Atkin presiding, the following were presents Aldermen, J. H. Compton, E. R. Fredericson, Ralph Freund, Kennie Tilcox, Jr., A. C. Woodfin. Officials: Lee C. Black, city msnager; H. A. Partain, assistant manager; IT, H. Nunn, attorney; C. S. Sanders, assessor -collector; A. P. Pickle, chief of police;mM. L. Cates, secretary. There being present a delegation from PTA and other civic organizations composed of Roy Huckabee, Rev Carroll Thompson& ReubenBiggs, and Mes- dames Bill Lotty Wallace Evans NddDick Cervenka, the Mayor decided to bear the purpose of their presence before the regular_ routine of busi- ness, in case some of the delegation could not remain through' the session, to which they were invited. Rev. Thompson explained that the building of side walks on Church Street from 15th'to laurel streets would eliminate an`existing hazard to many children goin* to the to the Elementary school. After discusion the council decided.that the city manager would immediately start a survey, estimate the cost of such project and cooperate in ever way in which the committee may make plans for continuance of their efforts to get the walks built. It was a pleasure of the Council that this delegation remained to hear the annual report of City Manager Lee Black which follows: "TO THE HONORABTA MAYOR AVD CITY COTNCIL, CITY OF GHORGESTOTNq TEXAS. "Gentlemen: I want to report to you for the year 1955 -56 -ending August' 31st. To would like to list by departments some of the accomplishments that were obtained in the year just passed. "Eldctrte' Departments Installed 38 poles, hunk 13 new transformers$ built transformer vault at the County Courthouse and built 3 other transformer banks, renewed 643 street lamps. "Water DepartUe:et: Laid 3691 ft, water mains,'repaired 21 main line leaks 135 meter leaks and repaired 59 BO meters, Installed 4 new fire hy- drants. "Sewer Department; Hauled and placed on the streets59580 yards of gravel, 1,142 loads of brush was hauled. Completed sidewalks and drives on 12th Street. "Garbage Departmentst Fogged the town 7 timesp sprayed alleys 20 times and hauled 69 313000 pounds of garbage. "A new fence was built at the Auction Barn and all trees out on the north side. Roof at the San Gabriel Center Building to make it last and seal out the water. "Well at the Airport was cleaned out and dug 50 feet deeper to get a better water supply. "New Garbage Truck was purchased to replace the old truck. "A great deal of time and detail study has been made on our water prob- lem. Mr. Guyton, a specialist on underground water, was employed and a chart of the wells was made surroundin¢the city in a five -mile radius. Weekly readings have been kept to determine the water tables. Also daily checks on our present wells, keeping the pumping and static levels of the water tables. Studiee:arecbethg made to find more water and also the building of dams for surface reservoirs. This answer must be determined in the near future. "Anew Fire Truck was bought and placed into service to answer rural fires and will be used in the City. We ar8 enjoying the full credit of 27¢ in our Key Rate. This israccomplished by low fire record losses and by.�having three men attend the Fireman's Training School at A&M College. "I would like to recommend to you some major thinJ18 to accomplish this coming years "1st. Know that we have plenty of water in our present supply and locate another supply for supplement and standby water. (next page) 157 "2. Build an 8" mainfrom the present overhead tower to the Hutto Road and connect same to themaine on 12th Street in order to have a 2 -way feed in and out of the overhead tower. "3. Install an additional pump on the treated water reservoir for adl- ditional pumping and use it also for a standby, pump. 04. Work into a paving program of some 50 to 60 blocks of paving. Pave the road in front of the San Gabriel Center Building. 05. Utind,; the present office building to relieve our present crowded of- fice, provide Council Room upstairs, work toward putting the tax asses- sor and collector in the City office. Complete the Police Office build- ing with 1emote two-way control and have an all-night attendant.. Cor- rect our handling of the City Court. *6. Install H -"day street lighting on 12th e-treet from city limite'to city limits and relocate the existing street light on lth street to other location in the residential area. 07. Install Municipal Retirement Plan.for city employees. "It is with real pleasure that I submit to you and the citizens of George- town this annual report of the business and activities of the City for the fiscal year ending.August 31st, 1956. "This year is our first full year of operation under our'new bookkeeping and Auditing System which was installed August 31st# 1955. We are well satisfied with our -new system and we have had to 'add to and adjust some of the various forms and details to make.it fit the various objectives that we had wanted to obtain. "We have made substantial progress and 'improvement -in keeting Georgetown one of the beat small cities of this area and while we are proud of our accomplishments to date, much remains to be done. " recognition is due all city employees and the Department Heads for their hard work, faithfulness and willingness to build a better Georgetown. Without their help and cooperation our progress and accomplishments would not have been possible. I wish to Express my appreciation to you, Mr* Mayor, and you gentlemen of the City Council. " In the fienal anl[lfsis it has been you who set the policies which would 1} be in the public interest which has enabled the City Administration to bring about the accomplishments of which we are all proud. "It has been a pleasure to work for you and with you as your City Manager. "Sincerely yours, Lee Q. Black, City Manager." Alderman J. H. Compton moved that the foregoing Annual Report -as read by Manager Black be accepted ; that Mr. Black be commended for such a complete and fine report, and that the recommendations made .in.the report be set up for further expansion for the growth of Georgetown; that there,-) port be written into the minutes of this oouncilmeeting, and that the Council hereby express to Mr. Black the appreciation for. the cooper- ation he has always given in every project. The motion was seconded by Alderman E. K. Frederieson, and was carried unanimously. Reports of complaints fromccitizens on College Street of insufficient space opposite the high ecbo&l.building thus obstructing their drive- ins on account of congested parking conditions. At this time the minutes of the previous meeting of the Co ail were read and approved on motion of Ald. Compton, seconded by Ald. Fred- ericson. (over) 158 (Con't. from page 157) L �C Certified Auditor George Le -Boswell read the auditor' report for the fiscal year ending August 31st, 1956. On motion of Alderman Wilcox, seconded by Ald. Woodfin the Council accepted aid for filing, with due appreciation to the auditors for compiling such a splendid report. ( !;Ae report in regular filing book). Manager Black read his monthly report, toether with other official reports and the accounts for approval of 1680.21. On motion of Ald. Woodfin, seconded by Ald. Wilcox the reports were received and fil- ed and accounts ordered paid. Assessor -Collector C. S. Sanders report the tax valuations on tke roll amounted tO $391639810.009 On motion of Ald. Compton , sec- onded by Ald ?redericson9 Collector Sanders was charged with the 1956 tax roll amounting to $399547.63. The following bids were made on a new tractor for the city: Lehman --Case Tractor........... 2304.00 -t k&-d&e Jezek Co., Taylor --Allis Cha1..2745;00 Doering--Massey-Harris.........$2187.00- A. J. Malaney & Co --International $2700.00. $2187.00. appearing as the lowest bid which was made by Doerint & Co., Georgetown, a Motion was made and seconded by Ald. Woodfin, and Ald. Wilcox that the said bid of Doering on the Ila aaey liarrii Tractor be accepted. On motion of Ald. Wileox, seconded by Ald. Woodfin, the Council voted unanimously to burn all paid bonder, Motion by Ald. Compton that the Council adjourn, was duly seconded and carried.
