February 11, 1974
The City Council met on the above date with Mayor Joe E. Crawford
presiding. The following councilmen and officials were present: Harry Gold,
J. D. Wininger, Dee Scott, City Manager Leo Wood, City Secretary W. L.
Walden and City Attorney Joe McMaster. Others present were : Rodney Mont-
gomery, Tom Sams, Buster Loyd, Louise Boutwell, Andy Welch, Harold Parker
and David True.
Monthly Minutes Motion by Wininger and seconded by Scott that minutes of the City Council
and Reports meeting held January 14, 1974, be approved as presented. Motion carried by
unanimous vote.
Motion by Gold and seconded by Wininger that General Fund bills in the
amount of $4,505.97 and Utility Fund bills in the amount of $64,996.72 be app-
roved and paid. Motion carried by unanimous vote.
Open Bids on The following bids were opened on 30 acres of city owned land, for a one
30 Acres of year period..
Land 1. H. F. Loyd $366.66
2. Norman Domel $334.00
3. Bert Hall $307.50
4. Louise Boutwell $301.50

V Motion by Scott and seconded by Gold that the high bid from H. F. Loyd
be accepted. Motion carried by unanimous vote.
Minimum Health An Ordinance establishing minimum health and housing standards was
& Housing Standards presented to the council. Motion by Gold and seconded by Wininger that the
Ordinance Ordinance be passed on the first and final reading. Motion carried by unanimous

Plumbing Inspect- An Ordinance to provide for plumbing inspections and the adoption of
ion Ordinance the Southern Standard Plumbing Code was presented to the council. Motion by
Gold and seconded by Scott that the Ordinance be passed on the first and final
reading. Motion carried by unanimous vote. (See Ordinance Book #2 - Page #

Building Official An Ordinance establishing the office of Building Official and also the Fire
& Fire Limit Limits of the City of Georgetown was presented to the Council. Motion by Gold
Ordinance and seconded by Wininger that the Ordinance be passed on the first and final
reading. Motion carried by unanimous vote. (See Ordinance Book #2 - Page +�

Installation & An Ordinance regulating the installation, alteration, and maintenance of all
Maintenance of piping of gas was presented to the council. Motion by Scott and seconded by
Gas Pipe Wininger that the Ordinance be passed on the first and final reading. Motion
Ordinance carried by unanimous vote. (See Ordinance Book #2 - Page #347)
Ordinance- An Ordinance authorizing Mayor Crawford to execute a deed conveying
Outlots 586 -Div. portions of Outlots 5 & 6 -Division D, owned by the City of Georgetown to the
D - Urban Renewal Urban Renewal Agency for the sum of $1,850.00 , was presented to the Council.
Motion by Wininger and seconded by Scott that the Ordinance be passed on the
second and final reading. Motion carried by unanimous vote. (See Ordinance
Book#2 - Page # 348-349)
Elecion Order A Resolution and Order establishing the procedure for the City Officers
Election to be held on April 6, 1974 and the Writ of Election naming L. R.
McLaughlin as Election Judge was presented to the Council. Motion by Gold
and seconded by Wininger that the Resolution and Order be approved. Motion
carried by unanimous vote.

Arrowhead Sub- Corrected and amended restrictions for Arrowhead Subdivision Section
division 1, were presented and approved effective the date said Plat and prior or
Restrictions original Restrictive Covenants were presented on, October 9, 1972. Auth-
ority to file plan and Restrictive Covenants for record was ratified and con-
firmed, on a motion by Wininger and seconded by Gold. Motion carried by
unanimous vote.
EPA Grant A Resolution authorizing Mayor Crawford to apply for a grant under
Resolution Public Law 92-500 was presented to the Council. Motion by Wininger seconded
92-500 by Gold that the Resolution be passed. Motion carried by unanimous vote.

Advertise for Motion by Scott and seconded by Wininger that City Manager Leo Wood
Bids on Well 04 be authorized to advertise for bids to furnish and install a 750 gpm pump for
Well #4. Bids to be opened on regular council meeting, March 11, 1974.
Motion carried by unanimous vote.
Advertise for Bids Motion by Wininger and seconded by Scott that City Manager Wood be
on Police Car authorized to advertise for bids on a 1974 model, four door sedan police car.
Motion carried by unanimous vote. Bids to be opened at regular council
meeting, March 11, 1974.
Urban Renewal- Change Orderil and Estimate02 from Lee Roy Psencik, Contractor, for
Phase44-Change water and sewer improvements for ,Urban Renewal Phase04, in the amount of
Order#l-Est.#2- $2,710.97, was presented to the council for approval. Motion by Gold and
Lee Roy Psencik seconded by Wininger that Change Orderfl and Estimate02 be approved and
paid. Motion carri ed by unanimous vote.
35% Electrical Motion by Wininger and seconded by Gold to approve a 35% fuel ad -
Fuel Adjustment justment and commodity clause adjustment increase on the February billing.
& Commodity Motion carried by unanimous vote. Commodity clause paid under protest.
Adjustment
Urban Renewal Rodney Montgomery presented a Resolution to the City Council for
Resolution- approval of the sale of lots lying in Block D. Motion by Scott and seconded
Block D by Gold that the Resolution be accepted as presented. Motion carried by
unanimous vote. (See Ordinance Bk. 2-Poge#350)
There being no further business on a motion by Wininger seconded by
Scott the meeting adjourned.
