November 11, 1974
The City Council met on the above date with Mayor Joe E. Crawford
presiding. The following councilmen and officials were present: Harry Gold,
William R. Eanes, Hubert Brock, Dee Scott, City Manager Leo Wood, City
Secretary W. L. Walden and City Attorney Joe McMaster. Others present were:
Jeff South, Jeff Benkoe, Rodney Montgomery, Carl Kinslow, Bodie McCormick,
Bob Simmons, Jake Lambert and other interested citizens from the Oak Crest
Subdivision.
Monthly Minutes Motion by Brock and seconded by Scott that the minutes of the City Council
and Reports Meetings held on October 14, 1974 and October 31, 1974, be approved as
presented. Motion carried by unanimous vote.
Motion by Eanes and seconded by Scott that General fund bills in the
amount of $8,370.38 and Utility Fund bills in the amount of $71,492.80 be approved
and paid. Motion carried by unanimous vote.
Urban Renewal A Resolution approving the sale of parcels D-7, D-9 and D-10 in the South
Sale of Lots San Gabriel Urban Renewal Additionwas presented to the council for approval.
Motion by Eanes and seconded by Brock to approve the sale. Motion carried
by unanimous vote. (See Ordinance Book 02 - Page 0428)
�+ Rodney Montgomery reported that bids on the Phase V Subgrade will be opened
on December 2, 1974 and that he would report back to the council on December 9,

Carl Kinslow Carl Kinslow, with the General Telephone Company, requested that the
General City Council allow a rate increase for the telephone company. Since Mr. Wininger
Telephone was not present, the council decided to table the ordinance until all counci Imen
are present.
Jake Lambert- Jake Lambert again requested that the council allow him not to pay a
garbage fee since he did not use.the service. City Attorney Joe McMaster cited
a ruling from the Appeal Courts which states that a city has the power to require
anyone using available city services to use all of the services, not just a portion
of them.
50% Electrical Motion by Eanes and seconded by Brock to reduce the fuel adjustment charge
Fuel Adjustment from 60% to 50%. The 50% added to the 26.5% base rate increase gives a total
Charge of 76.5% increase on the November utility billing. Motion carried by unanimous
vote.
There being no further business on a motion by Brock and seconded by Scott
the meeting adjourned.
