September 8, 1969
The City Council met in regular session on the above date Mayor Jay C.
Sloan presiding. The following councilmen and officals were present; Wm. R.
Eanes, Barry Gold, Hubert Brock, -Doyle Lyda, A. F.• Davis, Leo Wood, CityManager,
Claud Eads, Asst. City Manager, Joe 3. McMaster, Others present were, Eugene
Hobart, Rodney Montgomery, C. A. Forbes, Mrs. Herbert Baker, Dill Buchanan,
Mrs. Cook, Mrs. Carl Doering, Mrs. Philpot, Mrs. Anna Aiken, J;.T. Atkin, and
J. D. Wininger.
Minutes of the meetings held on Aug. 11, 1969 and Aug.- 25, 1969. were
approved as presented.
Motion by Gold and seconded by Eanes that General Bold bills in amount of
$5,419.82 and Utility bills in the amount of 929,500.80 be approved and paid.
Motion carried by unanimous vote.
Urban On a motion by Gold and seconded by Brock two resolutions rere presented
Renewal by Mr. Virgil Carlson of Urban Renewal and accepted. by the council. Votes
Resolut- were as follows,Ayes: Wm. It. Eanes, Ilubert. Brock, Ifarry Gold, Doyle Lyda,
ions and A. F. Davis. Noes: none.
Library
Motion by Mr. Hubert Brock, second by Mr. Wm. It. lanes and an.'
Contract
unanimous vote, that council authorize the Mayor to execute a contract
and other necessary papers and instruments for the construction of the
Georgetown Library, with participation from the State of Texas for
$50,000; provided the total cost of the project should not exceed
$112, 860.00 for construction costs including general contractor, all
architects and consulting fees, printing costs, demolition of existing-
ing building and clearing of the lot, and other general construction
costs; and a total of $8,360.00 for the furniture and fixtures to go into
the Library building; making a grand total of $121,220.00 for an completed
and functional Library building; and further provided the Georgetown
Library Board shall furnish $14,000.00 toward the project. It was further
pointed out that coat of the project would be allocated as follows:
State of Texas $50,000.00
Georgetown Library Board 14,000.00
City of Georgetown 57,220.00
Traffic
City Manager Wood reported that the following street traffic be

changed according to the following report presented by police chief
Frank Masuer, Jr.
Recommendations for improvement of traffic situation:
1. Installatioa of Yield sign for northbound traffic on Rock at 3rd.
2. Installation of 30 111'11 signsion 2ndto between Gollege and Austin.
Even though state law specifies a 30 MPI1 speed limit unless otherwise
posted, this could be a reminder. Do not recommend stop sign on 2nd.
at Church since this street is used as a through street.
3. Recommend that 17th from Railroad to Intermediate School be made
one way west and 18th. from Intermediate School to Railroad be made
one way east from 7 A.M. - 4 P.M. school days only. This routing will
permit school buses to unload and load without children crossing street.
4. Removal of noon cycle from traffic light at 15th. & Laurel.Since no
school.children are.involved at this time, lights are unnecessary. The
light should be flashing red for northbound traffic on Laurel and flash-
ing yellow for east -and west traffic on 15tH at all other times when the
stop and go cycles are not operating.
Swimming Manager Wood gave a report of the swirmning pool incone and expend -
Pool iturea for the summer operation.
Report
Gasoline and Bids for Gasoline for the remaining fiscal year and Furniture and
Library fixtures for Georgetown Library will be opened Oct. 1, 1969, in Council
Furniture Room at 4:30 P.M.
Bids
Mayor stated that there would be a called meeting of the City Coun-
cil September 22, 1969.
There being no further business on motion by Brock and secogded by
Eanes the meeting was adjourn ed.
