November 9, 1982
The City Council met in regular session on the above
date at 7:00 PM with Mayor John C. Doerfler presiding.
The following Councilmen and Officials were present:
Eb C. Girvin, Carl Doering, Marvin Lackey, Bill Connor,
City Manager Leo Wood, City Secretary Jim Colbert,
Public Works Director W. L. Walden, Tax/Finance Director
Barbara Raney and Planner Renee Hanson. Shell was absent.
Minutes Motion by Doering and seconded by Connor to approve the
minutes of City Council meetings held October 12, 1982,
October 22, 1982, and October 29, 1982. Motion carried
by unanimous vote.
Bills Motion by Doering and seconded by Connor to approve
payment of all bills over $2,000.00. Motion carried
by unanimous vote.
Reports The Council approved the monthly reports.
Distributive Education Motion by Doering and seconded by Connor to allow the
Class - San Gabriel Distributive Education Class to provide playground
Park equipment in San Gabriel Park.
Williams Addition & Mayor Doerfler instructed the Chief of Police to institute
Golden Oaks Neigh- heaver patrols in the area.

Water Study - Motion by Connor and seconded by Girvin to authorize an
Capital Improvements expenditure of $8,000.00 for a groundwater study to be

Award Bids - The following bids on installation of medium intensity
Runway Lights runway lights at the Airport were received:

Gifford Electric 68,742.75
Motion by Doering and seconded by Girvin to award the
bid to Pecan Valley Electric. Motion carried by
unanimous vote.
Award Bids - The following bids on materials for a water line in
Water Line in Park San Gabriel Park were received:
Trans -Tex $2,139.93
Aqua Utility 2,592.25
Bowles & Eden 2,675.76
Motion by Connor and seconded by Lackey to award the
bid to Trans -Tex. Motion carried by unanimous vote.
Advertise fore Bids - Motion by Lackey and seconded by Connor to authorize
Police Car advertisement for bids on a police car. Motion
carried by unanimous vote.
Ordinance - Lone Motion by Lackey and seconded by Connor to approve on
Star Gas Rate Increase first reading an ordinance setting rates to be changed
1st reading by Lone Star Gas Co. Motion carried by unanimous vote.
Airport Managers Councilman Doering requested a report on contracts at

Ordinance - Amend Motion by Girvin and seconded by Connor to approve on
Airport Rules & first reading an ordinance amending Section 2, Rule 5,
Regulations, 1st of the Airport Rules and Regulations. Motion
reading carried by unanimous vote.

and Street Dances, on first reading an ordinance regulating Parades

Ordinance - Motion by Connor and seconded by Lackey to approve
Regulation of on first reading an ordinance regulating carnivals
Carnival and and circuses. Motion carried by unanimous vote.

Vacation of North Motion by Connor and seconded by Lackey to approve the
Fork Park vacation of North Fork Park. Motion carried by
unanimous vote.
Final Plats - Motion by Doering and seconded by Connor to approve
Turtle Bend I & II resolutions authorizing the filing of final plats
for Turtle Bend I and II. Motion carried by
unanimous vote. (See Ord. Book #4, Page 389).
Preliminary Plat - Motion by Doering and seconded by Connor to approve
Lynnwood Acres, a preliminary plat of Lynnwood Acres, Phase I,
Phase I provided requirements of the Planning Department are
met. Motion carried by unanimous vote.
Preliminary Plat - Motion by Lackey and seconded by Connor to approve
Whisper Oaks a preliminary plat of Whisper Oaks provided require-
ments of the Planning Dept. are met and two (2)
parking spaces are provided for each unit. Motion
carried by unanimous vote.
Preliminary Plat - Motion by Girvin and seconded by Connor to disapprove
Riverbend III a preliminary plat of Riverbend III. Motion carried
by unanimous vote.
Preliminary Plat - Motion by Girvin and seconded by Connor to disapprove
Rocky Hollow a preliminary plat of Rocky Hollow Estates II.
Estates II Motion carried by unanimous vote.
T A C Grant Offer - Motion by Connor and seconded by Doering to accept
Runway Overlay a grant from the Texas Aeronautical Commission
for use in fiscal year 1983-1984. Motion carried
by unanimous vote.
Appointments - No action was taken on this matter.

rates for the planning and engineering review of
plats, planning, zoning, special permits, annexations,
mapping and distribution of aerial maps. Motion
carried by unanimous vote. (See Ord. Book #4, Pages
386-388).
