February 24, 1969
The City Council met in called session, .1;ayor Jay C. Sloan pre-
siding. The following councilmen and officials were present: William
it. lanes, Harry Gold, Hubert Brock, Doyle Lyda, A. F. Davis, Assistant
City Manager Claud Eads and City Attorney Joe B. McMaster. Others
present were: Hiss Irene Ilenderson, W. It. Buchanan, James A. Itehler
and Barry Browne.

I, Jay C. Sloan, in my capacity as Mayor of the City of Georgetown,
Texas, do hereby order than an election be held in said City on the 5th
day of April, 1969, for the purpose of electing the following officials for
said City:
(3) Councilmen
Harry Gold
iiubert Brock
William It. Lanes
That in accordance with an order adopted by the City Council of said
City, said election shall be held at the following place in said
City, and the following named persons are hereby appointed officers
for said election.
At Georgetown Fire Station Building, in said City, with Mrs.
It. U. Biggs as Presiding Judge, and bars. J. If. Idontgomery as Alternate
Presiding Judge, and said Presiding Judge shall appoint the necessary
clerks to assist him which shall not exceed 2 clerks.
Claud Lads is hereby appointed Clerk for absentee voting, The
absentee voting for tlae above designated election shall be held at
City Ball within said City and said place of absentee voting shall
remain open for at least eight hours on each day for absentee voting
which is not a Saturday, a Sunday, or an official State holiday, be-
ginning on the 20th day and continuing through the 4th day preceding
the date of said election. Said place of voting shall remain open
between the hours of 8:00 X-. and 5:00 PM on each day for said absentee
voting. the above described place for absentee voting is also the
absentee clerk's mailing address to which ballot applications and
ballots voted by wail may be sent.
That said election shall be field in accordance with the Llection
Code of this State and only resident (taialified voters of said city
shall be eligible to vote at said election.
That the City Secretary shall give notice of said election by
posting a copy of this order in each of the election precincts of
said city, which posting shall be done not less than 30 days prior
to date fixed for said election.
The City Secretary shall also cause a noticd by publication of

this election to be publixlâ–ºed one time in a newspaper of general
circulation in this city, which publication shall be not more than
30 days nor less than lU days before said election.
That iimaediately after said election is held, the officers holding;
the sa;ae shall snake returns of the result thereof to the a.ayor of this
city as required by the Llection Lode of this State.
A copy of this order shall also serve as a writ of election
which shall be delivered to the above appointed Presiding Judge,
for said election.

Dear Mr. Sloan:
Please find attached, a copy of news release from 'Ir. Jamey,
President of Lone Star Gas Company, explaining; the intentions of the
Company to submit an application to the Railroad Co;m;;ission to re-
quest an increase in the rate of charge for gas received into our
Distribution System through the city gate.
I feel this release will be self explanatory, more or less, if
you have further questions or need more information please feel free
to call on us.

L. G. James, President of Lone Star Gas Co:;;pany, announced to-
day that Lone Star has conmienced preparation of an application which
it expects to file with the A; ilroad Comzuission of Texas in early
summer to adjust upward the Company's authorized intracompany city
gate charge for .-as delivered in Texas. Tile last application filed
of such a nature by the Company was in December, 1958.
James stated that the current city grate charge is insufficient
to co;:ipensate for the increases in expenses and investment incurred
by Lone Star's transmission division since 1958. According to
James, Lone Star's transmission division has, since 1958, incurred
substantial increases in the cost of gas purchased, Federal income
taxes, other taxes, wages and salaries, the cost of debt money,
capital construction, and the cost of such construction.
Lone Star's transmission division purchases and gathers natural
gas and transports it to the city gates on the system. Lone Star's
distribution divisions receive and pay for gas at the city gate and
distribute it to customers' premises.
Jaynes said that residential and co;mnercial rates would not be
iiiriediately affected by the filing with the a,ilroad Commission.
After the new city gate charge is established and specific computations
made for each city and town, requests would then be filed for increases
in induvidual cities and towns where they are justified.

Construction Project - Application - Part I

Dear Mr. Atkin:
This is to notify you of the approval of Part I of your Construction Pro-
ject Application (dated February 5, 1969) for the above library by the
Texas.State Library.
You may submit Part II as soon as all sections have been completed.
In order to meet the Mny 31; 1969, deadline for approval of final plans
and specifications it is hoped that you will be able to submit Application
Part II, including; your preliminary plans, within the next 30 to 45 days
if at all possible.
The granting of federal construction grants is in no way assured by ap-
proval of Part I, but is contingent on approval of the subsequent Appli-
cation Parts II and III.
After development of your preliminary floor plans (schematic plans) and
prior to submission of Application Part II, I would like to schedule a
pre -design meeting with State Library representatives and your planning
team including; the architect to discuss and review the project. Such
a meeting will facilitate our handling; of Part II when received. Please
contact vie regarding possible dates for such a meeting;, and I will confirm
a date with you.
It is my understanding, that you will enlarge and revise the written build-
ing program submitted with Application Part I following consultation with
Air. Holt.
Please advise if we may be of assistance to you at any, time furing; this
project.

Airport Letter from Texas Aeronautic Commission suggested that City secure
Resurfacing additional bids to apply slury-seal on Georgetown Airport runway and taxi-
ways.
