HomeMy WebLinkAboutMIN 05.10.1983 CC-RRE May 10, 1983 The City Council met in regular session on the above date at 7:00 PM with Mayor John C. Doerfler presiding. The following Councilmen and Officials were present: Eb C. Girvin, Carl Doering, Marvin Lackey, Bill Connor, William C. Shell, City Manager Leo Wood, City Secretary Jim Colbert, Public Works Director W. L. Walden, Tax/Finance Director Barbara Raney and Planner Renee Hanson. Minutes Motion by Lackey and seconded by Shellto approve the minutes of meetings held April 12, 1983, and May 5, 1983. Motion carried by unanimous vote. Bill Motion by Connor and seconded by Shell to approve payment of all bills over $2,000.00. Motion carried by unanimous vote. Keep Georgetown Best No action was taken on this matter. Juneteenth Motion by Connor and seconded by Shell to waive the permit Celebration Request fee and deposit for the Juneteenth Celebration if the T sponsors submita letter stating they will be responsible (� for clean-up along the parade route and in the park. Motion carried by unanimous vote. Q Motion by Lackey and seconded by Connor to allow the June- teenth Celebration to be held in San Gabriel Park. Motion carried by unanimous vote. Award Bids - Two bids were received on the sale of the 1959 hole digger: Hole Digger Glen Womack $2,150.00 R. D. Alexander $5,600.00 Motion by Connor and seconded by Shell to accept the bid of R. D. Alexander. Motion carried by unanimous vote. Parade Permit - Motion by Doering and seconded by Connor to approve a permit Women on the Move for a street dance in San Gabriel Park with a concession stand. Motion carried by unanimous vote. Airport Lease - Motion by Connor and seconded by Lackey to approve the Russell Don Parker lease of a hanger site at the airport. Motion carried by unanimous vote. Wastewater Effluent Motion by Connor and seconded by Shell to approve an Contract between amendment to the contract for wastewater effluent between City and South- the City and Southwestern University. Motion carried by western Univ. unanimous vote. Ordinance - Amend Motion by Girvin and seconded by Shell to approve on first Subdivision Ord. - reading an ordinance amending the Subdivision Ordinance, Drainage Criteria, Sections 4.03, 7.d; 4.04,2.c; and 5.07, 3. Motion 1st reading carried by unanimous vote. Variance - Lot 12, Motion by Doering and seconded by Connor to approve a Block G, San Gabriel variance on Lot 12, Block G, San Gabriel Heights V to Heights V allow the house to face Friendswood, and also to approve a variance on the front building line, subject to approval by lot owners in the vicinity. Motion carried by unanimous vote. Resubdivision - Motion by Connor and seconded by Doering to approve a Lots 7 & 8, Block G, resolution authorizing filing a plat of the resubdivision Clamp Addition of part of Block G of the Clamp Addition. Motion carried by unanimous vote. (Ord. Book #4, Page 465). Final Plat - Motion by Connor and seconded by Lackey to approve a Reata Trails II resolution authorizing the filing of a final plat of Reata Trails II subject to : (1) provision of drainage easements as needed through the Georgetown Independent School District property, (2) a notation on the plat requiring sidewalks within one thousand (1,000) feet of the school site and (3) location of detention sites to be submitted with construction plans. Motion carried by unanimous vote. (Ord. Book #4, Page 466). Preliminary Plat - Motion by Connor and seconded by Lackey to approve a Reata East preliminary plat of Reata East. Motion carrted_by, unanimous. vote. Preliminary Plat - Motion by Shell and seconded by Girvin to disapprove a Smith Branch Park preliminary plat of Smith Branch Park because it does not comply with City Ordinances. Motion carried by unanimous vote. Ordinance - Water & No action was taken on this matter. Sewer Oversize Policy, 1st reading Ordinance - Animal Motion by Connor and seconded by Lackey to approve on Control, lst first reading an ordinance revising Sections 5-20, reading 5-22(D), 5-27 (1), (2), (3) and (4) of the City Code. Motion carried by unanimous vote. Tax Rate Motion by Connor and seconded by Girvin to set the 1982 tax rate at $0.28249 per $100.00 of assessed valuation. Motion carried by unanimous vote. GTE Extended Area No action was taken on this matter. Service Charge Depoisitory Motion by Doering and seconded by Shell to authorize the rotation of demand accounts for City funds between Citizens State Bank, First National Bank and Georgetown National Bank and to advertise for bids on time deposits. Motion carried by unanimous vote. Ordinance - Landfill, Motion by Connor and seconded by Shell to approve on 1st reading first reading an ordinance regulating the collection of garbage and trash in the City and in other areas served with City utilities and regulating the use of the Sanitary Landfill. Motion carried by unanimous vote. Executive Session At this time Mayor Doerfler announced that the City Council would convene in executive session as provided by Artice 6252-17, V.T.C.S. Following the executive session the meeting was again opened to the public.
