December 11, 1967
The City Council met in regular session on the above date, Mayor
Jay C. Sloan presiding. The following Councilmen and officials were
present: William It. Lanes, harry Gold, Ilubert Brock, Doyle Lyda,
Edward Lee Evans, City Manager Charles Eyeington, Assistant City ',tanager
Claud Eads, City Attorney Joe B. McMaster and City Electrical Super-
intendent Claudie Mayo. Also present were: Les lludson.and G. W.
Curington with Bryant-Curington Engineers of Austin; Bill Erwin and
Sanders Letbetter with Southwestern States Telephone Company; John
Cardwell, Drew Ballard, Mrs. Anna Aiken, James A. ltehler, 0. A. Ullrich,
E. W. Keith, Mrs. Travis White, Mrs. dames A. ltehler, Marvin Jansen
and August Bosshard.
Minutes of the council meeting held November 13 and Called meeting
held November 14th were approved as presented. Motion by Lyda and
seconded by Gold that General Fund bills in the amount of $ 6,164.03
and Utility Fund bills in the amount of $ 15,771.33 be approved. Mo-
tion carried by unanimous vote.
Drainage
Drainage on 15th, 16th and 17th streets
were discussed.
Swimming
The following preliminary estimate was
presented by Mr. Hudson

Storm Sewer
City Manager C. D. Eyeington gave a progress report on the
Drainage
storm sewer project involving work on 17th,
Kith, 15th and Ilart Streets.
('this report was also a part of the monthly
managers report) Approval
of extending 30" east from the housing Authority to Austin Avenue was
tabled for the time being. Cost figure for
extending 6 x 6 box under
railroad at 15th will be presented to the council later.

Georgetown, Texas
Gentlemen:
The City committee appointed to represent the city council with
your Lodge, met with the full city council at a regular meeting
at 7:30 P.M. December 11, 1967, and reported to the council the
outcome of the committee meeting with members of your lodge on
December 6, 1967; and furthermore recommended that the council
accept the recommendations of the committee. The council did
accept the committee's recommendations and has authorized me to
list those recommendations for your examination. We assume you
will find these in keeping with our agreement, and if so we re-
spectfully ask that the agreement be forwarded to your Grand
Lodge, soliciting their approval of the plan, and asking that they
allow both the local lodge and the City to proceed to close this
matter at the earliest convenience.

Letter Our agreement in substance is as follows:
I.O.O.F.
(1) Lodge would deed without exception all property owned
by the lodge in and around Georgetown, Texas, consisting
of the following:
a. All cemetery lots in the New Addition, North Side
cemetery.
b. All cemetery lots in Old Addition, Old Cemetery Z-2
c. The Lone Star Gas Company Building
d. The Lease on the Gas Company Building
e. Old house'at the cemetery with approximately
three acres of land.
f. One Parking Lot at entrance to cemetery.
g. I.O.O.F. Building and land known as Davis Furniture
Company Building. '
h. Balance of Perpetual Care Fund.
(2) The City would pay $11,000.00 for these properties,
plus giving a contract to pay 60 monthly payments of
x$60.00 each, provided the x$11,000.00 would be used by the
Lodge to rebuild, refurbish, and refurnish the Woodmen
Building into a suitable I.O.O.F. Lodge hall at the
earliest reasonable time. It was also agreed that
should for any reason the local lodge cease to be
active that the $60.00 per month obligated by the city
to the lodge would cease in the event this was at any
time less than 60 months.
(3) The City would take over the operation of the cemetery
and maintain it in the usual general good manner that
it has been maintained by the Lodge.
(4) That the City would have the first purchase option of the
refurbished Woodmen Building in the event the Lodge
should cease to operate.
(5) City would clear all city taxes to (late on all proper-
ties being conveyed to the City.
I believe this covers the substance of our agreement at the
December 6, 1967 meeting, however if we have overlooked any item
I feel sure we can adjust it.
We respectfully request that you move to secure permission of the
Grand Lodge at your earliest opportunity, and that you may
wish to point out to them that the City's plans call for an
immediate move of our new, two year old library into the Davis
building. Time is of essence tb us on the library since it is
required to move right away, and several important items con-
cerning the library hang in balance pending a place to locate the
library.
Thank you very much for your many courtesies and your efforts in
attempting to help this matter come to a fair conclusion for all
parties involved. If we can be of further help, please let me
know and I can assure you, the Mayor, and the City Council will be
most cooperative.

The motion to accept proposal as listed in above letter was made
by Lanes and seconded by Brock. Motion carried by unanimous vote and
proposal was accepted.

Zoning Ord. Amendment to Zoning Ordinance of the City of Georgetown:
Amendment (Lot 112.1' x 60' in size, west of Sinclair Sta at 12th and
University Avenue.)
Motion by Lanes and seconded by Gold the above 'Zoning Ordinance
Amendment be approved. Ayes: Ennes, Gold, Brock, Lyda and Evans.
Noes: None. (See Ordinance Book II, Page 96.)
Library Mrs. Anna Aiken presented the following budget of the Georgetown
Budget Area Public Library to Council and asked for $5,000.00 to be paid
to the Library by City. No action was taken.
Budget Plan for Our Library:
When moving the Library to a new location, we need to consider changing
the budget to fit. There are three points to regard:
1) Higher cost of larger place
2 City Sales Tax allocation
3) Consideration for matching fund aid

Board funds are provided by our Library Friends.
The new budget asks the city to provide at least S5,000 per year in
order to qualify for government aid.
Drainage August Bosshard discussed at length the drainage problem at the
So Eubank end of Eubank street. Mayor stated that relief should be given to the
drainage problem in this area and asked the City Manager to get infor-
mation from Bryant-Curington as previously proposed by them.
Police Car Motion by Evans and seconded by Gold that Lyda, Frank Masur, Jr.
(Bids) and City Manager Eyeinrton get bids for Police car.
Community The following bids for acoustical ceiling in the Community Building
Building were presented by Councilman Gold:

Councilman Gold reported that his committee composed of Councilman
Lyda and City Manager Eyeington recommended awarding the contract to
the Acoustical Ceiling of Austin even though it was $106.00 higher than
the lowest bid because the committee was familiar with the work of

Community this firm and not of the new company which had the lowest bid.
Bldg Ceiling
'.â–ºlotion by Lyda and seconded by }crock that contract be let to
Acoustical Ceilings of Austin and recommended by committee. Motion
carried by unanimous vote.
Courthouse Mayor read a letter from Priester Supply in regard to lights
Dome for the Courthouse dome. The light fixtures were quoted at $44.85
Lighting per light and would need 10 lights to light the dome properly.
Claudie stated that the cost of installing the lights with city labor
would be about $1,500.00. The Mayor and City Manager are to meet
with the County Commissioners and suggest that the county pay for
fixtures and installation and city to furnish power at no expense
to County.
Library Mr. Fyeington stated that the Citizens advisory committee stated
that they were in favor of the city contributing $5,000.00 to the
Georgetown Area Public Library.
There being no further business, on motion by Lyda and seconded
by Brock meeting adjourned.
