October 14, 1963
The City Council meet in regular session on the above date, Mayor
R. S. Elliott presiding. The following Alderman and officals were present.
Keanie Wilcox, Jr, Doyle Lyda, Edward Lee Evans, E. P. Miles, A. W. Hoyt, Jr.
Lee C. Black, City Manager, Claud Eads, City Secretary, Dan Dowda, Chief of
Police, Leonard McLaughlin, Fire Marshall, Angus Wyatt, Electric & Plumbing
Inspector, Fred Knauth, Joe B. McMaster, City Attorney, Jimmy Landry, with
KGTN radio, Tony Proffitt, reporter with the American Statesman.
Manager Black read minutes of regular meeting held September 9, 1963
and called meeting held September 19, 1963.
Manager Black read reports for the month of September and submitted
General Fund bills in the amount of $1,046.60 for approtal. Motion by
Wilcox and seconded by Miles that reports be acceptod and bills paid.
Motion carried by unanimous vote.
Mayor Elliott appointed committee of Evans & Hoyt to canvass the
returns for the Bond Blection held on 14th day of September, 19bl.

Mayor stated thatboth bond elections failed.
ME,yor requested thatCity Police make a canvass of the City -at each
intersection and cross street for shrubs and trees that obstruct drivers
view with tie names and addresses of each person where obstructions exist.
Mayor requested that the City Police report their finding to th.e City Council
at their next regular meeting.
THIRD READINGe On motion by Hoyt and seconded by Evans that Pliumbing 00dinance
be read by caption. Caption was read by Manager Black.

Noes, None. Mayor Elliott declared Ordinance passed. See Ordinance

Manager Black stated that he hdd discussed parking of high-school
oars on College Street on East side of Highschool and also parking on West
side of Ash Street West of highschool.
Motion by Evans and seconded by Miles that3kanager Black be authorized
to spend 1500.00 for Christmas decorations. Motion carred by unaminous vote.
Motion by Evans and seconded by Hoyt that ManagerBlack secure bids
on a new dump truck. Motion carried by unaminous vote.
Council authorized a letter by written to W, 0, Fletcher, thanking
him for the cool cushions given to the Council by Mr. Fletcher.
There by no further business, on motion by Wilcox and seconded by Hoyt,
meeting adjourned.
