HomeMy WebLinkAboutMIN 05.08.1967 CC-R19 May 8, 1967 The City Council met in regular session on the above date, Mayor Jay C. Sloan presiding. The following councilmen and officials were present: William R. Eanes, Harry L. Gold, Doyle Lyda, Edward L. Evans,, II.' Brock, City Manager Charles D. Eyeington, Assistant City Manager Claud Eads, Electri- cal Superintendent Claudie Mayo and City Attorney Joe B. McMaster. Also present were: Gilbert Bredthauer, Drew Ballard, John Cardwell, James A. Itehler and Bennie Draeger. Motion by Brock and seconded by Lyda that minutes of previous meeting be approved and General Fund bill in amount of $2,442.52 and Utility Fund bills in amount of $17,419.40 be paid. Motion carried by unanimous vote. I.O.O.F. Manager Eyeington reported on the meeting in Dallas Friday April 28, 1967 between Mayor Sloan, City Manager C. D. Eyeington, Grand Master Roanld Hughes, J. F. Ewing, Chairman of the Board of Trustees. It was the Grand Lodge's feeling that the best solution for the local lodge and City trade would be renovating the Woodmen Building. A meeting was held with the local lodge Friday May 5th at which time the Dallas report was given. The local lodge would proceed with bid opening on Davis Building as scheduled and also secure bids on remodeling the Woodmen Building. After a comparison of the bids the Mayor and City Manager would meet with the local lodge members. (lids I Ton Truck Bids were opened for One Ton Truck. Draeger Motor Company's bid was $2,089.81 Compton Motor's bid was 2,024.60 Motion by Lyda'and seconded by Eanes that Compton's bid of $2,024.60 be accepted. Motion carried by unanimous vote. Restrooms Dug -outs and restrooms for the hard ball field were discussed. Dug -outs The estimated cost of restrooms was $3,036.96 and dug -outs cost was $1,470.00. The Council suggested that above estimates.be discussed with Southwestern University and Georgetown Independent School District Officials and if agreeable to start building as soon as feasible. Glue Sniffing Glue Sniffing Ordinance was discussed - Ordinance was referred to Ordinance Joe McMaster, City Attorney, for examination. Swimming Pool Motion by Lyda and seconded by Brock that City lease Shell Pool at same price as last year. Motion carried by unanimous vote. Sheriff's Motion by Brock and seconded by Lyda that plans submitted to Posse council by Sheriff's Posse in reference to construction of horse stalls Stalls be approved as presented. Motion carried by unanimous vote Trash Motion by Evans and seconded by Brock that ordinance be passed. Burning Votes as follows: Ayes: Eanes, Gold, Lyda, Brock and Evans. Noes: None. Mayor declared ordinance passed. AN ORDINANCE REGULATING THE BU1LNING OF TILASII AND WASTE MATEILIALS WITHIN TIIE COIL- PO1tATE LIMITS OF THE CITY OF GEOILGETOWN, TEXAS; PROHIBITING THE BURNING OF TILASII Olt HASTE WITHIN THE SAID CITY; PRESCRIBING CONDITION'S UNDER WHICH TRASH AND WASTE MAY BE BU1LNNED WITHIN SAID CITY; PROVIDING PENALTIES FOIL VIOLATIONS; AND DECALRING AN I MIJtGENCY. RESOLUTION AUTHORIZING PUBLICATION OF TUE, INTE\T TO ENTER INTO A COOYEI ATION AGREFkffNT WITH THE HOUSING AUTHORITY OF THE CITY OF GE'.'ORGETOIVN, TEXAS BE IT RESOLVED BY THE COUNCIL OF TIR; CITY OF G1,;OIWI,.'TOIVN, T1F:XAS, AS follows: 1. The City Secretary/Clerk is hereby authorized and directed to 20 Housing give notice of the intention of the City of Georgetown, Texas, to enter Authority into a Cooperation Agreement with the housing Authority of the City of (Cont'd) Georgetown, Texas, by publishing a copy of said notice in WILLIANISON COUNTY SUN, which is the city's official designated newspaper. 2. -Notice shall be published twice on May 11, 1967 and on May 18, 1967. 3. Said Notice shall state that at the expiration of sixty days from the date of the first publication, the City shall consider the question of whether or not it will enter into a Cooperation Agreement with the (lousing Authority 4. The City Secretary/Clerk shall keep a copy of the Cooperation Agreement proposed available for inspection by the public at the office of the City Secretary/Clerk during usual business hours. 5. This Resolution shall take effect and be in force immediately upon its adoption. Mr. Lyda seconded the motion to adopt the Resolution as read and upon roll call the following vote was recorded: Ayes: Eanes, Gold, Brock, Lyda and Evans. Nays: None. Thereupon the'liesolution was declared duly passed and adopted. RESOLUTION APPROVING APPLICATION FOR PRELIMINARY LOAN FOR LOW -RENT PUBLIC HOUSING BE IT RESOLVED BY THE COUNCIL OF THE CITY OF GEORGETOWN, TIXAS, as follows: 1. It is the policy of this locality to eliminate substandard and other inadequate housing, to prevent the spread of slums and blight, and to realize as soon as feasible the goal of a decent home in a suitable environment for all of its citizens; and 2. Under the provisions of the United States Housing Act of 1937, as amended, the Public (lousing Administration is authorized to provide financial assistance to local housing agencies for undertaking and carry- ing out preliminary planning of low -rent housing projects that will assest in meeting this goal; and 3. The Act provides that there shall be local determination of need for low -rent housing to meet needs not being adequately met by private enterprise and that the Public ]lousing Administration shall not make any contract with a public housing agency for preliminary loans for surveys and planning in respect to any low -rent housing projects unless the governing body of the locality involved has by resolution approved the application of the public housing agency for such preliminary loan; and 4. The (lousing Authority of the City of Georgetown, Texas, is a pub- lic housing agency and is applying to the Public ]lousing Administration for a preliminary loan to cover costs of surveys and planninti'in connection with the development of low -rent housing: A. There exists in the City of Georgetown a need for such low -rent housing at rents within the means of low-income families: It. The application of the Housing Authority of the City of George=. town, Texas, to The Public Housing Administration for a pre- liminary loan in an amount not to exceed ;13,600 for surveys and planning in connection with low -rent housing projects of not to exceed 68 dwelling units is hereby approved. The above resolution was introduced by Mr. Brock who moved its adop- tion. Mr. Eanes seconded the motion to adopt, the Resolution as read and upon roll call the following vote was recorded: Ayes: Eanes, (;old, Brock, Lyda and Evans. Nays: None. (water) Motion by Evans and seconded by Brocli that resolution be accepted, when approved by City Attorney. Motion carried by unanimous vote.
