December 8, 1981
The City Council met in regular session at 7:00 p.m. with
Mayor John C. Doerfler presiding. The following Councilmen
and Officials were present: Eb C. Girvin, Joe Atkinson,
Lee Fulkes, William C. Shell, City Manager Leo Wood, City
Secretary Jim Colbert and Public Works Director W. L.
Walden. Councilman Doering was absent.
Minutes
Motion by Shell and seconded by Fulkes to approve the minutes
12 & 13 between
of City Council meetings held November 2, 1981, November 10,
College & Olive
1981 and November 16, 1981, with the minutes of the November
& 13th & 16th
10, 1981 meeting amended to show that the Chief of Police was

instructed to make a study of the traffic situation on North-
west Blvd. at Central Drive. Motion carried by unanimous vote.
Bills
Motion by Atkinson and seconded by Fulkes to approve the General
Fund bills in the amount of $19,377.47 and Utility Fund bills
in the amount of $290,516.87. Motion carried by unanimous vote.
Open Bids -
Bids received are as follows:
Aerial Bucket
A -Tee, Inc. $36,607.38
Commercial 44,370.00
Lift Equipt Co., 45,411.00
Motion by Fulkes and seconded by Atkinson to accept the low
bid of $36,607.38 from A -Tee, Inc., provided it meets all
specifications. Motion carried by unanimous vote.
Petition - A petition requesting the City to install street lights in
Street lights in the River Ridge Subdivision was submitted to the Council.
River Ridge No action was taken.
Traffic Study - Motion by Shell and seconded by Fulkes to accept the
Northwest Blvd. recommendations of a traffic study on the intersection of
Northwest Blvd. and Central Drive, and to provide a walkway
on Northwest Blvd. if approved by the Chief of Police.
Motion carried by unanimous vote.
Resolution -
Lease agreement with No action was taken on this matter.
Hexagon Bldg.
Ordinance - No action was taken on this matter. Building Official
Septic Tank Tom Sams was instructed to implement administrative standards
Regulations, to enforce existing ordinances.
1st reading
Rezoning - Areas
City Attorney, Joe McMaster, reported to the City Council
12 & 13 between
that a 3/4 majority to approve a rezoning ordinance could

not be required, and that a simple majority would approve
& 13th & 16th
the ordinance. Motion by Shell and seconded by Girvin to

amend the minutes of a City Council meeting held October
13, 1981, to show that an ordinance was approved on second
and final reading to rezone areas 12 and 13 between College
and Olive and 13th and 16th Streets from RM -3 to RS (Area 12)
and from RM -3 to RM -2 (Area 13). Motion carried by
unanimous vote. (See Ord. Book #4, Pages 265-266).
Final Plat - Motion by Atkinson and seconded by Fulkes to approve a
River Hills, resolution authorizing filing of a final plat on River Hills,
Section II Section II, provided items 13 and 14 are removed from the
deed restrictions. Motion carried by unanimous vote. (See
Ord. Book #4, Page 267).

Preliminary Plat - Motion by Fulkes and seconded by Shell to approve a
River Hills III preliminary plat of River Hills III, with the same
conditions and restrictions as River..Hills(II. -Motion
carried by unanimous vote.
Ordinance -
Abandon Clamp St.
from Holly to No action was taken on this matter.
Maple, 1st
reading
Ordinance - TMRS Motion by Shell and seconded by Fulkes to approve on first
Updated Service reading an ordinance to authorize updated service credits
Credits, 1st for retirees under the Texas Municipal Retirement System.
reading Motion carried by unanimous vote.
Ordinance - TMRS Motion by Fulkes and seconded by Shell to approve on first
Supplemental reading an ordinance providing for participation in the
Benefits lst supplemental benefits fund of the Texas Municipal Retirement
reading System. Motion carried by unanimous vote.
Adjourn There being ne'Ifurther business, on a motion by Shell and
Q seconded by Fulkes, the meeting adjourned.
