February 13, 1979
The City Counci I met in regular session on the above date at 7:00 p.m,'
with Mayor Doerfler presiding. The following councilmen and officials were
present: Carl Doering, William Shell, Kenneth Olson, Lee Fulkes,
Harry Gold, City Manager Leo Wood, City Secretary W. L. Walden,
Community Development Coordinator Jim Colbert, City Inspector Tom
Sams, and City Attorney Joe McMaster. Others present were: Jess Yaryan,
Mr. Mills, Gordon Davis, Jerry Meeks, Charlie Steger, Herb Hansen,
Wilbur Calloway, Randy Stump and Greg Gibson.
Monthly Minutes Motion by Gold and seconded by Olson to approve the minutes of
and Reports council meetings held on January9, 1979, January 16, 1979, January 23, 1979
and January 30, 1979. Motion carri ed by unanimous vote.
Motion by Gold and seconded by Fulkes to approve General Fund
bi I Is i n the amount of $R, 859.68 and Uti I i ty Fund bi I Is i n the amount of
$278,042.06. Motion carried by unanimous vote.
Jess Yaryan -Litter Jess Yaryan spoke to the Council on litter prevention. Mayor Doerfler
Prevention said that the council would study the material and that this item would
appear on the next regular council meeting.
Greg Gibson -Phi Greg Gibson, representing the Phi Delta Theta, requested that the
Delta Theta council consider their utility bill for the month of September 1978. It
was requested that the council require only a partial payment of the bill
or that they be allowed to pay the bill on installments. The electric
meter had been checked and found to be 99.7% correct (0.3% slow). The
council informed Mr. Gibson that Tony Shenk would study the matter and
that they would contact him in the near future.
Electric License Motion by Gold and seconded by Shell to approve on first reading an
Ordinance Ordinance creating the Examination and Supervision Board of Electricians
and providing for the licensing of electricians. Motion carried by unanimous
vote. Tom Sams was instructed to notify the electricians of this ordinance
and to send copies to them.
Quit Claim Deed This item was postponed until the next regular council meeting.
Amend Sect. 1.205: Motion by Gold and seconded by Olson to approve on first and final
Zoning Ordinance reading an Ordinance amending Section 1.205 of the Zoning Ordinance.
Motion carried by unanimous vote. (See Ordinance Book 03 - Page 0297)
Annexation Motion by Shell and seconded by Gold to approve on second and final
Ordinance-Andice reading an Ordinance annexing 43.26 acres adjacent to and east of the
Highway Andice Highway. Motion carried by unanimous vote. (See Ordinance
Book 03 - Page 0298-300)
Annexation Motion by Shell and seconded by Gold to approve on second and final
Ordinance- reading an Ordinance annexing the south portion of Highland Park Subdivision.
Highland Park Motion carried by unanimous vote. (See Ordinance Book 03 - Page 0301-302)
Final Plat - Motion by Fulkes and seconded by Shell to adopt a Resolution accepting
River Oaks the final plat of River Oaks and authorizing the filing. Motion carried by
unanimous vote. (See Ordinance Book 03 - Page 0303)
Final Plat- Motion by Fulkes and seconded by Olson to adopt a Resolution accepting
Serenada West III the Final Plat of Serenoda West Unit III and authorizing the filing.

Final Plat- Motion by Shell and seconded by Gold to adopt a Resolution accepting
Rabbit Hollow the Final Plat of Rabbit Hollow and authorizing the filing. Motion carried
by unanimous vote. (See Ordinance Book 03 - Page 0304)
Preliminary Plat- Motion by Olson and seconded by Gold to approve the Preliminary
Deer Trail Plat of Deer Trail with a variance on the curve on Deer Trail Lane, centerline
radius of 182.8'. Extend Doe Lane thru Lot 9 to property line. Motion carried
by unanimous vote.
Abandon Ease- Motion by Gold and seconded by Doering to approve on first reading an
ment-Lots 889, Ordinance abandoning an easement between Lots 8 & 9, Block 2, Riverside
Blk.2-Riverside Unit. Motion carried by unanimous vote.

Appointments- Mayor Doerfler, with the consent of the council, made the following
Housing Authority appointments to the Housing Authority Board.

uSmall Cities Motion by Gold and seconded by Olson to adopt a Resolution adopting
Discretionary the provisions of the 1979 Small Cities Discretionary Grant preopplication.
Grant Motion carried by unanimous vote. (See Ordinance Book 03 - Page 0305)
Resolution- Motion by Gold and seconded by Shell to adopt a Resolution setting the
Public Hearing- time, place and date for a public hearing on the annexation of a portion of the
Annex.North North San Gabriel River. Motion carried by unanimous vote. (See Ordinance
Gabriel Book 03 - Page 0306)
MKT Lease Leo Wood reported that the MK & T Railroad had offered to lease the City
of Georgetown approximately 35 acres along the south track from Georgetown
for $700.00 per year, in advance. The City Manager was instructed to offer
to buy the some acreage for $200.00 per acre.
Bids Advertisement Motion by Gold and seconded by Shell to authorize City Manager Leo
Softball Field Wood to advertise for bids on the new softball field. Bids to be opened
on the 14th day of March 1979 at 2:00 p.m. Motion carried by unanimous vote.
Election Order Motion by Fulkes and seconded by Doering to adopt a Resolution setting
a time, place, date and procedures for the City Officers Election to be held
on the 7th day of April 1979. (See Ordinance Book 03 - Page #307-308)
Williamson Councilman Shell presented a Resolution which stated that the City of
County Water Georgetown did not wish to participate in the presently proposed Williamson
Authority County Water Authority. Motion by Shell and seconded by Doering toadopt
the Resolution. Motion carried by unanimous vote. (See Ordinance Book 3 -
Page #309)
Appointments- Mayor Doerfler, with the consent of the Council, appointed the following
Library Board named persons to the Library Board:
Mrs. Paula Oliver 4/11/79 to 4/10/81
Mrs. Raleigh Elliott 4/11/79 to 4/10/81
Mrs. Ella Jefferson 4/11/79 to 4/10/81
There being no further business on a motion by Shell and seconded by
Gold the meeting adjourned.
