HomeMy WebLinkAboutMIN 11.14.1978 CC-R390 November 14, 1978 The City Council met in regular session on the above date at 7:00 p.m. with Mayor John Doerfler presiding. The following councilmen and officials were present: Lee Fulkes, Carl Doering, William Shell, Kenneth Olson, Harry Gold, City Manager Leo Wood, City Secretary W. L. Walden, City Inspector Tom Sams, Community Development Coordinator Jim Colbert, Police Chief Travis Thomas and City Attorney Joe McMaster. Others present were: Mildred Allen, Mr. and Mrs. George City, Mr. and Mrs. Herb Hanson, James Raper, Jim Eichelburger, Oliver Leppin, David Domel, Don Bizzell, Bob Richardson, Dick Geer, Paul Williams, Tyra Fedor, Gene Turrell, Craig Duperior and Wilbur Calloway. Monthly Minutes Motion by Gold and seconded by Doering to approve the minutes of and Reports the council meeting held on October 10, 1978. Motion carried by unanimous vote. Motion by Shell and seconded by Gold to approve the General Fund bt I is in the amount of $15,811.86 and Utility Fund bills in the amoun t of $210,706.65.- Motion carried by unanimous vote. Bids -Lease of City The following bids were opened and read on the lease of 77 acres of Land land and 300 acres of land. 77 Acres of Land 1. Leo Fochler $1,540.00 - 2 years 2. Mike Domel $1,502.00 - 2 years 300 Acres of Land 1. Normal Domel $4,830.50 - 2 years. Motion by Shell and seconded by Gold to accept the high bid from Leo Fochler on the 77 acres of land, the bid from Norman Domel on the 300 acres of land. Motion carried by unanimous vote. Street Abandonment- Motion by Shell and seconded by Gold to approve on first and final Urban Renewal Area reading an Ordinance vacating and abandoning portions of streets and alleys in the Urban Renewal Project. Motion carried by unanimous vote. (See Ordinance Book 13 - Page 0252) Accept Bids on Urban Motion by Doering and seconded by Shell to adopte a Resolution Renewal Lots awarding bids on certain parcels of land in the Urban Renewal Addition. Motion carried by unanimous vote. (See Ordinance Book 03 - Page 0253) Rezoning Ordinance- Motion by Olson and seconded by Gold to approve an Ordinance on 401 Janis second and final reading rezoning the property at 401 Janis Drive (Lot 1, Williams V Addition) from RM -1 to C-1. Motion carried by unanimous vote. (See Ordinance Book #3 - Page #254) Rezoning Ordinance- Motion by Shell and seconded by Olson to approve an Ordira nce on first 1303 Olive reading rezoning 1303 Olive (Part of Block 31, Snyder Addition) from R -S to RM -1. Motion carried by unanimous vote. Preliminary Plat- Motion by Fulkes and seconded by Doering to approve the preliminary Quail Valley II plat of Quail Valley Unit II with the understanding that either Winchester Drive or Rifle Bend be extended to Hutto Road in the next unit of Quail Valley. Motion carried by unanimous vote. Preliminary Plat- Motion by Doering and seconded by Gold to approve the preliminay Thousand Oaks II plat of Thousand Oaks Unit II with all streets dedicated to the boundaries of the subdivision and two lots added on Rockmore Drive. Motion carried by unanimous vote. 391 Preliminary Plat- Motion by Shell and seconded by Gold to approve the preliminary plat of River Ridge River Ridge with the extension of River Wood Circle to the Leander Highway. Motion carried by unanimous vote. Annexation -Public Motion by Shell and seconded by Fulkes to adopt a Resolution setting Hearing Quail a time, date and place for a public hearing on the annexation of Quail Valley Valley I Unit I. Motion carried by unanimous vote. (See Ordinance Book #3 - Page #255) Final Plat- Motion by Fulkes and seconded by Olson adopting a Resolution approveing Williams VI Williams V) Addition Final Plat and authorizing the filing of some. Motion carried by unanimous vote. (See Ordinance Book #3 - Page #255-256) Airport Lease- Motion by Fulkes and seconded by Doering to adopt a Resolution Bob Stanton authorizing the Mayor to execute a lease agreement between the City of Georgetown and Bob Stanton on five acres of land at the Georgetown Airport. Following are changes to be made in the contract lease agreement: (1) Consumer Price Index to be used (2) City sales tax to be charged on all planes retailed (3) Correct plat of land with 30' easement shown and a metes and bounds description. Motion carried by unanimous vote. (See Ordinance Book 03 - Page #256) Georgetown Youth Verdel Turner, representing the Georgetown Youth Recreation, requested Recreation the use of 20 acres of land on College Street at the old sewer farm, for the V construction of soccer fields. Leo Wood and W. L. Walden are to study the matter and report back at the next regular council meeting. Annexation Ord.- Motion by Doering and seconded by Gold to approve an Ordinance on Andice Oaks first reading annexing Andice Oaks Subdivision into the City of Georgetown. Motion carried by unanimous vote. Annexation Ord.- Motion by Olson and seconded by Doering to approve an Ordinance on University Hills first reading annexing University Hills Unit II into the City of Georgetown. II Motion carried by unanimous vote. Speed Zone- Motion by Gold and seconded by Shell to approve on first and final FM 1460 reading an Ordinance zoning for traffic and rate of speed on FM 1460 from approximately East 18th Street to the south city limits. Motion carried by unaimous vote. (See Ordinance Book 03 - Page 0257-258) Sales Tax Motion by Shell and seconded by Fulkes to approve on first reading an Ordinance Ordinance which continues the local sales and use tax on the sale and distribution of gas and electricity for residential use. Motion carried by unanimous vote. Water Rate Motion by Gold and seconded by Doering to approve on second and final Ordinance reading an Ordinance which increased water rates by fifteen cents per thousand on all water used over 10,000 gallons. Motion carried by unanimous vote. Airport Relat- Motion by Gold and seconded by Olson to approve on first and final ions Ordin. reading an Ordinance creating rules and regulations for the Georgetown Airport. Motion carried by unanimous vote. Advertise for Motion by Gold and seconded by Shell to authorize City Manager Leo Bids -Pickup Wood to advertise for bids on a pickup for the Elctrical Department. Motion carried by unanimous vote. Public Hearing- Motion by Gold and seconded by Shell to adopt a Resolution setting a Annexation time, place and date for a public hearing on the annexation of 43.26 acres of Andice Hwy. land from the present city limits on Andice Highway to the south boundary of Serenada. Motion carried by unanimous vote. 392 At this time the Mayor announced that the opned meeting was adjourned for the time being and that the council would meet in executive session under Article 6252-17 Section 2(6). 1. (a) Private consultation between the City Council and its attorney on pending or contemplated litigation. The meeting was again opened to the public. Motion by Gold and seconded by Olson to give City Manager Leo Wood a $100.00 per month raise beginning with the next pay period. Motion carried by unanimous vote.
