February 8, 1977
The City Council met in regular session on the above date with Mayor
John C. Doerfler presiding. The following councilmen and officials were
present: J. D. Wininger, D. W. Scott, Carl Doering, William SheII, Harry
Gold, City Manager Leo Wood,City Secretary W. L. Walden, City Inspector
Tom Sams and Fire Chief Less Bunte. Others present were Buddy Adams, Donna
Jay, Ernest Lincoln, Tommy Foust, Don Bizzell, Charlie Steger, Jay Sloan,
Jim Caskey, Don Parker, Commissioners Rister, Lidell, Foust, Judge Chance and
other interested parties.
Monthly Minutes Motion by Shell and seconded by Wininger to approve the minutes of
and Reports council meetings held on January 11 and 14, 1977. Motion carried by unanimous
vote.
Motion by Gold and seconded by Wininger to approve General Fund
bills in the amount of $5,994.21 and Utility Fund bills in the amount of
$179,786.69. Motion carried by unanimous vote.
Housing Authority Ernest Lincoln representing the Georgetown Housing Authority presented
a check in the amount of $1,028.76 for payment in lieu of taxes.
Williamson County Judge Chance representing the Williamson County Commissioners Court
�+ Commissioners requested that the City of Georgetown lease a site in the San Gabriel Park
O for the construction of a Williamson County Livestock Showbarn. After dis-
cussion from the Commissioners, Doering moved seconded by Shell to lease
a site for $1.00 a year for 99 years subject to the final site location approval
by the council. Motion carried by unanimous vote.
Utility Rate After discussion with residents from Serenada and Oak Crest Subdivisions,
Ordinance Wininger moved seconded by Gold to approve an ordinance on first and final
reading setting rates for sales and services of electric, water, wastewater and
garbage systems of the City of Georgetown. Motion carried by unanimous vote.
Rates to be effective on bills mailed on 3-1-77. (See Ordinance Book 03 -
Page # 122-124)
Subdivision
Motion by Gold and seconded by Shell to approve on Ordinance on first
Ordinance
and final reading amending the Subdivision Ordinance by adding a $50.00 per
Amendment-
lot filing fee on all Final Plats. Motion carried by.unanimous vote. (See

Rezoning -2500
Motion by Wininger and seconded by Gold to approve on first reading an
Williams Drive
Ordinance rezoning 2500 Williams Drive from RM -3 to C-1. Motion carried
by unanimous vote.
Rezoning 2502
Motion by Wininger and seconded by Gold to approve on first reading
Williams Drive
an Ordinance rezoning 2502 Williams Drive from RM -3 to C-1. Motion carried
by unanimous vote.
Rezoning 2506
Motion by Wininger and seconded by Gold to approve on first reading an
Williams Drive
Ordinance rezoning 2506 Williams Drive from RM -3 to C-1. Motion carried
by unanimous vote.
Final Plat Siesta
Motion by Shell and seconded by Gold to approve a Resolution authorizing
Country
the filing of the Final Plat on Siesta Country. Motion carried by unanimous
vote. (See Ordinance Book 03 - Page 0126)
Preliminary Plat- Motion by Shell and seconded by Scott to approve the preliminary plat of
Williams IV Williams IVSubdivision. Motion carried by unanimous vote.
Castlewood Park Motion by Doering and seconded by Wininger to approve the preliminary
plat of Castlewood Park. Motion carried by unanimous vote.
Resolution -Airport Motion by Gold and seconded by Scott to approve a Resolution authorizing
Lease Contract City Manager Leo Wood to advertise for bids to lease approximately two acres
of land at the Georgetown Municipal Airport. Motion carried by unanimous
vote. (See Ordinance Book 03 - Page 0126)

Planning & Zoning Mayor Doerfler, with the consent of the council, appointed Tommy
Commission Magness to the Planning and Zoning Commission. Term to expire March 14,
Appointment 1978.
Neighborhood A request was received from the Georgetown Neighborhood Association
Center to name the new Neighborhood Center after Madello Hilliard. Motion
by Wininger and seconded by Gold to so name the Center. Motion carried
by unanimous vote.
THD Resolution- Motion by Shell and seconded by Gold to approve a Resolution accepting
Andice Road the provisions contained in Minute Order No. 72189 passed by the State
Department of Highways and Public Transportation Commission. Motion
carried by unanimous vote. (See Ordinance Book 0 3- Page +127)
Advertisement Motion by Gold and seconded by Wininger to authorize City Manager
of Bids Leo Wood to advertise for bids on one 1977 Patrol Car, one 1977 City
Manager's Car and one 1977 Fire Truck Chassis. Motion carried by unanimous
vote. Bids to be opened at nextregular council meeting to be held on
March 811 1977.
Parking Lot - At the council meeting held on January 11, 1977, Doering moved and
9th and Rock Streets seconded by Shell to purchase the parking lot at East 7th Street with the
condition that the city make a parking lot at 9th and Rock Streets and move
city equipment from this location to Timber and West Streets as soonas this
land becomes available to the city.
Motion by Scott and seconded by Wininger to not construct the parking
lot at 9th and Rock Streets but to look for a suitable site for a new parking
lot at the time that it is needed. The voting was as follows: AYES: Wininger,
Scott and Gold. NOES: Doering and Shell. Motion carried.
Election Order Motion by Gold and seconded by Doering to approve a Resolution
setting the time and place for the regular city officer election. The
election will be held on the 2nd day of April 1977 in the Georgetown Fire
Station No. 1. Motion carried by unanimous vote.
Water Storage Jay Sloan reported that there was a conflict with the City of Georgetown
Facility using Gibson, Spence and Gibson as Bond Attorneys, but , that he and George-
town Saving and Loan were still available for any services in connection with
the Certificates of Obligation. Mayor Doerfler said that he and City Attorney
McMaster would contact Gibson, Spence and Gibson on the matter.
Electrical Fuel Motion by Wininger and seconded by Gold to approve a 100% fuel
Adjustment adjustment on the February billing. Motion carried by unanimous vote.
There being no further business on a motion by Wininger and seconded
by Shell the meeting adjourned.
