Elliott, Alderman, Edward Lee Evans, Doyle Lyda, Kennie Wilcox, Jr., A. W. Hout, Jr., City Manager Lee C. Black, Assistant City Manager Charles Norwood, Claud Eads, City Secretary, W.K.McClaino City Attorney , Dan Dowda, Chief of Police, Claudie Mayo, Electric Supt. Also present at the meeting were, James Janetsky Airport Manager, Jim Boutwell,, Don Duvall. Aubrey Nobles, Don Scarbrough, Rodney Montgomery, Calvin Marshall, Charles Brown, Doyle Stone, James A. Wuneek. Mayor R. S. Elliott read letter from H. B. Fox of Taylor suggesting that the City Council adopt Resolution to construct Dams upstream on San Gabriel River. RESOLUTION MEMORANDUMS Res Meeting on Aprol 10, 1962, Williamson County Courthouse, Georgetown, Texas. TOs Governor Price Daniel and Texas Water Commission SUBJECTS Public Hearing On U. S. Army Engineers' Recommendation on Laneport and San Gabriel Dam Project , April 30, 1962, at 2130 P.m. , State Office Building, Austin, Texas. Pursuant to the Governor's suggestion at a meeting with him on February 16, when a group of citizens of Williamson County informally met in his for the purpose of discussing the final approval or disapproval by the Governor of the U. S. Army Engineers Corps' recoTmiendation as to the location and construction of a series of dams recommended for water conservation and flood control in the San Gabriel watershed, and the Committee has since been advised that this hearing and others have been notified by the Texas Water Commission that such a meeting will be held for the purpose above stated. Therefore, a Comittee of Citizens of Williamson County interested in this project met on April 10, 1962, in the Courthouse of Williamson County to discuss the Army Engineers' recommendation and to recommend a proposal to be sub- stituted for the original recommendation of the Army Engineers. The following proposal was unanimouely approved and adopted by the Citizens Group in this meetings f WE PORPOSE AND STRONGLY RECOMMEND, IN LIEU OF THE ARMY ENGINEERS' RECOT�AMENDATION, THAT THT TWO DAIIS, ONE ON THE NORNT FORK AND ONE ON THE SOUTH FORK OF Ti E SAN GABRIEL RIVERS ABOVE GEORGMOINX BE BUILT, AND UP STREAM FLOOD PROTECTION DAMS BE BUILT ON TITS TRIBUTARIES OF THE SAN GABRIEL RIVER, AND LATFR, IF DEFhTD TO BE N7CESSARY, AN ADEQUATE CAM BE BUILT AT LANEPORT. IT IS FELT THAT THE WELFARE OF THE CITICENS AND THE PROTECTION OF THEIR PROPERTY IN WILLIAMSON COUNTY SHOULD BE PROVIDED DITH FLOOD PROTECTION AND TN E BENEFITS OF WATER CONSERVATION, IN THE SAME DEGREE AS THESE BENEFITS ARE AFFORDED TO THE CITIZENS OF THE COUNTIES BELOW WILLIAMSON COUNTY IN THE BRAZOS RIVER WATERSHED. Stone, County Judge, as the Chairman of the Citizens Group at the meeting of April 10, and directed him to present this proposal and recommendation to the Governor and Texas Water Commission on April 30,1962. STORE, Nairman Citizens Committee Motion by Edward Lee Evans and seconded by A. W. Hoyt, Jr. That resolution be adopted. Motion carried by unanious vote. Mayor Elliott stated that he would try to attend Water meeting in reference to con- struction ofdams to be held 4/30 in Austin , Alderman Lyda would also attend. Calvin Marshall stated that the estimated cost of lighting baseball field at the San Gabriel Park would cost about 112,000.00. Claudie Mayo stated that he and Manager Black had gotten an estimated cost of about $15,000.00 for baseball field of same specifications. Mayor Elliott suggested that baseball committee secure more information about lighting field and also to try to secure more money for project. Manager Black stated there was quite a bit of diversity in the electric load at the park and that a new primary line is to be built to park that. would take care of 10 year period of expansion which would cost from 8,000 to 10,000. Mayor Elliott stated that City would get construction for extra power line in about 30 days. Mayor stated that he did not think it would be possible to construct baseball field this year dut to the cost of the construction of this type ball field. Motion by Edward Lee Evans and seconded by Doyle Lyda that Mayor Elliott execute contract with Champion Distributing Corporation to operate Flying School, Agricultrial Flying Service, rent chartered planes, sales of new and used airplanes, parts and accessories there would net be any gasoline 268 equipment or sales in their operation and no mechanic. Motion carried by unanimous vote. Council discussed location of Boy Scout Hut for Troop 153 in park and also feasibility of locating the but at present American Legion ->�x ground in City of Georgetown. The size of but will be Uc30 feet. No action was taken on the matter. Mayor appointed A. W. Hoyt, Jr., and Doyle Lyda to serve on Recreation Board. Mayor appointed the following for two year tenure. C. S. Sanders, City Tax Collector Estella Byrom, City Treasurer Lee Co Black, City Manager Appointment for one year tenures Edward Lee Evans, Mayor Pro.Tem, Dr. Douglas Benold, City Health Officer Lenard McLaughlin, Fire Marshall 1Y. Ke McClain, Attorney for City Claud Eads, City Secretary. Motion by Wilcox and seconded by A. W. Hoyt, Jr., that appointments be apporved. Motion carried by unanimous vote. Mayor suggested that Manager Black and Alderman Evans strengthen third paragraph of personell policy which deals with payment of City employees bills. Manager Black stated that he did not want to get in- volved in matter that he would be a collecting agency. It was suggested that a credit report on each employee might strengthen the policy of employees paying bills, Mayor stated that Rev. Lor'fing : President of Council of Churches and wished to thank the City employees for the efficient manner in which arrangements were handled for Easter Services held in Community Building on Easter Morning. Motion by A. W. Hoyt, Jr, and seconded by Edward Lee F.vans that following charges be made for use of Community Building. Family Reunions $25.00 Social Functions 25.00 Service Clubs 15.00 Churches 15.00 Business Concerns 15.00 No charge for use Sheriff: Possee Chamber of Commerce Schools Bands 4-H Clubs Scouts Motion carried by unanimous vote. City Attorney was instructed to look into the matter of whether the City or U. S. Post Office has authority to assign house numbers. Thre being no further business on motion by A. W.
