Atkin Presiding, the following were present: Aldermen: J. H. Compton, F. K. Fredericson, Fred C. Smith, A. C. Woodfin, Kennie :9ilcox, Hr.; City A°ans;rer Lee C. Black, Attorney for the eity W. H. Nunn; City YarshPl A. P. Pickle; City Seeretay V, L. Cates. The minutes of the previous meeting were read, and on motion of Ald. Wilcox, seconded by Ald Fredericson were approved after corrected. The City lrnnager read his retort for Id rch. All the officers' reg ports wean included as well as the bills a.mountitg $483.78. On motion of Ald. A. C. ffoodfin, seconded by Ald. Wilcox, the reports were re- ceived and filed, and bills were ordered paid. Included in the above report of the actual activities of the Health Unit as compiled by Yr. Comer. No definite action was taken by the Council. Yessrs Denham and Bredthauer were present in be! The Council expressed its desire to cooperate and left the matter into the hands of the Utilities Committee, Smith end Compton, with sug_-uPmti�ns of proceedure which it is hoped will bring favorable results. The lRayor appointed Aldermen E. K. rriderfeson, A. C. 'Noodfin, Kennie Wilcox# Jr., to canvas the returns of the city election, held on April 7th, 1953. C............ 1570.00 Lord & Co„ -Ford ..................... 1675.00 The Freund Notor Co. being the lowest bidder, Alderman J. H. Compton made a motion that the lowest bid be accepted. The motion was seconded by Alderman E. K. Fredericson, and passed unanimously. On motion bj Ald. Compton, seconded by Ald. Smith, that the following increases in salaries be made: $500.00 a year to City Manager Lee C. Black; $15.00 permonth far": P.Piekle, police chief; policemen Head- rick r.Had Champion, and James W. N =45; 45; We, your committee, appointed on this day, by you, to investigte Into all matters pertaining to the r:,-cent City Election, held in And for this City, on the 7th, day of this month, and make to you our report, thereon, beg leave to report as follows; vVe find that the said election was Called for the sole purpose of electing three kledemen, to suooede J. H. Compton, Kennie ';7ilcox, Jr., and Fred Cooper Smith, whose terms are expireing at this time. Ne further find, that the said J. H. Compton, Kennie Wilcox, Jr., qnd Fred Cooper Smith, were each duely announced Candidates, to succede themselves. That neither of the, said candidates had any oposition, and that the re was no other person seeking to be elected as an tldeman of the skid City, de, further find th^t in the making up, and printing of the bal- lot that was used at the said election, a olericle error was made, in that while the names "J. H. Compton" and "Lennie Wilcox, Jr.", were pro- erly Plaoea on the -Said ballot,/ that the name " Fred Cooper Smith", wasby error omitted therefrom, and that in the place of the name "Fred Cooper Smith", the name, " A. C, Woodfin", was placed thereon. That the name, "I. C. Woodfin" should not have been placed on the said ballot, in thet hOil said A. C. Woodfin, is a member of the City Council and his term of office does not expire till one yeAr from nowq qnd the said .k. C. doodfin, asserts to #our Committee, he wishes to continue the holding of his present term of said office; and he further asserts that to wqs not a candidate for Alder- mand , at the said recent election; and thtt his name was plead on the said ballot, without his knowledge and without his concent, %nd by reason thereof, he refuses to recognize as valied , any votes that were apparent- ly cast for him at the said election. le further find that there were voters at the said election, who did not discover the'`:aaid error in the printing of the said ballot, and thus placed the same in the ballot - box, as printed; but that some of the 'i oters discovered the error, and scratched tis name, "l. C, Woodfin", and in lieu thereof wrote thereon, the name "Fred Cooper Smith", '�19, believe, and so find thgt but for the said error, no votes would have apparently M1A been cast for a. C. wood - fin, and that all votes would have been for the said Fred Cooper Smith. To therefore find, that there were no legal or valid votes oast for As C. JVoodfin; and that no votes for him, shall be considered or counted. 'Ne, further find and here report, that there were --Z-- valid and legal votes oast for said Fred Cooper Smith, and that there were no valid or legal votes o9A;-.against him. --That there were at., valid- and legal votes cast for the said J. H. Compton, and that there were no vb lid br legal votes oast against him. That there were il a valid and legal votes cast for Kennie Wilcox, Jr., and that there were no valid or leg- al votes oast ,against him. We therefore report that we find that the spid J. H. Compton, Kennie Vilcoz, Jr.; and the said Fred Cooper Smith, Were each duely Ona lagally elected ,. t*uecede themselves, is A146rmen of this City.
