The City Council met in regular session on the above date with
Mayor Jay C. Sloan presiding. The following Councilmen and officials
were present: William H. Panes, Doyle Lyda, Hubert 11. Brock, A. F.
Davis, harry Gold, Charles D. Eyeington - City Manager, Frank Massur,
Jesse Lozano - Fire Chief, Mrs. Baker, Drew Ballard, and firs. Glenda
Bruce.
Sales Minutes of regular council meeting held September 9, 1968 and
Tax September 23, 1968 were approved as presented with exception of Sales
Tax discussion, which should be changed to read, "Mayor discussed the
disposition of Sales Tax funds and -the possibility of building a
library and swimming pool."
The council agreed that the Chief of Police be authorized to
Parking Ticket issue warrants on parking tickets after the third ticket.
Warrants
Sirens Location of sirens for the fire department in north and south
parts of town was discussed. No action was taken.
Airport Manager Eyeington stated that Mr. Dickson of Texas Aeronautics
Re -surfacing Commission recommended Slurry Seal to be applied on runways at the
city airport:
Library Motion by Lanes and seconded by Gold that the city's annual
(Increase to payment to the library be increased to $5,000 in order to qualify for
,5,000) matching funds and a copy of the library budget was requested.
Citizens Adv. Mayor stated that he would appreciate suggestions from the council
Committee for persons to serve on the Citizens Advisory Committee.
Penalties Mayor read a letter from Wesleyan Home Inc. in regard to penalties
on bills paid after the 10th for months of August & September 1968.
The council stated that there would be no exceptions made.
Urban Renewal Mayor discussed G. Navarette and Nelhert Tanksley as to appointing
Board them to the Urban Renewal Board. No action was taken.
Mayor stated that there would be a called meeting of the council
on October 28, 1968 at 7:30.
There being no further business, on motion by Lanes and seconded
by Davis, meeting adjourned.

Motion by Lyda and harry Gold that General Fund bills in amount
of $1,552.28 and Utility Fund bills in amount of 529,133.93 be
approved and paid. Motion carried by unanimous vote.
kirs. Glenda (Jack) Bruce suggested that the council erect traffic

lights at 8th and Main Streets. Mayor stated that he would ask State

highway Dept. todo traffic survey at University Ave. and Church and
Center
also at Main and University. Traffic light on 15th Street that controls
Stripes
traffic at elementary school was discussed. Mayor suggested that
Chief Massur and City Manager Eyeington get the type of timer and acces-
sories for a traffic light to be installed at Main and 8th Streets and
Main and 7th Street. The Mayor questioned the amount it would take to
install a new traffic light on 15th Street that serves the elementary
school traffic. It was recommended that center stripes be painted in
all areas that have two hour parking.
Parks
• bars. Bruce stated that she thought we needed more and better
equipment in the San Gabriel Park for small children to play on.
Fire Chief Jesse Lozano discussed at length the need for a new
Fire Truck
pumper for the fire department. No action was taken.
