February 13, 1967
The City Council met in regular session on the above date, Mayor
Jay C. Sloan presiding. The following Councilmen and officials were
present: William H. Eanes, Edward Lee Evans, A. W. Hoyt, Jr., Doyle
Lyda, City Manager Charles D. Eyeington, Assistant City Manager Claud
Eads, Electrical Superintendent Claudie Mayo and City Attorney Joe B.
McMaster. Also present were: Drew Ballard with K.G.T.N. Radio Station,
Mrs. Herbert Baker with Williamson County Sun Publishing Co., James A.
Rehler, W. K. McClain, J. T. Bryant, J. B. Smith and Charles Carpenter.
Minutes of Council Meetings held January 3, 9, 16 and 21 were approv-
ed andpresented.
Motion by Evans and seconded by Eanes that General Fund bills
in the amount of $2,112.30 and Utility Fund bills in amount of
$14,879.09 be approved and paid. Motion carried.
Safety Motion by Lyda and seconded by Hoyt that the Mayor be authorized
Lighting to execute the following agreement with the Texas Highway Department.
Agreement Votes as follows: Ayes: Eanes, Hoyt, Lyda and Evans. Noes: None.
AGREEMENT FOR CONSTRUCTION AND/OIL MAINTINANCE
AND/Olt OPERATION OF SAFETY LIGHTING SYSTEM
WITHIN MUNICIPALITY.

Rates TO BE CHANGED FOIL SALES OF NATURAL GAS TO RESIDENTIAL AND
COMMERCIAL CONSUMERS WITIIIN THE CITY LIMITS OF GEORGE,TOIYN,
WILLIAMSON COUNTY, TEXAS, AND PROVIDING FOIL THE MANNER IN
WHICH SUCII ILATE MAY BE CHANGED, ADJUSTED AND AMENDED.
Motion by IIoyt and seconded by Lyda that Ordinance be passed to
its first reading. Votes as follows: Ayes: Eanes, Hoyt, Evans and
Lyda.
Ordinance was read in full. See Ordinance Book II, Page 63.
Electlical Tom Roland suggested that Council appoint an electrical board to
Board study and interpret Electrical Ordinances and suggest new ordinances as
it applies to Electrical contractors.
Mayor stated that he would appoint ah electrical board by the next
regular meeting of the council.
Airport Mayor suggested that airport lease agreement be drawn up with
Boutwell Jim Boutwell's Company and City. Contract to be similar to existing
contract with Jim Janetsky with changes as follows: City to retain
Tjllangars with exception of one hangar to be used by Janetsky for not
more than 6 months, Boutwell's company to purchase Janetsky's stock.
Motion by Hoyt and seconded by Eanes that contract be drawn up as
presented by Mayor. Motion carried.
Traffic City's request for traffic light at intersection of College and
Light University Avenue was denied by Texas Highway Department as their Traffic
survey indicated there was not enough traffic to warrant a light at
this point.

Resignation and City Council:
It is with deep regret that it becomes necessary that
am asking to be relieved of my duties as City Treasurer. I have
enjoyed working in this capacity with you and prior Mayors and
Councilmen. Thank you very much for all the nice courticies
extended me.

Mayor appointed Claud Eads City Treasurer to serve the unexpired
term created by Miss Byrom's resignation.
Urban Mayor appointed the following to serve on Urban Renewal Board of
Renewal
Commissioners for a two year term: James A. Rehler, Rodney Montgomery
and Frank Luksa.
Electric Electric Advertising program.was discussed. The cost of the ad -
Advertising vertising program would be $70.OQ per month. The council decided not

Scout Motion by Evans and seconded by Lyda that location of I3oy Scout Hut
Hut be approved. The Scout Hut to be located about 200 yards southwest of
the community building on west side of road leading to the Community
Center Building. Motion carried by unanimous vote.
Drain- City Manager C. D. Eyeington explained the drainage system on 16th,
age 17th - Hart and Forest Streets with emphasis on the problem that would
Problem be presented upon the completion of the !lousing Authority drainage work
on site "C". Using the Plan and Profile sheet #9 from Bryant-Curington,
"Street Paving Curb and Gutter and Drainage Improvement 1966 Program"
the total drainage problem from 12th to Greenway's and from Main Street
to the 1Zailroad was reviewed. The area around site "C" was broken down
into various jobs, with cost figures determined from a bid submitted
by Richard Miller 6f Austin, a contractor for the Housing Authority
drainage system.
After discussing the problem the council directed the manager to
install the 285 feet of 30 inch tile on 17th Street from Housing property
line west to connect with open ditch on Forest and to lower ditch on
Curl Doering property to a sufficient depth to handle the flow coming
from the Authority's 5 x 5 box.
Mayor suggested that Mr. Wood with Highway Department be contacted
to try to get assistance in correcting drainage problem on Austin Avenue
at 16th & 17th Streets.
