April 12, 1983
The City Council met in regular session on the above date at
7:00 PM with Mayor John C. Doerfler presiding. The following
Councilmen and Officials were present: Eb C. Girvin, Carl
Doering, Marvin Lackey, Bill Connor, William C. Shell, City
Manager Leo Wood, City Secretary Jim Colbert, Public Works
Director W. L. Walden, Tax/Finance Director Barbara Raney and
Planner Renee Hanson.
Minutes Motion by Doering and seconded by Lackey to approve the minutes
of City Council meetings held March 8, 1983, March 17, 1983 and
March 31, 1983, provided that the minutes of March 17, 1983 be
amended to show that item 1 in the approval of the final plat of
Georgeian Village shall read "...when pressure booster pumps
are installed they will be installed in conformance with State
Health Department regulations...". Motion carried by unanimous
vote.
Bills Motion by Girvin and seconded by Connor to approve payment of
all bills over $2,000.00. Motion carried by unanimous vote.
Canvass Election Mayor Doerfler appointed Councilmen Lackey and Doering to canvass
and Swear in the votes of the City Officers election held on the 2nd day of
Councilmen April, 1983. The canvass committee reported the following results:

Charles A. Steger 492
Motion by Lacky and seconded by Doering to adopt a resolution
declaring that Eb C. Girvin, William C. Shell and Bill Connor
were duly elected City Councilmen. Motion carried by unanimous
vote. The City Secretary administered the Oath of Office to the
City Councilmen. (Ord. Book #4, Pages 447-448).
Elect Mayor Mayor Doerfler asked for nominations for Mayor Pro -Tem. Council -
Pro -Tem man Girvin nominated Carl Doering. The nomination was seconded
by Councilman Lackey. There were no other nominations. Carl
Doering was elected Mayor Pro -Tem by unanimous vote. The City
Secretary administered the Oath of Office to the Mayor Pro -Tem.
Commendations Mayor Doerfler presented commendations to two police officers,
Mike Lone and Gerald Pate, for their life savings actions in
response to a heart attack victim.
Award Bids - Bids on fire hose were received from Claude Wright and Associates,
Fire Hose W. A. Neel and Associates, S. W. Sales Co., and Texas Firefighters
Co. Motion by Doering and seconded by Shell to accept the low
bid of W. A. Neel and Associates. Motion carried by unanimous
vote.
Airport Lease- No action was taken on this matter.

Amend Subdiv- Motion by Connor and seconded by Shell to approve on first read-
ision Ord. - ing an ordinance amending the subdivision ordinance by requiring
Airport Height developers to show on subdivision plats height zoning restrictions

Planning Dept. The Planning Department reported that the plats for Reata Trails II
Report and Reata East had not been submitted withing the required time
limits.

Final Plat - Motion by Girvin and seconded by Doering to disapprove with
Reata Trails II permission to resubmit when complete. Motion carried by
unanimous vote.
Preliminary Plat - Motion by Girvin and seconded by Doering to disapprove with
Reata East permission to resldbm3itc when complete. Motion carried by
unanimous vote.
Variance - Motion by Shell and seconded by Lackey to not charge the
Plat Fees preliminary plat fee for the First National Bank plat on
Williams Drive. Motion carried by unanimous vote.
Variance - Curb No action was taken on this.
& Gutter Requirements
Auditor No action was taken on this.
Georgetown South Motion by Shell and seconded by Connor to approve the
Utility Project installation of a 16 -inch water line from an existing 12 -
inch water line on South IH 35 east to a well site on South
U. S. $1, with the City to pray the difference in the cost
of pipe and fittings between an 8 -inch line and a 16 -inch.
Voting went as follows: Ayes: Shell, Connor and Girvin.
Noes: Lackey. Abstain: Doering. Motion carried.
Motion by Connor and seconded by Shell to authorize Bryant-
Currington to do the engineering on the project for Georgetown
Railroad and to make the necessary representations. Motion
carried by unanimous vote.
Award Bids - Motion by Connor and seconded by Shell to award the contract
South Wells to develop well sites on South U. S. 81 to Wright Water Wells.
Motion carried by unanimous vote.
Ordinance - Motion by Connor and seconded by Shell to approve on first
GTE Franchise reading an ordinance establishing a franchise agreement be -
Tax, lst reading tween the City and General Telephone Company. Motion carried
by unanimous vote.
Ordinance - Motion by Lackey and seconded by Connor to approve on first
Amusement reading an ordinance increasing the annual occupation tax
Franchise Tax for each mechanical amusement device to $7.50 and the annual
1st reading license fee to $100.00. Motion carried by unanimous vote.
Ordinance - Motion by Doering and seconded by Connor to approve on second
Attorney's Fees and final reading an ordinance providing for an additional
for Delinquent 15% penalty to be assessed on delinquent taxes, penalty and
Tax Collection, interest after July 1 of the year for which they became due
2nd reading to defray the cost of collection should the City contract
with an attorney for the purposes of collection. Motion
carried by unanimous vote. (Ord Book #4, Pages 449-450).
Appointments Mayor Doerfler made the following appointments:
City Health Officer - Dr. Douglas Benold
City Recreation Board - Carl Doering & Eb C. Girvin
Airport Advisory Board - Robert Gaylor, Ken Ewan and
Dr. Jim McCullough
Adjourn There being no furhter business, on a motion by Shell and
seconded by Connor the meeting adjourned.
