March 10, 1981
The City Council met in regular session on the above date at
7:00 p.m. with Mayor John C. Doerfler presiding. The following
Councilman and Officials were present: Lee Fulkes, Harry
Gold, Wi Iliam C. Shell, Carl Doering, Ken Olson, City
Manager Leo Wood, Assistant City Manager W. L. Walden and
City Secretary Jim Colbert. .
Monthly Minutes Motion by Shell seconded by Gold to approve the minutes of
and Reports a City Council meeting held February 10, 1981. Motion carried
by unanimous vote.
Approve bi I Is Motion by Fulkes seconded by Olson to approve General Fund
bills in the amount of $56,251.60 and Utility Fund bills in the
amount of $357,827.77.-. Motion carried by unanimous vote.
Red Moehring No action was taken on this matter.
Award Bids on Airport No action was taken on this matter.

Ordinance - Motion by Fulkes seconded by Shell to approve on first reading as an
Amend City Electric emergency an ordinance amending the City Electric Code. Moition
Code, 1st reading carried by unanimous vote. ( See Ord Book 04, Pages 112 and 113).
Ordinance- Motion by Fulkes seconded by Shell to approve on first reading
Establishing Fire as an emergency an ordinance establishing Fire District in areas
District, Ist zoned RM -3, C-1, C -2A, and C -2B. Motion carried by unanimous
reading vote, ( See Ord. Book 4'4, Page 114).

Ordinance - Motion b y Olson seconded by Fulkes to approve on second • reading
Rezoning at 311 an ordinance rezoning property at 311 Main Street from RS to RM -3.
Main, 2nd reading Voting went as follows: Ayes: Olson, Doering, Fulkes, Shell.
Absent: Gold. (see Ord. Book 04, Pages 115, 116).
Ordinance - Motion by Doering seconded by Olson to approve on second
Annexation of reading an ordinance annexing Quail Meadow IV Subdivision.
Quail Meadow Iv Voting went as follows: Ayes: Olson, Doering, Fulkes, and
2nd reading Shell. Absent: Gold. (See Ord. Book #4, Pages 117, 118 and 119).
Ordinance - Motion by Fulkes seconded by Shell to approve on second reading
Annexation of Quail an ordinance annexing Quail Meadow V Subdivision with RM -1
Meadow V, 2nd zoning and adjacent property with RS zoning. Voting went as
reading follows: Ayes: Olson, Doering, Fulkes, and Shell. Absent: Gold.
(See Ord. Book 04, Pages 120, 121, 122, and 123).

Annexation of MKT an ordinance annexing land along the MKT Railroad. Motion

Ordinance - Motion by Doering seconded by Gold to approve on second reading
Airport Board an ordinance increasing the number of Airport Board members from
2nd reading three to five and revising residency requirements of the Airport Board
to include residents of the Corporate City Limits or the Extra Territorial
Jurisdiction of the City. Motion carried by unanimous vote. ( See
Ord. Book 14, Page 127).
