HomeMy WebLinkAboutORD 2018-54 - Airport Master PlanORDINANCE NO. a 0 % - 5� An Ordinance of the City Council of the City of Georgetown, Texas, amending the 2030 Comprehensive Plan: Airport Master Plan in accordance with Chapter 1.08 of the Georgetown City Charter and Functional Elements Thereof and amending Section 1.12: Georgetown Comprehensive Plan of the Code of Ordinances; repealing conflicting ordinances and resolutions; including a severability clause; and establishing an effective date. WHERAS, the City Charter of the City of Georgetown was amended by vote of the people in April 1986 such that comprehensive planning was established as a continuous and ongoing governmental functions; and WHEREAS, on February 26, 2008, Ordinance Number 2008-07 did amend Section 1.12 Georgetown Comprehensive Plan in the Code of Ordinance of the City of Georgetown, defining the 2030 Comprehensive Plan and elements adopted thereof; and WHEREAS, the revised Airport Master Plan was completed with several opportunities for public input, including open meetings of the Planning Advisory Committee, a design charrette to illustrate visions of Airport, and public workshops; and WHEREAS, the revised Airport Master Plan is being undertaken to evaluate Georgetown Municipal Airport's capabilities and role; to forecast future aviation demands; and to plan for the timely development of improved or new facilities that may be required to meet that demand; and WHEREAS, the revised Airport Master Plan ultimate goal is to provide systematic guidelines for the Airport's overall maintenance, development, and operation; and WHEREAS, the Planning and Zoning Commission did hold a Public Hearing on the revised Airport Master Plan on August 21, 2018, and upon completion of the Public Hearing voted unanimously to recommend its approval as a 2030 Comprehensive Plan element; and WHEREAS, the City Council did hold one Public Hearing on the revised Airport Master Plan on August 28, 2018 and upon completion of the second reading of the ordinance voted unanimously to approve the Airport Master Plan as a 2030 Comprehensive Plan element on September 11, 2018. Ordinance Number: vZ01 "�J Page 1 of 3 Description: Airport Master Plan Date Approved: 9-11-2018 NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GEORGETOWN, TEXAS, THAT: SECTION 1. The facts and recitations contained in the preamble of this ordinance are hereby found and declared to be true and correct, and are incorporated by reference herein and expressly made a part hereof, as if copied verbatim. The City Council hereby finds that this ordinance implements the 2030 Plan Framework of the 2030 Comprehensive Plan. SECTION 2: Section 1.12.50, Functional Airport Plan Adopted, of the Code of Ordinances of the City of Georgetown is hereby amended to read as follows: Sec. 1.12.050. Functional airport plan adopted. In accordance with Chapter 1.08, Subsection 2 of the Georgetown City Charter, the City Council of the City of Georgetown has adopted that certain document entitled the "Airport Master Plan" for the purpose of directing the City Council, staff, and/or commissions in rendering actions and resolutions relating to the utilization of public property within the Airport. This document is dated September 11, 2018, and may be amended from time to time. Editor's note: Copies of the "2030 Comprehensive Plan: Airport Master Plan " are available in both the office of the City Secretary, the Georgetown Airport and the Planning Department office as well as posted online at 2030.Georgetown.org SECTION 3. The 2030 Comprehensive Plan: Airport Master Plan shall be implemented in accordance with the Administrative procedures of the 2030 Comprehensive Plan, consistent with state law and Unified Development Code notification and procedures. SECTION 4. All ordinances and resolutions, or parts of ordinances and resolutions, in conflict with this Ordinance are hereby repealed, and are no longer of any force and effect. SECTION 5. If any provision of this ordinance or application thereof to any person or circumstance shall be held invalid, such invalidity shall not affect the other provisions, or application thereof, of this ordinance which can be given effect without the invalid provision or application, and to this end the provisions of this ordinance are hereby declared to be severable. SECTION 6. This ordinance shall become effective in accordance with the provisions of the Charter of the City of Georgetown. PASSED AND APPROVED on First Reading on 28th day of August 2018.
