HomeMy WebLinkAboutMIN 08.10.1982 CC-R51 August 10, 1982 The City Council met in regular session on the above date at 7:00 PM with Mayor John C. Doerfler presiding. The following Councilmen and Officials were present: Eb C. Girvin, Carl Doering, Marvin Lackey, Bill Connor, William C. Shell, City Manager Leo Wood, City Secretary Jim Colbert, Public Works Director W. L. Walden, Tax/Finance Dkrector Barbara Raney and Planner Renee Hanson. Minutes Motion by Shell and seconded by Connor to approve the minutes of City Council meetings held July 1, 1982, July 13, 1982, July 20, 1982 and July 29, 1982. Motion carried by unanimous vote. Bills Motion by Girvin and seconded by Connor to approve payment of bills over $2,000.00. Motion carried by unanimous vote. Open Bids - Bids on 510 feet of 20 -inch Ductile Iron Water Pipe were Water Pipe opened and read aloud. The following bids were received: U. S. Pipe $19.34/foot (� Rohan Company 19.77/foot Trans -Tex 20.42/foot Q American Utility Supply 21.10/foot Q No action was taken on the bids. Open Bids - Bids on 800 feet of 8 -inch SDR -35 Sewer Pipe were opened Sewer Pipe and read aloud. The following bids were received: Trans. Tex. $ 1.55/foot American Utility Supply 1.67/foot Rohan Company 1.85/foot No action was taken on the bids. Open Bids - Bids were opened and read aloud on one years supply of Flexible Base Flexible Base Material. The following bids was received: Texas Crushed Stone $ 2.20/ton No action was taken on the bid. Ordinance - Lone Motion by Doering and seconded by Lackey to postpone action Star Gas Rate until September 14, 1982. Motion carried by unanimous vote. Increase, 1st reading Ordinance - Rezon- Motion by Doering and seconded by Connor to approve on first ing of lots 1,4,5 reading an ordinance rezoning lots 1, 4 and 5 of the Fleager Fleager Addition, Addition from RS to C-1. Motion carried by unanimous vote. RS to C-1 lst reading Ordinance - Rezon- Motion by Lackey and seconded by Connor to approve on first ing Lots 2,3,6 of reading an ordinance rezoning lots 2, 3 and 6 of the Fleager Fleager Addition, Addition from RM -3 to C-1. Motion carried by unanimous vote. RM -3 to C-1, 1st reading Ordinance - Motion by Connor and seconded by Shell to approve on first Rezoning Block reading an ordinance rezoning Block 68 of the Lost Addition 68, Lost Addition from RS to RM -3. Motion carried by unanimous vote. RS to RM -3, 1st reading 52 Final Plat - Motion by Connor and seconded by Lackey to approve a Toyah Point resolution authorizing the filing of a Final Plat of Toyah Point preovided: (1) there will be no parking on Flint Drive and (2) there will be no driveway cuts from lots 1 and 2 onto FM2243. Motion carried by unanimous vote. (See Ord. Book #4, Page 331): Preliminary Plat - Motion by Doering and seconded by Connor to approve a Circle Dot preliminary plat of Circle Dot with a variance on the length of Red Bird Lane. Motion carried by unanimous vote. Final Plat - Motion by Connor and seconded by Lackey to approve a Briarwood II resolution authorizing the filling of a Final Plat of Briarwood II provided note #7 is removed. Motion carried by unanimous vote. (See Ord. Book #4, Page 332). Final Plat - Motion by Lackey and seconded by Connor to approve a Rocky Hollow resolution authorizing the filing of a final plat of Rocky Hollow provided: (1) P.U.E.'s are shown on the plat and (2) land use is limited to single family or duplexes. Motion carried by unanimous vote. (See Ord. Book X14, Page 333). Capital Improve- Ctiy Manager Leo Wood and Planner Renee Hanson recommended ments Program that the engineers for the Capital Improvements program be selected by interviews to be conducted before the City Council. The firms recommended were: Engineering Science, Freese and Nichols, Heningson, Durham and Richardson, Hunter and Associates and Steger and Bizzell. Beautify George- The Beautify Georgetown Association presented a letter to town Assoc. the City Council concerning abuse of property around the square during a street dance. The Chief of Police was instructed to prepare a proposal concerning use of the square. Industrial Revenue Mayor Doerfler appointed a Citizens Task Force to study Bonds the feasibility of an Industrial Revenue Bond Program. Those appointed were: Bill Connor, Chairman, Renee Hanson, Jim Caskey, Ercel Brashear, Doak Fling, Basil Phillips, and C. A. Forbes. Ordinance - Motion by Lackey and seconded by Connor to approve on Establishment of first reading an ordinance establishing Administrative Administrative Departments for the City. Motion carried by unanimous vote. Departments, lst reading Ordinance - Utility Motion by Shell and seconded by Connor to approve on Rates, Ist reading first reading an ordinance amending an ordinance prescribing and fixing rates and charges for sale s and service of the electric, water, wastewater and garbage disposal system. Motion carried by unanimous vote. Ordinance - Motion by Connor and seconded by Lackey to approve on first Adopt Annual reading an ordinance adopting a budget for the fiscal year Budget, 1st beginning September 1, 1982 and ending August 31, 1983. reading Motion carried by unanimous vote. Award Bids - Motion by Lackey and seconded by Connor to award the Transformers bid for one years supply of transformers for the electric department to the RTE Corporation. Award Bids - No bids were received on creosote poles for the electric Poles department. 53 Award Bids - Motion by Connor and seconded by Girvin to award the bid Gas & Oil for a one years supply of gas and oil to Lackey Oil Co. Other bids were received from Tolson Oil Co., John Green Co., Wolf Guld and Sanders Oil Co. Motion carried by unanimous vote. Award Bids - No action was taken on this matter. Water Pipe Award Bids - No action was taken on this matter. Sewer Pipe Award Bids - No action was taken on this matter. Flexible Base Ordinance - Community Center, No action was taken on this matter. 1st reading Intergovernmental Motion by Connor and seconded by Lackey to approve an inter - Agreement governmental agreement between the City and Williamson County. Motion carried by unanimous vote. Q Ordinance - Motion by Lackey and seconded by Shell to approve on first Q Use of Signature reading an ordinance authorizing the use of signature Stamps. 1st stamps by the Mayor or City Manager on check, vouchers, and reading warrants. Motion carried by unanimous vote. Appointments: Mayor Doerfler appointed Frank Wineinger as Building Official Building Official and James Conquest as Electrical Inspector. and Electrical Inspector Depository Contract No action was taken on this matter. Executive Session At this time Mayor Doerfler announces that the City Council would meet in executive session as provided by Article 6252-17 V. T. C. S. Following the executive session, the meeting was again opened to the public.
