Forbes, Alderman, Floyd Engvall, Floyd Jones, kennie Wilcox, Jr. A. W. Hoyt, Jr, City Manager, Lee Co Black, Charles Norwood, Assistant Manager, Claud Eads, City Secretary, Dan Dowda, Chief of Police, Lenard McLaughlin , Fire Marshall, W. K. McClain, City Attorney, Co S. Sanders, City Tax Collector, Also present at the meeting were Mr. & Mrs. R. S. Elliott, Mrs.& Mrs, Doyle Lyda, Mr. & Mrs. Edward Lee Evans, W. Co Shell, Wallace Evans, Louis Klepao. Manager Black read minutes of regular meeting held on March, 12th, 1962, Called meeting held,_�on March 17th, 1962 and also called meeting held on March 23rd, 1962. Motion by Floyd Jones and seconded by A. W. Hoyt,Jr, that above minutes be approved. Manager Black read reports for the month of March and submitted General Fund Bills in amount of $658.44 for approval. Motion by A. w. Hoyt, Jr, and seconded by Kennis Wilcox, Jr. reports be accepted and bills be paid. Louis Klepao requested that llth,street between Rock & Timber be gradod. Council assured Mr. Klepao that this would be done as soon as possible. Mayor Co A. Forbes made the following report to council of his meeting with Wesleyan Home Board. Mayor Forbes reported that in accord with the order from the council he met with the board of directors of Wesleyan Homes at lls00 A. M. on March 30 and presented the opinion and action of the City council to wits "Inasmuch as paving had been done in Georgetown, originally, only 25 feet were used out of a 60• right of way dedicated street, as are most all of the streets in the original city plat". "At times, in recent years, when alterations are made involving streets it has been the City's policy to widen the existing 251 paved areas!:. "This is the policy we intends, following on Church Street where the Wesleyan Home is being constructed". "Inasmuch as your serious objection has arisen from the attempted continuation of this policy, the City Council has advised me to relay the following message to you". "If after hearing this ex- planation, in the wisdom of your judgement you determine that you do not wish to cooperate with us in this policy, we will allow the street to remain its present width and when you discern that the widening of the street is necessary it will be done at the expense of the Wesleyan Home", fIt is also the judgement of the Council that when this proposal is made and should you elect to allow the street to remain at its present width, a grave error is being committed in the 262 handling of traffic on Church street in a safe and orderly manner for the citizens of Georgetown". It was eoplained that 12' woulc come off the East bide of the street, making Church Street a 37' street. The cause of the variance in the location of the paved area in this block of Church street was explained as a compromise at thb time of paving inasmuch as Church street south of.12th street came into this area at an angle and was offset. This was done in an effort to more nearly align the street on both sides of 12th. To make the.West . side of Church similiar to the East side after the modification it would be necessary to remove only 31 from tie West side and it seemed most unwise for the City to spend the necessary money to gain only three feet at this time# but that even this would be done if it would satisfy the Wesleyan Homes Board. After several questions the Chairman of the Board, Mr. Young, stated the Board had many things to consider and could not spend more time on this subject at this tiros, after which statement Mr. Black and Mr. Forbes took their leave. Forbes Georgetown, Texas Dear Mayor Forbest This letter is to formally express to you and through you to the City of Georgetown the appreciation of the Board of Wesleyan Homes, Inc. for your interest in the welfare of the Home and the community. Also, to thank you for appearing at our Board meeting on march 30th to inform the Board of the attitude of the City Council as it affects the approach to our building due to the proposed widening of Church Street. Later in the Board proceedings it was possible to devote more time to discussion of this proposal , and after careful evaluation by various members of the Board, the minutes reflect that after proper motion and second, the Board voted to (1) respectfully decline the offer of the City for widening Church Street as proposed at this time, and (2) at such time as the City of Georgetown shall propose a plan for the widen- ing of Church Street from Twelfth northward to Eighth Street, this Board will be anxious to cooperate with the program. 263 The Board regrets that they cannot completely concur in the ourront proposal but mould lime you to know that in any future planned im- provements on properties owned by Wesleyan Homes, they would welcome an opportunity to enter into a planning procedure with the City prior to the beginning of construction. RESOLUTION AUTHORIZING THE MAYOR TO EXECUTE AND DELIVER A CORRECTION DrED TO FANNIE HARRIS THAT PORTION OF THE AIRPORT TRACT OF LAND LYING ON THE EAST OLD GEORGETOWN FLORENCE ROAD. See Ordinance Book Pages 226-227. On motion by Kennie Wilcox, Jr., and seconded by Floyd Jones the above resolution was adopted by unamious vote. Mayor appointed committee of Floyd Jones and Wilcox to canvass returns of City election held April 3, 1962 to elect two Aldermen and Mayor. TO HONORABLE C. A. FORBES, MAYOR Vie your committee appointed to canvass the returns of The City Election held April 3, 1962 to elect two Aldermen and Mayor for the ensuing two years report as followsp For Mayor J. H. Jones Kennie Wilcox, Jr. Mayor Co A. Forbes administered oath of office to the elected Mayor and Two Aldermen.individually. 264 There being no further business on motion by Councilman Hoyt and seconded by Wilcox that meeting adjourn.
