The following councilmen and Zoning & Planning members & officials were present: William H. Lanes, Harry Gold, Doyle Lyda, Hubert Brock, A. F. Davis; Zoning & Planning members present were: Sam Brady, Chairman; Elmo Heed, A. P. Prude and If. C. Carothers; and officials present were: City Manager Charles D. Eyeington, Assistant City Manager Claud Eads and City Attorney Joe B. McMaster. Also present were: Dr. Bryson with Williamson County Health Dept, Chamber of Commerce president Joe Crawford, Chamber of Commerce Manager George Gregg, Drew Ballard with K.G.T.N. Radio Station and Mre. Herbert Baker with Williamson County Sun Publish- ing Company. Minutes of the regular meeting of City Council were approved as presented. Motion by Gold and seconded by Brock that General Fund bills in the amount of $2,016.21 and Utility Fund bills in the amount of $23,801.13 be approved and paid. Motion carried by unanimous vote. Livestock Mayor read letter from Milton Cockrum about repairs the Livestock barns - Park Association has planned to do on the Livestock buildings in San Gab- riel Park. Manager Eyeington suggested that expense in repairing the barn be included in next year's budget. Contract The following is contract with Harold Parker to construct Sewer H. Parker Line on Country Club Road. Sewer Line C.C. Road THE STATE OF TEXAS COUNTY OF WILLIAMSON CONTRACT WHEId AS, the City of Georgetown, Williamson County, Texas, hereinafter called "City", and llarold Parker of Williamson County, Texas, hereinafter called "Builder", have entered into certain agree- ments providing for the construction of an extension to the present ' sewer system of said City and extending sewer service to certain res- idents of said City who presently are without such service; and, WHEREAS, the area to be serviced by such new sewer line is Lots 1 through 18, inclusive, Block "E", Country Club Acres, as reflected on Plat of record in Volume 4, Page 28, Plat Records of Williamson County, Texas; and, WHEREAS, said parties have agreed that the owners of the tracts, lots, and parcels of land lying and being located in the area to be serviced by said sewer line should contribute on a fair and equitable basis'toward the cost of constructing said sewer line: THE LEPORE, KNOW ALL MEN BY THESE PR.EswrS: That said City and Builder do hereby covenant and agree as follows: That'Auilder shall be paid for constructing the said sewer line Signed W. Motion by Gold and seconded by Eanes that amendment to the Zoning (Sexton-Suppliers,Inc.) Ordinance of the City of Georgetown be adopted. n Float Motion -by Gold and seconded by Eanes that City donate $300.00 to Chamber of Georgetown Chamber of Commerce to be applied on cost of Float to be used Commerce in parades. Motion carried by unanimous vote. Health Unit Dr. Bryson requested council to increase contributions to William- son County Health Unit 6600.00 per year. No action was taken. H. Henderson Manager Eyeington stated that Hay Henderson was not interested Valley St. in closing West end of Valley Street in north Georgetown. It is further agreed that no owner of any tract or parcel located in the area in question presently equipped with a septic tank shall be required by the City to connect to such sewer line. It is also further agreed by and between the parties hereto that said City shall exercise diligence in collecting said sums of money from the various owners of said property for delivery to Builder, but that payments made by said lot or tract owners after the date of this contract for delivery to Builder shall bear no interest. It is further agreed by and between said Builder and said City that City shall not be obligated or under duty to pay any de- ficiencies in payments to such Builder out of said City's funds. Moore TRE STATE OF TEXAS COUNTY OF WILLIAMSON Wli);}"S, the City of Georgetown, Texas, passed and adopted the 10th day of December, 1962, an ordinance providing for water and sewer line extension, andj urther providing that the said City of Georgetown, Texas, uay enter into contracts with subdividers for refunds on improvements of water and sewer lines made by them, and, WllULEAS , Leslie E. Moore, Trustee, has at his expense contracted to install a certain sewer main to serve Lots 1 through 18, }clock "e", in Country Club Acres, City of Georgetown, Texas, was $10,000.00 said sewer main consisting of eight (8) inch V.C. pipe and including manholes, said main extending along and parallel with the Southerly lines of Lots 1 through 18 in said !clock "E", of said Country Club Acres, all according to a map or plat thereof showing the number of feet of pipe, location of said line and manholes, etc. which plat is attached hereto and made a part hereof, and, WHEIU:AS, the said Leslie E. Moore, Trustee, has presented to the City Manager of Georgetown, Texas, in accordance with Section One, Subparagraph five of said Ordinance, the necessary information and figures regarding the installation of said main,.and it is necessary and desired that the said City and said developer enter into a contract for a refund to the developer for the cost of installation of said sewer main in accordance with the terms of said Ordinance. NOW THI:ILYURE, IN CONSIDERATION of the premises and of the installation of said sewer main by Leslie E. Moore, Trustee, in Country Club Acres, City of Georgetown, Texas, as shown on the map attached hereto, which said installation is expected to be completed, inspected and accepted by the City of Georgetown, Texas, acting by and through its duly authorized officers and officials agrees as follows: That following completion and acceptance of said sewer main the City of Georgetown, Texas, will refund and pay to the said Leslie E. Moore, Trustee, on or shortly after January 1, 1969, and on or shortly after the first day of January of each CZ 'Cr O C;3 U U 71 succeeding year thereafter for a period'of seven (7) years from the date of this contract 40 percent of the revenue received from the sewer connections for Lots 1 through'18, of said Block "E", Country Club Acres, unless and except that if 90 per cent of the original cost of said improvements is refunded from any and all sources prior to the end of said seven (7) years no further refund will be made. Said City of Georgetown, further agrees to furnish to said Leslie E. Moore, Trustee, an itemized account of the receipts from each sewer connection'or customer for the preceding 12 month period, at the time of payment of said refund. And it is further agreed that if commercial or residential devel- opment of property occurs on the opposite side of said sewer line, the City agrees to exercise diligence to negotiate a reasonable sewer connection fee as to each connectiooagRr x}o�te equal to one half ()er of the cost of said sewer line/to be collected and passed on to Leslie E. Moore, Trustee, all in conformity with existing statutes and ordinances. IN WITNESS WHEitEOF, the said Leslie E. Sloan, Mayor Zoning Ord Change Council agreed to arsend zoning ordinance eliminating the necessity of council meeting with zonin- board in joint meetin.-, as required by section 14.202 of said ordinance. The above contract was approved by the City Council of the City of Georgetown, Texas, in a regular meeting on the 8th day of July, 1968. New street City Manager reported on the status of the new street between Pine -San Jose San Jose and Pine Street stating that Nat Richarte was not interested in the $500.00 per lot offered by the city in a letter to Iticharte dated May 29, 1968. Mr. Richarte proposed that the city exchange a standard size lot for his property. After discussing this, Councilman Gold offered to negotiate with Richarte further. This was agreeable to the council. Water Council discussed the condition of our water and the possibilities Conditions of contacting specialists as to their opinion on what should be done. Mayor Sloan suggested that city have a comprehensive planning of the water beginning at the source of our water supply and carrying through our system, It was also suggested that the State Health Department be contacted to get their opinion on the matter. 2 - Hour Motion by Eanes and seconded by Davis that a 2 hour parking or - Parking dinance be adopted as prepared by city attorney to include the follow- ing: beginning at 8:00 AM to S PM except legal holidays; area to be covered to be defined by City Manager and Chief of Police. Fire Dept. Mayor read semi annual report of rural fire.alarms answered by Report Georgetown Fire Department. i Police Councilman Lyda recommended that the city furnish the local high - Radios for way patrol unit with used short wave radios that would be on the Highway city police frequency. The highway patrol could then monitor our Patrol calls and help the city police immediately, if needed. The city 72 manager was directed to look into this and see if radios could be provided. Urban Renewal Mr. E. C. True was appointed on Urban Renewal Board for a term Appointment of two (2) years commencing July 8, 1988. Mayor read Library report.
