May 13, 1980
The City Council met in regular session on the above date at 7:00 o'clock
p.m. with Mayor John Doerfler presiding. The following Councilmen and
officials were present: Lee Fulkes, Harry Gold, Kenneth Olson, William
Shell, Carl Doering, City Manager Leo Wood, City Secretary W. L.
Walden, City Inspector Tom Sams, CD Coord. Jim Colbert, Dean Libbee
and City Attorney Joe McMaster. Others present were: Don BizzelI,
John Walters, H. W. Currington, Hank Carver, Edward Kennedy, Vivian
Wood, Vickie Hintz, Kay Billy, Gertrude Walker, Lynn Eaves, A. H.
Merchank, Dan Mishler, Karen McAden, Renee Hanson, Herb Hanson,
Terry Hagerty, Pat Duncan, Kirk Treibel, Bill Conners and Jim Isbell.
Monthly Minutes and Motion by Shell seconded by Gold to approve the minutes of the
Reports Council Meetings held on April 8, 1980 and April 11, 1980. Motion
carried by a unanimous vote.
Motion by Gold seconded by Fulkes to approve General Fund bills
in the amount of $471912.17 and Utility Fund bills in the amount of
$217,793.87. Motion carried by a unanimous vote.
Canvass of Mayor Doerfler appointed Councilmen Gold, Olson, and Shell to
Election canvass the votes of the City Officers election held on the 5th day of
April, 1980. The canvass committee reported the following results.

Motion by Shell seconded by Olson to adopt a Resolution declaring
that John C. Doerfler wadduly elected Mayor and Carl J. Doering
and Lee Fulkes was Duly elected City Councilmen. Motion carried by
a Unanimous vote. City Secretary administered the Oath of Office to
the Mayor and Councilmen. (See Ord. Book N 4, Pages 22,23).
Elect Mayor Mayor Doerfler asked for nominations for Mayor Pro -Tem. Carl
Pro -Tem Doering moved that William Shell be elected Mayor Pro -Tem. Kenneth
Olson seconded the nomination. There were no other nominations. The
motion carried by a unanimous vote. City Secretary W. L. Walden
administered the Oath of Office to the Mayor Pro -Tem.
Award Contract Motion by Gold seconded by Olson to award the contract for the
CD Paving Project CD Paving Project to Parker and Rogers Construction Company in the
amount of $220,465.00. Change orders will be issued to adjust the
contract to $115,605.85. Items to be deleted in order to adjust contract
price. Motion carried by a unanimous vote.
Georgetown Ind. Bill Conners presented the petition, by-laws and articles of incorpora-
Development tion for the creation of the Georgetown Industrial Development Corporation.
Corp. Motion by Doering seconded by Shell to adopt a Resolution authorizing the

Master Plan Motion by Shell seconded by Olson to approve the Master Plan
Sector for Sector 5. Motion carried by a unanimous vote.
Land Preservation Motion by Shell seconded by Doering to approve on first reading
Ordinance an Ordinance setting certain requirements for land preservation and
landscaping. Motion carried by a unanimous vote.
Ordinance Motion by Gold seconded by Olson to approve on first reading an
Amending Ad Valorem Ordinance amending the Homestead Exemption Ordinance. Motion
Tax Exemption carried by a unanimous vote.
Advertise for bids Motion by Fulkes seconded by Gold to authorize the Airport Board
TAC Project to advertise for bids on the TAC Project. Bids to be opended at 4:00
o'clock p.m. on the 6th day of June, 1980. Motion carried by a
unanimous vote.
Use of City Pool Karen McAden requested that the Council allow water ballet classes
for Water Ballet to be taught at the City Pool located on Williams Drive. Classes to be
from 8:00 to 9:30 a.m., Monday thru Friday from August 4th thru
August 22nd. Permission was granted provided that City or School
Insurance covered the activity.
Southwestern Motion by Gold seconded by Shell to approve the contract between
Sewer Effluent the City and Southwestern for the purchase of sewer effluent from the
Contract City of Georgetown, Motion carried by a unanimous vote.
Downtown Merchants The Downtown Merchants Association requested that the City
Parking Council increase the Parking Fines to $5.00 and to install a "Don't
Walk" signal at the intersection of Austin Ave. and 7th and 8th
streets. No action was taken on the fines and the Texas Highway
CJ Department is to be consulted on the signals.

Final Plat Motion by Doering seconded by Shell to adopt a Resolution approving
VRiver Hills the final plat of River Hills and to authorize the filing of the Final
V Plat. Motion carried by a unanimous vote. (See Book 04, Page 32).
Preliminary Plat Motion by Shell seconded by Olson to approve the preliminary Plat
River Oaks of River Oaks, Motion carried by a unanimous vote.
Abandonment of Motion by Doering seconded by Shell to approve on first reading
Easement on Lot 2 an Ordinance abandoning an easement of Lot 2, Block 11 in Williams
Blk. 11, Williams IV Addition IV. Owner of lot to pay all expenses of abandonment. Motion
carried by a unanimous vote.

Preliminary Plat No action at this time. A special council meeting was set for 7:15
Meadow Park o'clock p.m. on the 27th day of May, 1980.
Amending Sub- Motion by Fulkes seconded by Gold to approve on second and final
division Ordinance reading an Ordinance amending Sections 3, 4, and 5 of the Subdivision
Sections 3,4, &5 Ordinance. Motion carried by a unanimous vote. (See Ord. Book 04,
Pages 33, 34, and 35).
Ordinance Amending Motion by Gold seconded by Shell to approve on second and final
URA Zoning reading an Ordinance mending Section C.2.A. of the URA Plan in order
for the URA Zoning designations to conform to the City Zoning designations.
Motion carried by a unanimous vote. (See Book 04, Page 36).
Street and Curb Motion by Gold seconded byOlson to approve on second and final
Cut Ordinance reading an Ordinance requiring a permit to cut City Streets and Curbs.
Motion carried by a unanimous vote. (See Book #4, Page 37).
Amendment of Motion by Shell seconded by Gold to approve on second and final
Zoning Ordinance reading an Ordinance which amends Sections 2.0403 and 2.0505 of
the Zoning Ordinance. Motion carried by a unanimous vote. ( See
Book #4, Page 38).
Appointment of Mayor Doerfler, with the consent of the City Council, appointed
City Judge Judge Timothy Maresh as the City Judge for a term of two Years.

Water Study City Manager Leo Wood presented a study of the City of Georgetown's
water usage and supply at the present and in the future.
At this time Mayor Doerfler announced that the City Council would
meet in Executive Session under Article 6252-17, Section 2(b) (3),
V.T.C.S. After the Executive Session the meeting was again opened to
the public.
There being no further business on a motion by Shell seconded by
Fulkes the meeting adjourned.
