GEORGETOWN, TEXAS
OCTOBER 12, 1964
The City Council met in regular session on the above date, Mayor R. S.Elliott
presiding. The following Aldermen and Officials were present, Kennie Wilcox, Jr,
Doyle Lyda, Edward L. Evans, A. W. Hoyt, Jr., E. P. Miles, Lee C. Black, City
Manager, Claud Eads, City Secretary, Fred Knauth, C. S.Sanders, Tax Assessor &
6ollector, Joe B. McMaster, City Attorney, Kyle Orsman, Chief of Police, Others
present were, Jay Sloan, President of Citizens State Bank, Joe Laughlin, R. F. B.
Morse, Manager Georgetown Savings & Loan, W. C. Shell, Judith Manly, with William-
son County Sun, Drew Ballard, with K G T N Radio.
Manager Black read minutes of meeting held September 14, 1964. Minutes were
approved as read. Manager Black read reports for the month of September and
presented General Fund bills in the amount of $1,008.79. Motion by Miles and
seconded by Hoyt that reports be accepted and Gendral Fund bills paid. Motion
carried.
AN ORDINANCE PROVIDING FOR A $250.00 ARSON REWARD TO BE PAID BY THE CITY OF
GEORGETOWN, TEXAS.
First ReSL . Motion by Evans and seconded by Lyda that Ordinance be passed to
it's first reading. Ordinance was read in full. Votes as follows: AYES, Wilcox,
Lyda, Evans, Hoyt, Miles. NOES, None.
SECOND READING. Motion by Miles and seconded by Wilcox that Ordinance contains
the emergency clause and that usual rules Sor passing of the Ordinance be
suspended and the Ordinance be read by Caption hereafter. Votes as follows: AYES,
Wilcox, Lyda, Evans, Hoyt, Miles. NOES, None.
THIRD READING. Motion by Lyda and seconded by Hoyt that Ordinance be read by
Caption thirdland final reading. Votes as follows: AYES, Wilcox, Lyda, Evans,
Hoyt, Miles. NOES, None. Mayor declared Ordinance passed. See Ordiance Book

Man er Black was authorized to secrue bids on a new 1965 police car.
Mayor suggested that Manager Black, Jesse Lozano, Fire Chief, Clifford Gustafson,
Asst. Fire Chief, Leonard McLaughlin, Fire Marshall, present specifications for
a 750 gallon pumper fire truck to the Council at a later date.
RESOLUTION GRANTING AN EXTENSION TO THE NATIONAL UTILITIES AND CABLE CORP.
Motion by Evans and seconded by Hoyt that above resolution by adopted. Motion
carried by unaminous vote. See Ordiance Book Page 3 Y7 -3d d.
RESOLUTION BY GEORGETOWN CHAMBER OF COMMERCE in reference to downtown parking.
Mayor suggested that Idanage Black and Chief of Police Oreman study the proposed
Resolution and report back to the Council.
W. C. Shell objected to the building of a fence on the Edwards Park adjoining
the American Legion Hall. Council ordered a fence to be erected around the park
property.
State Water Pollution Board letter and hearing date was read and notice of hearing'
on October 29th, in Austin, Texas, regarding sewer treating plant operation.
RESBLUTION - BRAZOS POWER.
Motion by Wilcoxn and seconded by Evans that above Resolution by adopted. Motion
carried by unaminous vote. See Ordinance Book page
Bids were opended on a 1965 model car to replace office car. The following bids
were received: Draeger Motor Co. 1965, Customi500 Fordor Sedan, $1,775.00,
Compton Motors, 1965 Delair 4 -door Sedan, $1,992.27; Georgetown Auto Sales, 1965
Catalina 4 door Sedan, $2,210.00. Motion by Wilcox and seconded by Lyda that
the lowest bid be accepted which was bid made by Draeger Motor in amount of
$1,775.00. Motion carried by unaminous vote.
Motion by Miles and seconded by Evans that City Police escort School buses to t
the Dallas Fair on October 18, 1964. Motion carried by unaminous vote.
AN ORDINANCE ANNEXING THE HEREINAFTER DESCRIBED TERRITORY TO THE CITY OF GEORGETOWN
WILLIAMSON COUNTY, TEXAS, AND EXTEBDING THE BOUNDARY LIMITS OF SAID CITY SO AS TO
INCLUDE SAID HEREINAFTER DESCRIBEDPROPERTY WITHIN THE CITY LIMITS, AND GRANTING TO
SAID TERRITORY AND TO ALL INHABITANTS, PRESENT AND FUTURE, OF SAID PROPERTY ALL OF
THE RIGHTS AND PRIVILEGES OF OTHER CITIZENS AND BINDING SAID INHABITANTS BY ALL THE
ACTS AND ORDIANNCES OF SAID CITY, AND CONTAINING EMERGENCY CLAUSE:
Motion by Evans and seconded by Hoyt that Ordinance be passed to it's first reading
Ordinance was read in full. Votes as follows: AYES, Wilcox, Lyda, Evans, Hout, Miles.
NOES, None
SECOND READING. Motion by Hoyt and seconded by Miles that Ordinance contains the
emergency clause and that usual rules for passing be suspended and Ordinance be read
by Caption 1k hereafter. Votes as follows. AYES, Wilcos, Lyda, Evans, Hoyt, Biles.
NOES, None
THIRD READING. Motion by Lyda and seconded by Hoyt that Ordinance be 'read by
Caption third and final reading. Votes as Soll♦ws. AYES, Wilcox, Lyda, Evans, Hoyt,
Miles, NOES, None. Mayor declared Ordinance passed. See Ordinance Book
PA04DMENT TO THE ZONING ORDINANCE OF THE CITY OF GEORGETOWN, TEXAS.
Motion by Hoyt and seconded by Lyda that above amendmentrlbo the Zoning Ordinance
be approved. Motion carried . See Ordinance Book Page 385-386 .
Employees Insurance was discussed and action deferred to next meeting.
There being no further business on motion by Miles and seconded by Hoyt meeting
adjourn.
