The Georgetown City Council will meet on Tuesday, May 22, 2018 for a Special Meeting at 3:00 PM at the Council
Chambers, at 101 East Th St., Georgetown, Texas

This is a Special Meeting of the City of Georgetown City Council
Mayor Pro Tem, John Hesser, called the meeting to order at 3:00 PM. All Councilmembers were in attendance, with
the exception of Mayor Dale Ross. Councilmember Ana Eby, District 1, Councilmember Valerie Nicholson,
District 2, Councilmember John Hesser, District 3, Councilmember Steve Fought, District 4, Councilmember Kevin
Pitts, District 5, Councilmember Rachael Jonrowe, District 6, and Councilmember Tommy Gonzalez, District 7
were in attendance.

A. First Public Hearing for the Voluntary Annexation of approximately 18.331 acres located in the Ruidosa
Irrigation Company Survey, located at 118 Mourning Dove, Georgetown, Texas, to be known as the
Mourning Dove Subdivision -- Nat Waggoner, Long Range Planning Manager
Long Range Planning Manager, Nat Waggoner, spoke on the request for voluntary annexation of 18.331
acres located at 118 Mourning Dove. Waggoner said no action would be needed, as this was for public
hearing purposes only. He said a second public hearing would be held at the evening meeting.
Waggoner described the Annexation Process and provided a location map and future land use map.
Waggoner explained the proposed schedule. He noted that the applicant intends to develop the property for
single family homes.
Mayor Pro Tem Hesser opened the Public Hearing at 3.03 PM. No persons had signed up to speak on Item
A. Mayor Pro Tem Hesser closed the Public Hearing at 3.03 PM.
Councilmember Gonzalez asked about first and second readings on the same day. Waggoner explained
that there is a time period of 20 to 40 days now, which has caused these hearings to happen like this. City
Attorney, Charlie McNabb, explained that the 20 days regulation requires 3 weeks in between two council
meetings, which does not happen regularly. He noted that applicants had to be delayed in order to wait for
the next set of council meetings that had 3 weeks in between 2 council meetings. McNabb said, now that
the City has many more applicants, it has become necessary to handle some public hearings this way so
that the applicants are not unfairly delayed for long periods of time. McNabb said the Council could decide
to have another special Council meeting at the end of each month, if they decided to.
Motion by Fought, second by Pitts, to adjourn the special meeting to begin the workshop meeting. Mayor
Pro Tem Hesser adjourned the special meeting at 3:07 PM.
