October 10, 1978
The City Council met in regular session on the above date at 5:30 p.m., with
Mayor John Doerfler presiding. The following councilmen and officials were
present: Lee Fulkes, William Shell, Carl Doering, City Manager Leo Wood,
City Secretary W. L. Walden, City Inspector Tom Sams, Community Development
Coordinator Jim Colbert, Police Chief Travis Thomas and City Attorney Joe
McMaster. Others pres.ent were: Jack Dixon, Thomas Watts, Vivian Wood,
Leon Schrank, Mr. & Mrs. Herb Hanson, Mildred Allen, Jay Sloan, Paul
Williams, W. E. Schott, Wilbur Calloway, John Gantt, Hugh Hornsby,
Bob Stanton, Jim Coffman and other interested persons.
Monthly Minutes Motion by Shell and seconded by Doering to approve the minutes of the
and Reports of the meetings held on September 12, 1978 and September 22, 1978. Motion
carried by unanimous vote.
Motion by Doering and seconded by Fulkes to approve the General
Fund bills in the amount of $11,829.69 and Utility Fund bills in the amount of
$271,304.40. Motion carried by unanimous vote.
Leon Schrank Leon Schrank, representing residents of Oak Crest, appeared before the
council to express their views on the resubdivision of Lots 15, 16 and 17 of
Block 02, Oak Crest Ranchettes III.
Cablevision Rate Motion by Shell and seconded by Fulkes to approve an Ordinance on second
Increase and final reading which sets rates for the Williamson County Cablevision
Company. Motion carried by unanimous vote. (See Ordinance Book 03 -

Airport Board Tom Sams reported that a meeting between the City, FAA, TAC, and
Report Airport Board and the personnel from the glider and parachute operations was
held. The FAA and TAC agreed to allow the glider and parachute operations
to continue until such time that they became hazardous to the operations of
the Airport.
Airport Land The Airport Board recommended that a 5 acre lease on the Georgetown
Lease -Bob Airport be granted to Bob Stanton. Motion by Shell and seconded by Fulkes
Stanton to adopt a Resolution authorizing the Mayor to sign the lease. The voting went
as follows: AYES: Shell, Fulkes. ABSTAIN: Doering. The motion required
three AYE votes according to the Home Rule Charter to pass. The motion
failed.
Rezoning401 Motion by Shell and seconded by Fulkes to approve on first reading an
Janis Ordinance rezoning Lot 1, Williams V Addition from RM -1 to C-1. Motion
carried by unanimous vote.
Williams & Williams Motion by Doering and seconded by Shell to approve the Preliminary Plat
Preliminary plat of the Williams and Williams Addition with the following variance. The variance
allows a front building line of 15' on lots 1, 2, 3 and 4. The motion carried by
unanimous vote.
Andice Oaks Motion by Doering and seconded by Fulkes to approve Andice Oaks
Preliminary Plat Preliminary Plat with the following variance. The variance allows for the
centerline radius to be less than 300'. Motion carried by unanimous vote.
Highland Meadows Motion by Doering and seconded by Shell to approve the Preliminary Plat
Preliminary Plat of Highland Meadows. Motion carried by unanimous vote.
Civilian Usage- Motion by Doering and seconded by Fulkes to authorize civilian personnel
Police Range to use the Police Range to sight in rifles. The use of the range will be under
the strict supervision of the Police Department. Motion carried by unanimous
vote.

Urban Renewal No final action this Ordinance. Emergency Ordinance requires four AYE
Abandon Streets votes; only three councilmen present.
Urban Renewal Motion by Shell and seconded by Fulkes to adopt a Resolution authorizing
Sale of Lots the City Manager to sell land owned by the City of Georgetown in the South
San Gabriel Urban Renewal Addition. Motion carried by unanimous vote.

Ordinance
Water Rate Motion by Shell and seconded by Fulkes to approve an Ordinance on first
Ordinance reading which increased water rates by fifteen cents per thousand on all water
over 10,000 gallons. Motion carried by unanimous vote.
Advertise- Motion by Shell and seconded by Fulkes to authorize City Manager Leo
Bids City Owned Wood to advertise for bids on the lease of city owned land at the airport and
Land property on College Street. Motion carried by unanimous vote.
There being no further business on a motion by Shell and seconded by
c}+ Fulkes the meeting adjourned.
