by Doering to approve on
Over 65 Tax Exemption second and final reading an ordinance providing that
2nd reading $9,000.00 of market value of resident homesteads of persons
sixty-five years of age or older will be exempted from ad
valorem taxes. Motion carried by unanimous vote.

Ordinance - Adopt Motion by Shell and seconded by Lackey to approve on
1983-84 Budget, second and final reading an ordinance adopting a budget
2nd reading for the City for the fiscal year beginning September 1, 1983
and ending August 31, 1984. Motion carried by unanimous
vote. (Ord Book #5, Pages 20 - 21).
Capital Improvements Mayor Doerfler added Doak Fling and Charles Forbes to the
Program Capital Improvements Program Committe and named Leo Wood
as Chairman.
Resolution - Williamson No action was taken on this matter.

Adjourn There being no further business, on a motion by Connor
and seconded by Shell, the meeting adjourned.
