August 29, 1974
The City Council met on the above date with Mayor Joe E. Crawford
presiding. The following councilmen and officials were present: Harry
Gold, William Eanes, Hubert Brock, J. D. Wininger, Dee Scott, City
Manager Leo Wood, City Secretary W. L. Walden and City Attorney Joe
McMaster. Others present were: Andy Welch, Jeff South, Joe Munoz,
Wallace Morris, Joel Wilkenson, and representatives of the bidders.
Bids Opened- The following bids for the construction of the VFW Park at Second and
VFW Park College Streets were opened:
BASE BID DEDUCTIVE ALTERNATES:
(1) Lee Roy Psenc i k $118,343.62 $25,664.50
(2) Donald Goodnight $123,355.50 $39,711.60
(3) Badgett $141,326.00 $43,825.00
Mayor Crawford appointed a committee of Councilmen Hubert Brock,
Dee Scott and City Manager Leo Wood to study the base bids and deductive
alternates and report back to the City Council at a later date.
Canvass votes on Mayor Crawford appointed Councilman Brock and Councilman Eanes
Animal Ordinance to canvass the votes cast at the Special City Election held on August 29,
Election 1974 and found the results to be as follows:
All Resident Qualified Voters:
Proposition For 599 Against 164
Motion by Wininger seconded by Brock to adopt the Resolution de-
claring the results of the election. Motion carried by a unanimous vote.

There being no further business on a motion by Eanes and seconded by
Gold the meeting adjourned.
