October S. 1962.
The City Council met in regular session, Mryor R. S. Elliott
presiding. The following hlderman and Officials being present, Kennie
+ilcox, Jr., A. I,. Hoyt, Jr., E. P. Miles, Edward Lee Evans, Doyle Lyda,
Lee C. Black, City Lanager, Claud Fads, City Secretary, Fred Knauth,
C. S. Sanders, City Tax Assessor & Collector, Lenard McLaughlin, Fire
Yarshe.11, Dan Dowda, Chief of Police, W. K. McClain, City Attorney,
L. G. Glover, General Superintendent. Others present were from the press,
Mrs. Otis Person and Diss L",artha Bowmer.
City '„anager Black rebd munutes of regular meeting held Sept. 10th,
and minutes of called meeting held Sept. 24th. Poth were approved as read.
Manager Black read reports for month of Sept. and submitted General
Fund bills in the amount of $680.27 for approval. Motion F'y Kennie Wilcox,Jr.
and seconded by Doyle Lyda that reports be accepted and bills be paid. ':.otion
carried by unanimous vote.
N -7r. Black stated to the Council that 1?r. Scarbrough has notified
him that he wished to exercise his option and to lease the land as suthorized
by the City Council on Sept. 19, 1960 and as amended on 7.1arch 12, 1962.
1.r. iTeClain the City Attorney stated that he had discussed the matter with
Lir. Scarbrough and that he hay? written MIr. Scarbrouuh a letter dated Cct.3,
1962. 1r. 14'cClain stated that he had requested Mr. Scarbrough to have
his attorney examine the lease and if 1t1r. ycarbrough's attorney was satisfied
with the term.and legality of the lease that the City would execute the same
to him, 11r. McClain stated he had prepared a lease and had forwarded a
copy to tir. Scarbrough for his inspection, and approval by the attorney of
Yr. Scarhrou-h.
Motion by ?:dward Lee Evans and seconded by E. P. Tales that 1!ana.ger
Black execute ]ease agreement with J. C. Labenski for one year on land
located on South San Gabriel river. ',lotion carried by unanimous vote.
Yotion was made by Edward Lee Evans and seconded by A. I,. Hoyt,Jr.,
that the 11a.yor appoint a charter committee with the authority to proceed
with th4 formation of a charter for the City of Georgetown, Texas as a
HO'''E RULE CITY. Motion passed b;; a unanimous vote.
The Mayor requested that each council member submit to him 15
names of men who they thou -ht would be qualified to serve on this committee
and that he would select from the names submitted the charter committee of
15 persons.
Council discussed hazards of Butane trucks being parked on streets
in residential sections of town. Alderman Evans suggested handling and
parkin- of Butane trucks be investigated as to the regulations of this type
of equipment.

Motion by A. "T- ?;o;{t, Jr, and seconded by E. P. P.Iiles that
Ordinance be read in full on first reading and roll call as follows, Ayes-
'rilcox, Lyda, ,Files, Hoyt, Evans,- Noes- hone.
Ordina::co was read in full.
There being no further business, on notion by '0ilcox and seconded
by Miles that meeting adjourn.
