HomeMy WebLinkAboutMIN 07.24.2018 CC-RMinutes of a Meeting of the Governing Body of the City of Georgetown, Texas Tuesday, July 24, 2018 The Georgetown City Council will meet on Tuesday, July 24, 2018 at 6:00 PM at the Council Chambers at 101 East 711 St., Georgetown, Texas. The City of Georgetown is committed to compliance with the Americans with Disabilities Act (ADA). Mayor Ross, called the meeting to order at 6:00 PM. All Councilmembers were in attendance, with the exception of John Hesser, Councilmember District 3. Mayor Ross, Anna Eby, Councilmember District 1, Valerie Nicholson, Councilmember District 2, Steve Fought, Councilmember District 4, Kevin Pitts, Councilmember District 5, Rachael Jonrowe, Councilmember District 6, and Tommy Gonzalez, Councilmember District 7 were in attendance. Regular Session (This Regular session may, at any time, be recessed to convene an Executive Session for any purpose authorized by the Open Meetings Act, Texas Government Code 551.) A. Call to Order Invocation Pledge of Allegiance Comments from the Mayor Mayor Ross spoke on the City's move to renewable energy through strategies developed by Jim Briggs. Ross called Briggs the architect of green energy in Georgetown and asked Briggs, Leticia Zavala and Mike Babin to come to the dais to receive a proclamation for America Wind Week. Mayor Ross thanked Mayor Pro Tem, John Hesser, for chairing the July 10th Council meetings while he attended the Mayor's Conference in Kansas City. City Council Regional Board Reports There were no Regional Board Reports at this meeting. Consideration and possible action on approval of a Municipal Utility District (MUD) Policy to replace the Interim MUD Policy that was approved on September 23, 2014 -- Wayne Reed, Assistant City Manager Wayne Reed spoke on the MUD Policy. He noted that this had been presented to the Council many times during previous Council meetings. He said Council direction had been followed and the policy is ready to adopt, with Council action this night. Reed noted minor errors that had been found in Paragraph 5 of the policy and listed the corrections of the errors: Policy 5a, first sentence, struck the word "Bonds", struck the word 'shall" and added the word "to" between "City' and "comply". Reed said when approving the policy, the motion should include these corrections. Reed read the caption Motion by Fought, second by Gonzalez, to approve Item K, including the revisions to Paragraph/Policy 5a in the Mud Policy. Councilmember Jonrowe asked about the section for Policy 8a regarding parks. She asked if the park is available to the general public within the MUD, or the entire general public. Reed said it means the broader general public. Approved: 6-0 (Hesser absent) L. Consideration and possible action to approve a Resolution authorizing the filing of the Assessment Roll for the Georgetown Village Public Improvement District #1 (GVPID) in the City Secretary's Office, and setting the public hearing date for the assessment for August 14, 2018 -- La'Mar Kemp, Senior Accountant and Octavio Garza, Public Works Director Public Works Director, Octavio Garza, spoke about the Assessment Roll requirements in Georgetown Village. He explained that this was a special revenue fund and is part of the budget process. Garza read the caption. Motion by Pitts, second by Fought, to approve Item L. Approved: 6-0 (Hesser absent) M. Consideration and possible action to approve a Resolution granting a petition for the voluntary annexation of an approximate 262.011 -acre tract of land situated in the William Roberts League Survey, Abstract No. 524, and a portion of Shell Road, a right-of-way of varying width of record described to the Williamson County, Texas, and directing publication of notice For proposed annexation, for the property generally located along Shell Road approximately 6,800 feet north of Williams Drive to be known as the Shell Road development -- Nat Waggoner, AICP, PMP, Long Range Planning Manager (action required) Planning Director, Sofia Nelson, spoke on the voluntary annexation for property along Shell Road to be known as the Shell Road Development. She provided a location map and future land use map for the property. Nelson noted that this was one of the four corridors that Council had asked staff to pursue for annexation. She explained that the property supports a variety of residential uses. Nelson provided a chart of the Annexation Process and read the caption. Motion by Pitts, second by Fought, to approve Item M. Sauls Survey, Abstract No. 595, and I. & G. N. R. R. Survey, Abstract No. 741, and a portion of Farm to Market Road 2243 (FM 2243), a right-of-way of varying width of record described to the State of Texas, and directing publication of notice for proposed annexation, for the property generally located along FM 2243, east of CR 286 and west of Escalera Ranch Parkway, to be known as Garey Park -- Nat Waggoner, AICP, PMP, Long Range Planning Manager Planning Director, Sofia Nelson, spoke on the voluntary annexation request for property to be known as Garey Park. She explained that this would begin the process of bringing Garey Park into the City Limits. Nelson provided a location map, future land use map and showed the annexation process. Forwarded from Georgetown Utility Systems Advisory Board (GUS): Consideration and possible action to approve Task Order CDM -18-005 with CDM Smith, Inc., of Austin, Texas for professional services related to the San Gabriel Interceptor Phase 2 (SGI-2) in the amount of $1,037,700.00 -- Wesley Wright, P.E., Systems Engineering Director Wesley Wright, the City's Systems Engineering Director, spoke on the San Gabriel Interceptor Phase 2. He explained that this is the design contract for the larger project. Wright spoke about capacity and growth and noted that the City will need to expand the lift station or the San Gabriel station and proposed taking it to the Pecan Branch Wastewater Treatment Plant. Wright said this is in the 5 Year CIP and construction would need to start within 5 years, but the City needs to start the design process now. Wright read the caption. First Reading of an Ordinance ordering a Special Election to be held on November 6, 2018 for the purpose of seeking voter response to the proposition of "The Reauthorization of the Local Sales and Use Tax in the City of Georgetown, Texas, at the Rate of One -Fourth of One Percent to Continue Providing Revenue for Maintenance and Repair of Municipal Streets", making other provisions relating to the Election and providing an effective date — Shelley Nowling, City Secretary and Ed Polasek, Transportation Planning Coordinator Ed Polasek, the City's Transportation Planning Coordinator, explained the special election calling for reauthorization of the local sales and use tax for maintenance and repair of municipal streets, which is put to the voters every four years. Polasek said in FY2017, this represented $3.1 million dollars for street maintenance and in FY2018 it is anticipated to represent $3.4 million dollars in street maintenance. He explained that this currently represents 58% of the street maintenance budget. Polasek said, as staff moves along with Council direction for street maintenance, it will continue to grow and is estimated to reach 60% of the street maintenance budget. Polasek read the caption. Motion by Jonrowe, second by Gonzalez, to approve Item P. Councilmember Nicholson asked Polasek if he needed anything from the Council for communication to the public on the importance of this fund. Polasek said Council communication at all levels would be appreciated and helpful. Approved: 6-0 (Hesser absent) Q. First Reading of an Ordinance establishing the classifications and number of positions (Strength of Force) for all the City of Georgetown Fire Fighters and Police Officers pursuant to Chapter 143 of the Texas Local Government Code pertaining to Civil Service -- Tadd Phillips, Human Resources Director (action required) Human Resource Director, Tadd Phillips, spoke on the Strength of Force Ordinance. He explained that Strength of Force ordinances are required by civil service law. Phillips explained that this has been brought to the Council tonight, prior to when they will see it in the 2019 proposed budget, so that the City may take advantage of hiring qualified candidates from the current recruitment process. Phillips said that the ordinance today would increase fire staffing by 7 individuals. One is a Lieutenant position tied to the fire and life safety addition in the proposed budget, 3 firefighter positions in preparation for Station 7, also included in the proposed budget, and 3 firefighter overstaff positions, also in preparation for Station 7, as well as for filling vacancies in the upcoming months. Phillips noted that the Police Department has had no changes since Council action in June, and these costs will be included in proposed budget. Phillips read the caption. Second Reading of an Ordinance rezoning approximately 0.2610 acres in the Clement Stubblefield Survey, also being all of Lot 4 and a part of Lot 3, Block 1, Hart's Addition to Georgetown, located at 608 W 15th Street, from the Office (OF) zoning district to the Residential Single -Family (RS) zoning district -- Andreina Davila- Quintero, AICP, Current Planning Manager (action required) Current Planning Manager, Andreina Davila, spoke on the rezoning request for property located at 608 W. 15th Street. Davila explained that this was a second reading and no changes had taken place since the approval of the first reading. She provided a location map of the property. Davila read the caption. Second Reading of an Ordinance to grant an exemption of certain fees for permits required for work performed on eligible projects by Habitat for Humanity of Williamson County in their administration of the Home Repair Program for the City of Georgetown -- Susan Watkins, AICP, Housing Coordinator (action required) Housing Coordinator, Susan Watkins, spoke on a request to grant an exemption of certain permitting fees for Habitat for Humanity projects. Watkins explained that this was a second reading and no changes had taken place since the approval of the first reading. Watkins read the caption. Motion by Eby, second by Jonrowe, to approve Item U. Project updates and status reports regarding current and future transportation and traffic project; street, sidewalk, and other infrastructure projects; police, fire and other public safety projects; economic development projects; city facility projects; and downtown projects including parking enhancements, city lease agreements, sanitation services, and possible direction to city staff -- David Morgan, City Manager Mayor Ross asked City Manager, David Morgan, if he had any project updates to share. Morgan said he did not, at this time, but would be happy to answer any questions. Councilmember Fought spoke about the safety zone in Sun City. He said the project has gone well and the new speed limits have been posted and are easy to see. Fought said he has received good feedback. He noted that Sun City residents have asked for activated flashing lights to be installed, such as those in school zones or parks. Mayor Ross asked Morgan about the Southwest Bypass. Morgan thanked the large team that participated and thanked "a very good contractor". He said the connection will soon be all the way to 135. Morgan said the City is making strong commitments to infrastructure and the Southwest Bypass is the biggest transportation project in the history of the City.
