February 12, 1968
The City Council met on the above date, Mayor Jay C. Sloan presiding.
The following* councilmen and offieails were present: lissbert 11. Brock,
Harry Gold, Doyle Lyda, William It. Hanes, Edward Lee Evans, City \tanager
Charles D. Eyeington, Assistant City Manager Claud Eads, City Electrical
Superintendent Claudie Mayo and City Attorney Joe 13. McMaster. Also
present were: Drew Ballard, John Cardwell and a group representing the
Woodnen of the i orld.
1'tilit.,y Fund bilis in the amount of -21,871.96 and General Fund bills
in the amount of $1,339.68 were presented. Motion by Evans and seennded
by Eanes that above bills be approved and paid. Motion carried by unani-
mous vote.
Minuies of regular city council meeting held on January 8, 1969
were approved as presented.
Electrical The following electrical survey proposal was presented to council:

Proposal PROPOSAL
The Engineer proposes to prepare an analysis of the existing- rate.
structure of the City of Georgetown, Texas and to recommend changes
therein as required to accomplish the purposes set forth by the City
of Georgetown.
Inelssded within said report will be an analysis of the various
Costs of providing electric service. lisin^ the calendar years of 1966
and 1967 as base years, the report Will include the changes in revenrses
from each class of customer that would have been realized had any rec-
ommended rate changes been in effect durin (r those years,
The City of Georgetown will furnish the Engineer with the following data:
(1) Summary of the niunber of residential customer's kilowntAliour
usage in steps for the years of 19616 and 1967.
(2) Summary of the number of small commercial customer's kilowatt-
hour usage in steps for the years of 10616 and 1967,
(3) Tabulation of the monthly kilowatt demand and kilowat.thours
of each customer ether than (1) and (`_').
(4) Tabulation of the monthly kilowatt demand and kilowatthours
for those small commercial customers for which it is available.
(5) Power bills by months for the pastten years.
(6) Copy of the present wholesale rate contract and the proposed
new wholesale rate contract..
(7) Annual audits or other materials that give electric system
operating costs and investments for at leastthe past. ton years.
(8) A statement from the City as to what any proposed new rate
structnres should do in terms of gross revenue to the City.
The Engineer proposes to develop his report to the City of Georgetown
prior to September 15, 1968.
The Engineer proposes to .prepare this study under either of two
schedules of fees. In accepting this proposal, the City shall select
whidh schedule is to be used.
Schedule 1:
A lump sum of $2,000.00, payable upon completion of the Engineer's
obligations.
Schede 1 e' 2:
(1) For the Engineer's time devoted to this study the Rum of
810.00 per hour, plus
(2) The Engineer's salary and wage expenses incurred by his em-
ployees for time devoted to this study, plus

(3) One hundred percent of (2) immediately above, plus
(4) Car mileage at the rate of 100 per mile, plus
(5) Out of pocket expenses of the Engineer, at cost.

Mayor suggested that. a study of the proposal be made by councilmen and
be taken up at next council meeting.
Eubank St. City blanager L•'yeington stated that survey by Bryant-Curington
Drainage Engineers on Eubank Street Drainage Project was not, completed and would
be presented to council when survey was completed by engineers.
Zoning !Motion by Eanes and seconded by Brock that New Zoning report and
Report maps be approved, subject to any legal chancCes that might be made by
City Attorney. Motion carried by unanimous vote.
W.O.W. Motion by Evans and seconded by Wold that lease anreement with
Lease Woodmen of the World for location of building on park road near the
old sewer plant house be approved. Motion carried by unanimous vote.
L11 E AGREEMENT
That, the City of Georgetown, Williamson County, Texas, hereinafter
called "Lessor", and J. IV. Buchanan, ,J. C. Tidwell and Tom I'etrosky,
Trustees, and their successors in office of Camp #37, 1Villimason County,
Texas, IVoodrien of the World Life Insurance Society, hereinafter called
"Lessee", have and do hereby enter into the a1reement of lease as follows:
1.
For and in consideration of the promises, covenants and conditions here-
inafter set forth, Lessor does hereby lease, demise and let, unto Lessee
all that certain tract and parcel of land described as follows:
BEING 0.94 acres of the N. Porter Survey, Abstract N. 497 In
Williamson County, Texas, surveyed on the ground by W. F. Forest
In .lanuary of 1968, and described by metes and bounds as follows:
BEGINNING ata power pole in the East line of the old
Granger (toad (College Street extended), S 41* 10' 1V 518 feet from
the S.W. corner of a tract conveyed by the City of Georgetown to
Don Scarbrough and upon which is erected the KGTN transmitter.
This pointalso stands S 13* 20' 1V 202 feet from the S corner of
the City's brick pumping* station house on the bank of the San
Gabriel Itiver;

in the Last line of the old Granger Road;

The term of this lease shall he for twenty (20) years commencing
January 1, 1968, and ending December 31, 1987. The consideration for
this lease, in addition to the covenant; and agreements herein appearing
shall be X1.00 per year. It is further agreed that Lessee shall have
an option to renew this lease at its termination for an additional
twenty (20) years.

It is further agreed that Lessee shall have the richt to remove
the building* to he placed on the property and that in the event of the

termination of this lease and a sale of the building by lessee then
Lessor shall have the first right of refusal to purchase said building.
Upnn the termination of this lease if Lessee desires to sell the bftilding
located on Lessor's property it is herehv agreed that before any such
sale shall take place Lessee shall first, notify lessor of the pending
sale and of the terms and Lessor shall have thirty (30) days within which
time to notify lessee of its intention to purchase sniff building' tinder
the same terms and conditions. After the lapse .of the sniff thirty day
period of time Lessee shall be free to sell the building to anyone
it so desires.
4.
It is understood and agreed that the property hereby leased is
a part. of the property held by the City for potential park purposes and
in the event the San Gabriel Park Expansion Program extends to take
in this property the Lessor may terminate this lease by giving Lessee
thirty (30) days notice. However, lessee shall have a reasonable time to
remove any and all huildintrs and structures from the presmises.
5.
It. is further agreed that. Lessee shall take good care of the prop-
erty and shall, at Lessee's own expense and cost, keep said premises
in good repair.

The term of this lease shall be for twenty (20) years commen-

for this lease, in addition to the covenants and agreements herein
appearing shall be $1.00 per year. It is further agreed that Lessee
shall have an option to renew this lease at its termination for art

the building to be placed on the property and that in the event of
the termination of this lease and a sale of the building by Levsee

After the lapse of the said thirty day period of time lessee shall be

and in the event the Sart Gabriel Park Expansion Program extends to
take in this property the Lessor may terminate this lease by giving
Lessee thirty (30) days notice. However, Lessee shall have a reasonable

5.
It is further agreed that lessee shall take good care of the
property and shall, at Lessee's own expense and cost, keep said
premises in good repair.

Lessee farther agrees not to assian this af!reement or underlet
the property on tiny basis whatsoever without the written consent
of Lessor.

Citizens The following letter from the Local Citizens Advisory Committee
Advisory was. read by the Mayor.

Dear Jay:
The Georgetown Citizens Advisory Committee met Thursday niRlht., Feb-
ruary 1, in what, has proved to be one of our most, profitable sessions.
While the attendance was small, the participation was active, and the
decisions were several.
Our basic topic was Qeorgetown utilities, as these relate to future
expansion, present needs, and lone range prospects for ant.icinated
population growth. But since our function is "advisory", we tend to
ramble, let our imagination loose, and think as creatively and con-
structively as pocyihle. Our general conclusion is that our City
Manager and Engineering Consultants have done a good ,job of meetin(-
our needs, and have projected soundly for the next decade or two.
Please convey this positive evaluation to the City Council for us.
In addition, we have these specific recommendations:
1. That the Utilities Department give serious consideration to under-
ground snpnly of wiring to new construction, with an eye to ,reneral
beautification.
2. That, as changes occur (remodeling, renovation, etc.) around the
square, we give serious consideration to moving* electric service from
the front to the rear of Lu►i ldings involved. By so doing, Costs can
be spread over the years, and related to specific 1rojects.
3. That the results of the "llome itule Committee now in the
files of the City Manager he reviewed to determine the approprint.Pness
of this action at the earliest possible advisable date. This came up
in connection with nuestions regarding the pros and cons of annexation
of outlaying properties, and our concern for proper zoning of same.

4. That serious, immediate consideration he given city purchase of the
Fletcher property adjoining the present City Hall complex and facing
on Austin Avenue, to secure future expansion ;pace for city facilities.
It was pointed out to its that a most favorable arrangement. can be
made. for such a purchase. '
At our next. meeting in April we will begin a more detaild study of
development of the North Gabriel Lake, in hopes that we can move
toward maximum economic development of this facility.
