The City Councilmet in called session on the above date with Payor
Jay C. Sloan presiding. The following Councilmen and officials were present:
l'r'illiam It. Eanes, Marry Gold, Hubert If. Brock, Doyle Lyda, A.F. Davis, Charles
D. Eyeington - City Manager, Claud Lads - Assistant City Manager, Claudie
Mayo - Electrical Superintendent, Joe B..Nic'Nlaster - City Attorney. Also present
were James A. Itehler, John Cardwell, Les Hudson, W.R. Mullins of W.H. Mullins
Inc. Engineers of San Antonio, Texas, Dr. Akin, Mr. and Mrs. Montgomery, Mrs.
Herbert }faker, E.W. Keith, Mr. and Mrs. Penick, and Mrq. Bruce.
Minutes of the Council meeting held November 4th, 1968 were approved as
presented. .Notion was made by Gold and seconded by Lanes that General Fund
bills in the amount of $2,277.38 and Utility hills in the amount of 631,764.14
be approved and paid. Motion carried by unanimous vote.
Dept, of Health A letter from the Texas State Department of lfealth was discussed at length

by the Council, Engineer Les !ludson, and Engineer W.H. Mullins - all of which
the Council was aware of, See file for details of the letter. Mr. Mullins
stated that his engineering firm could work out a 15 year program that would
take care of the needs of the City. Mr. Mullins stated that this preliminary
study would take about GO days.
Preliminary
AJution was made by Lanes and seconded by Davis that Lyda, Brock and Gold
Study
work with Mr. Mullins and Les fludson, and to authorize them to make a deal with
Mr. Mullins and Mr. Hudson. This study to be done at a cost to the City of
32,500.00, and if the W.H. Mullins firm carries the program through bond pro -

gram the $2,500.00 fee will he deducted from total cost. A study of the follow-
ing items is to be done by Mr. Hudson and Mr. Mullins:
1. hate study.

2. A system study.

3. Analyze needs of treatment and determine type and cost.
4. Study economic and financial studies.
Motion carried by unanimo'iis vote.
I.O.O. F. Mayor appointed [Tarry Gold, William It. Lanes, and A.F. Davis to work out
Bldg. a program with the Heritage Society in reference to the I.O.O.F. building to be
used by the Georgetown Area Library, and to see if the alley east of the build-
ing belongs to the I.O.O.F. building.
Library Report The following library report was submitted:

OCTOBER
Circulation for the month of October showed 535 which is 1.6 more than
September. The average daily circulation was 20 and we had 23 new card holders.
We had 15 books given to the Library during the month of October. Two of
these are on the best seller's list.
We ordered some new books from McClurg and we have gotten 30 of them in.
We have 4 more on order.
17 of these books are for the children's room and 10 for the Youth and 2
for the rental shelf.
One memorial book was given and money was given for the book THE WONDERFUL
WORLD OF HOIL5L5. This book is to be a memorial book also.
We are so proud of our new books and we have put jacket covers on them to
protect the covers and book.
Rita Archer is workin-a each afternoon after school for one hour and forty-
five minutes.
